The meeting was called to order at 7.40 p}.m.
Visitors greeted at the meeting included:
Mr. LeRoy ?hillips - Chief of Police
Mr. Bernard Codner - Superintendent of Highways
The contract for the purchase of the Pineview Cemetery frontages
on Route 9 was presented for discussion at this time. The
contract will be consumated with the Cale Development Company
in the near future. It was agreed by all board members that
that 'the statement, that the construction planned at this
Location was for the Montgomery Ward and Company as ten4nts.
The contract will be revised as such.

W. Codner was welcomed to discuss the Rroposed budget of the
Highway Department for the year 1963, Lengthy study of -this
part of the budget with all departments being studied took
palace with all board members taking part. .
Mr. Leon Nassivera,, Chairman of the.°Board. 'of Assessors was
welcomed at the meeting at this time.
Following the reading of the budget `for the 'assessors, .Mr, -
Nassivera offered a suggestion, that he be allowed to have a
mapping system by sections of the Town of Qoeensbury, made
in the manner approved by Audit and Control.. The Board in
general _voiced approval of this suggestion.
Under the heading of ,Pblice Constables and Deputy Sherriffs
the budget estimates, was read and discussion followed. A
letter was presented to the board as follows:
DEPARTMENT OF POLICE TOWN OF QUEENSBURY
OCTOBER 1, 1962
To the Honorable Members of the Town Board
Town of Queensbury, Warren County, New York
Gentlemen:
As Chief of Police, of the Town of Queensbury, I
make the following Quarterly repott covering the period of
July 1, 1962, through September 30,, 1962. This department
functioning on a part time basis has been -active in several
functions taking place in our town. Policeing at Church
Services, Fire Company Parades, Weddings and our most recent
adfair being the Celebration of Queensburyts 200th Anniveraary.
We have assisted in investigations of several robberies within
the Town of Queensbury. In cordination with the Warren County
Sheriff, we have had one attempt at murder, assult with a
deadly weapon and two apparent suicides within our town. We
are making monthly reports to the New York State Department of
Correction as well as monthly reports to the Federal Bureau of
Investigation. We have spent up words of twenty man hours per
week and have traveled approximately five hundred miles in the
past three months. From trying to arbitrate disputes over
property lines, throwing refuse from one property to another,
chasing live stock left to roam the road and destroying peoples
gardens.
I wish to commend the board

I wish to commend the board for their recent action in
providing a "School Crossing Watcbtan" on Meadowbrook Road. This
shows to me that the board is working,for the interest and safety
of the people of the Town of Queensbury. It is just one more step
forward in the progress of our rapidly growing town.
After serving as Chief of Police, for the Town of Queens-
bury for the past 9 months, I would like to make certain recommend-
ations gamely .
No. )L - Being a first class town we are looked up to, to a certain.
extent and we want to be looked up to, as a town of pro-
, gress and move forward in the field of services to our
citizens and tax payers. I recommend that the Town Board
appoint a full time Police Officer, who will be Chief and
be available at any time he i&- needed. I find it is im-
possible to do justice to the office of Chief- of Police
on part time basis and try to ears a living at the sane
time. i recommend that 3 special police be appointed.
One to cover school crossings and 2' to be called by
the Chief in case of emergencies, to fill in, in case
of illness or any other time deemed necessary.
No. 2 - I recommend that the Board also provide a car to be
assigned to the Police Department. Such as a car to be
equipped for police work. A two way radio which would
be provided through State and County Civil Defense.
This car would be available to-the Town Board for
making inspection of various sites and projects of the
of the town. The up keep and operating expense of such
car, could be taken care of through the Town Highway
Department,
No. 3 I further recommend that the Town Board enact Ordinances
restricting apeed zones within-the town where they have
already been established, by the State Traffic Commission.
An ordinance covering stop lights and stop signs whereby
under town ordinances, fines collected for violation of
such would be wholey retained by the town, and not turned
over to the state. It is my belief that the expense of
your police would be very little if any to the tax payers.
These reeommendations .are being made as the result of
conversations with various residents of the Town of Queensbury,
and I believe them to be in the best interests of the Town in
general.

a request was submitted from the Mountainside Free Library, for
an additional appropriation at this time. A statement of the

The appropriation of $5,000000 for the Crandall Library for
the year of 1963,. was approved by the board. The amount was
based on requests received at the meeting of September 27,
1962', when representatives of the library were visitors of
the Town Board,

A report of the work done in four of the outlying
cemeteries of the- Town of Queensbury in the repairing
and painting of fences is attached hereto.
We find there 4s still additional repair work
needed in these cemeteries, so in presenting our
budget figures for 1963, we have included $400 above
the regular amount alloted for the cutting of grass
& brush in these absadoned cemeteries. We feel that
this amount should go along way toward the completion
of the work needed in these cemeteries.

Mr. Andrew Butz, Justice of the Peace was granted the floor
in the interest of the enactment of the Preliminary Budget,
Mr. Butz, presented a letter of comparison of duties in his
office for the years 196T.-196-2. Following lengthy discussion
the board in general explained that proper consideration for
as$aVy increase would be taken in the forthcoming budget.
Mr. LeRoy Phillips, visited the meeting at this time with
hopes of discussing his suggestion of October 4 1962, to do
Frith expanding the police force of the Town of 44eenebury
to a full time operation .
