The meeting was called to order at 7:30 p. m.
Mr. Joseph Kestner, Jr., the engineer employed by the Town of
Queensbury, on Sewer and Mater system projects was present.

Mr. Mebster, presented and discussed the bills for the total cost
of Ext. #6, of the North Glens Falls Water District. This extension
was planned with the sole purpose of supplying water for Mr. Edward
Smith in the construction of a "Florist Shop” The cost of said
installation is to be borne by Mr. Smith. Following discussion it
was agreed by all members of the board, that the amount of said bill
should be $603.75. This amount will be paid to the Town of Queensbury.

On the subject of granting permission to the Auxiliary of the
Queensbury American Legion to sell tags on Election Day„ there
was lengthy discussion on the subject. Councilmen Lampson and
Turner had been approached on the request for this permission.
The feeling of phe board in general was chat this procedure
is not;,proper on Election Day. The board_ in general expressed
the thought that residents of the Town of Queensbury should
not be bothered on a day when important decisions are the matter
of the day.
Mr. Joseph A. Kestner, Jr. , presented the Engineering report
and estimate of costs to do with a proposed sewer system
within the town.

APPLICATION JFOR COMPREHENSIVE STUDY AND REPORT
FOR
COLLECTION, TREATMENT AND DISPOSAL OF SEWAGE
1. Introduction
The Town of Queensbury i's situated in the southeast corner of
Warren County. It is bounded on the north by hake George and the
Town of Caldwell; on the east by the Towns of Fort Ann and Kings-
bury in Washington County; on the west by the Town of Luzerne; and
on the south by the City of Glens Falls and the Hudson River.
The Town had a population of 4,,199 during the 1940 Census„
and a population of 100 004 during the 1960 Census. The Town of
Queensbury is now a. firstclass town in the State of New York, and
the most rapidly developing business and commercial townshipiin
the southern Adirondack area. Its population has doubled since
World.Was° II.
Areas of the Town, west and north of the City of Glens Falls,,
are served by public water supply from. the City of Glens Falls
water system. Plans are underway for the development of- a Town
water supply from wells in the Rush Pond area west of Zoute 9.
The proposed water system will provide public water supply and
fire protection northerly along Route 9 for a distance of approxi-
mately three miles north of the City of Glens Falls. westerly
along Aviation Road, and easterly from Route 9 along Quaker Road to
the Ridge Road area.
r Residential and commercial establishments in the Town of
Queensbury are served in general by individual sewage disposal
facilities, except served by the City of Glens Falls ' facilities.
Public sewerage and sewage treatment facilities are needed to
serve the densley populated, residential and commercial areas in
s the Town, particularly north of the City of Glens Falls in the
Halfway Brook area. High groundwater levels in this vicinity
and the concentration of residential and commercial establishments
maketit impossible to provide adequate sewage disposal with
individual facilities.

2. Description of the Area to be Studied
The Town of Queensbury is situated generally in the Take
Champlain drainage basin, with the exception of the southerly
portion of the Town,, east and west of Glens Falls„ which drains
toward the Hudson River. The central portion is drained by
Halfway Brook and the Glen Lake outlets: which join in the central
portion of the Town near Hamlet of Queensbury. Halfway Brook
continues easterly from this location through the Towns of
Kingsbury and Fort Ann in Washington County and discharges into
the Champlain Canal in the vicinity of, Fort Ann. The northerly
part of the Town contains intensive development of summer
residences along the shoreline of Fake George in the Dunham Bay,
Harris Bay and Warner Bay areas. Individual sewage disposal
systems serve the shoreline cottages and summer homes, all of
which are tributary to the Lake George and outlet drainage basin.
3. Scope of Proposed Study
The northerly portion of the Town located along the shore-
line of Lake George contains dwellings and business establishments
which have been required for many years to provide adequate leaching
systems, none of which may be located within 50 feet of the water's
edge of the Lake or any of its tributaries. In many instances
shoreline cottages pump their sewage away from the shoreline to
sandy ground for adequate subsurface disposal. The cost of public
sewerage and sewage treatment to serve this •resort area is considered
prohibitive. An inspection of the area will be made to determine
any locations with inadequate individual sewage disposal.
Two small p-odds in the area, Round Pond and Lake Sunnyside,,
have no outlet. These areas will be inspected to determine the
adequacy of the sewage disposal systems.
The shoreline of Glen Lake is densely developed for
summer resort purposes. An inspection of this area will- be made.
to determine the locations of inadequate disposal systems.
The populous areas in the Town of Queensbury, north and
westt of the City of Glens Falls, tributary to the Halfway Brook
drainage basin along Aviation Road, Route 9. and Quaker Road to
Ridge Road will be studied to determine means for providing sewers
and sewage treatment in this area.. Alternate studies will be
required to determine the feasifility of providing a treatment
i plant with effluent discharge into Halfway Brook,.and the possibility
of sewering to the system of the City of Glens Ralls or a Town
system discharging treated effluent into the Hudson River.
Populous areas and areas of potential development north of
the Hudson River and .located east and west of the City of Glens Falls
will be studies to determine means for providing public sewerage and
sewage treatment facilities. r
4. Map- of the Proposed Area to be Studied for the Collection,,
Treatment and Disposal of Sewage
The accompying USG$ map indicates the boundaries of the
Town of Queensbury included in the proposed study. The City of
Glens Falls is not included in the study area inasmuch as it is
served with a municipal sewerage system and sewage treatment plant.
The proposed comprehensive study and report will conclude
these items outlined under Far. 44.3 Additional Requirements,
Items (a) thru (e), as well as those items under Section: 1263-A,
Article 12„ of the Public Health Law-.

In accordance with the request of the Town Board I am pleased to
submit a proposal for Professional Engineering Services to
accompany an application to the State of New York for a grant to
undertake the subject project.
The report will include the items specified by comprehens ve
study under Section 1263-A, Article 12„ of the Public Health. Law.
It will 'nclude also the additional requirements set forth under
Par. 44.33,, Items (a) thru (e), contained in Chapter 322 of the
Laws of 1962.
The accompanying Engineerts Report describes the scope of the
proposed study for the Town of Queensbury and the individual areas
to be considered. In accordance with the requirements for State

has already passed, on the above propositions. -
Mr. Akins enlightened the group on the water supply system being
planned at present. The well sight was discussed with the assur-
ance that the supply of water is adequate for the needs of, the
Town of Queensbury, at the present time. All sections to be served
were discussed at length. Mr. Akins, explained the request being
made by the Town Board for a sizeable "Federal Grant to aid in the
completions of this water supply system.
