Restner was welcomed to. the meeting at this time, W. Akins explains the need for new .districts and extensions to present water districts. Extensive discussion ensued with all members of the board participating. Mention was maw- of_ the passibility of using individual house .maters in new. amall .districts at a lesser cost than installing a -mastar mater, 44 The question is brought up with Mr. Kestner as to manner of handling compensation for his services as the time arrives When the board submits request for engineering on the many water problems. The board generally requested that Mr. Kestner_.submit a proposal to cover the..fees. of. the engineering. of problems which will be submitted to. him .at a later date. Miller Whereas the Q,ueensbury Central Volunteer Fire Company Inc. has submitted an application to amend its biggo license for the pear 1962 and has submitted the required fee of $80 and whereas the application is in .due form and complies. with the. statues in sh cases made and provided, and Whereas an investigation .has been made by this Board and after such investigation the Board makes the. following findings-, and determinations: 1. That the applicant is qualified organization as defined by lawp Z. That all the members designated to. conduct games bonafide active members of the. applicant organisation* 3. That all the members designated to conduct :games, and the assistants, are of good moral character; 4. That all..the tubers _designated to conduct games, and the assistants, have never been convicted of a crime; 5. That the games are to be held according to the Bingo Licensing Lair, the Rules and Regulations, of the ttat+e r� ' Lottery.Control Commission, and local ordinances; , 6. That 'the entire net proceeds are to be used solely for purposes permitted by the Bingo Licensing Law; 7. Tucker Dec. 270 1961. 45 December 27, 1961 Queensbury Town Board 1961 Multiple Dwelling Inspection Report All multiple dwelling within. the Town of Queensbury have been inspected by me. All_are_ up to specification except Pine Rest in Cleverdale. This dwelling required approximately $2000.00 in repairss, which have been completed. They included fire escapes, ,.fire doors and additional fire extinguishers throughout the building. - I answered many calls. throughout- the_ Town of Que nsbury, over which I had no jurisdiction, where people complained about fire hazards next to their _homes .on other peoples property. I talked to the people. and._helped. straighten these matters out to everyones satisfaction. I also answered one call_about`a dump being formed on Twin Channels Road. Dear John: As the result of our eiteeting with Alexy and -Bartlett & Dier, I handed to you on Monday the executed deed from Alexy to the Town conveying the land for the town highway in his proposed development, together with two copies of a letter in which he pledges that he will not do anything further along the shore front. Emerson National Bank; has a mortgage on the Alexy property and I enclose herewith a release by Emerson National Bank of this proposed town highway from the lien of their mottgage. It is my opinion that said deed and the enclosed mortgage release will give the. town clear title to the fifty foot strip, and that your Town Board may now accept this road as a pert of your town highway system. Brayton and Mr. Boynton. -They indicated general agreement to deed the-23 foot right of way through to road on the South side of the Boynton Property. However this statement was contingent upon . ment with Mrs. Boynton, who is cQ-owner of the property. -The p° ties agreed to present the Town with a definate decision on their feelings on December 28, 1961. ' In investigating maps of the 12 foot right of way and surveying the sight, it appears to the Highway Commitee that this original 12 foot right of way extended through to the road on the south side of the Boynton property. Fire Insurance Town Storehouse So far in the Y ear (the policies expire Feb. 28t 1962) the experience on the Compensation and Auto lines has been very'good.. While this experience will not enter into the rate computation for the year' beginning Feb.28, 1962, it will help in the 'rate computa. tions of Feb.,.28`, 1963. Fortunately the experience for the period Feb. 28, 1.959-60" was very good. This will bye reflected in the computations' forlthe premium rate for 1962 and will be a decided- help in off Setting the. record of 1958. In addition Mr. Codner has- maintained a' stekdy number of employees which will help in obtaining a nice refund on our deposit premium. This in spite of the fact that the number of employees was temporarily increased by the transfers of names by the Inbpectors bf Elections at Registration time which required additional time and pay. V We auceeded in obtaining a Property Floater Policy last year that might almost be termed an- all-risk policy.. As result much of out equipmeht such as the Grader, Sweeper, prlows. a;e properly protebted. against all hazards and out equipment such as fil#s desks,, chairs and other ettuipment. are protected against fire,,atc without the necessity of reportin*_ as lon,g.as .the valuation does not exceed $80,.000. This policy waswritten` on a three year basis with annual installments. It is not an easy policy to obtain and because it is such broad coveragge ,we hepe_the experience will be such-- that it can be retained. indefinftely. Recommendations.- 1. That the present policies that are on an annual basis,, be ' , ; renewed in the same amounts and with the same coverages. t 2. That some consideration be given to adding Collision Coverage on the Trucks, It seems adviseable that this be considered now in that we have added some new trucks. The County Covers all trucks five years and less in age. It would not be advisable to extend such coverage to older trucks from a valuation stand point. It is suggested that such coverage be purchased with a• $250 deductible. Mr. Codner has a good ataff of- mechanics who are capable of repairing most damage within _. 11 that limit substantial savings would result. J Respectfully submitted, Stanley B. Miller ASSESSMENT COMMITTEE, TOWN BOARD §L Three problems concerning assessments_hae *occupied the attention of your committee. ` ' 1. the certorari suit instituted .by certain property owners on Assembly Point-. . 2. What has become an annual disagreement ,with the State -Equalization Board as to our Equalization Rate. 3. Some relief for those property owners residing ia. the City School District. The suit by the property owners of Assembly Point is scheduled for a hearing before the Referee,,, Mr. Fred Bascom, under date of January 15, 1962 with each side to present a list of 10, properties with their valuations thereof. to each other on January S. 1962. Conferences have been held., by the assessors of the Town, the supervisor, and your chairman with our attorney, W, Beswickand a plan of action prepared. We.. believe that we have a good case. The assessments ofthe properties in question, seem on the whole to be fair and equitable and particularly when compared with similiar properties around-the Lake- as well as elsewhere in the Town. The arrival at a fair and. equftable equalization rate with the State Equalization authorities has practically resolved itself into what might better be called "the Battle of the Averages". In a recent meeting with oge ,of the_appraisers of the Equal- ization Board, it was plainly apparent that they were not using a good cross section of properties in the .Town and further that the number used, ten, was not a fair representatimt. We have asked for a further sampling. of properties, .not confined to any one class of properties, industries or commercial buildings. If we can get a more representative list of properties, we may be able to improve our` rating. However, in any comparasion with the City of Glens Falls., we are always confronted with the "Averages" they work against us in that the City of Glens Falls does not assess properties on the same basis. As long as they follow the prastiae of assessing residences on one basis of valuation, commercial structures .on another basis and industries on still another, the averages will confound us. The residents of the City School District living in the Town are badly affected by the City method of assessing. For instance, a resident& in the City is probably not assessed at over 20% of market value. In the Town all properties are assessed at 40% of market value. Here is .where the averages hurt. While the Town properties are assessed at 40% under. the. averaging system employed'by the State, a city residence of much more market value pays a less school tax and the. Town property is surcharged $2.37 per thousand of assessement in the 1961 School Bill. Recommendations That the Assembly Point Suit be vigorously opposed. Every effort be made to sustain the assessment made by our Assessors. There is a very vital principle involved here., and if not sustained, there couLt be a multiplivity of suits against the Town with heavy re- payments. That every effort be _made to get a more representative list of properties for comparasion purposes in establishing an Equalization Rate. A further illustration of the ,absurdity of the School Twc is as follows: The owner of a residence on Horicau Ave. , a short distance from the Town line owns a home that he values at $30,000 as he has offered it for sale at that price. (over) 5 This house was built by the same contractor as built a house on Pershing Road from the same plans and specifications. The Pershing Road house is assessed at` $30,000 market value or $12,,000. The Horican Ave. , house is assessed by the City at $8000. The house on Horican Ave., (in the City) pays a school tax of $288.32 while the house in the Town pays $46O.82,'(this includes the surcharge of $2.37). It certainly would seem-that such an inequity could be and should be corrected_ Further exploration with Mr. Bergaron of Equalization is warranted. ' Respectfully submitted Stanley B.
