Harwood Beaty Councilman Theodore Turner - Councilman Curtis lAmpson Councilman Harold Akins Councilman Mr. Bernard Codner, Superintendent of Highways was also present. The meeting was called -to order at 7:80 p. m. The hearing to do with the adoption -of Ext. #9 of the North Glens Falls Water District was called to order. The clerk presented proof of advertising of the notice of hearing. The proof of posting -notices was presented by the clerk as follows: Pole, corner of Glenwood Avenue and Quaker Road. Three poles within district on Country Club Road. One posting on Bulletin Board at Town Clerk*s Office. With no object6ra appearing, against the extension the hearing was closed. I believe this will be the start of the fourth year since we participated in the insurance and naturally we would very much appreciate the opportunity to serve the account again. However we do appreciatetthe fact that the Town Board has to give condider- ation to all agents whom they feel qualified tolhandle the account. When the business was written thru our agency, we were asked to split a certain amount of commission with other agents, *hich we were happy to do. I do not recall that our agency particiIiated `in any commissions since we were the writing agents. Queensbury is a fast growing town with numerous problems. As a resident I would like to express my appreciation of the heavy demands on the time of all Town Officials. May I extend Holiday Greetings to Members of the Town Board and Town -Officials. - - Cordially Nathon Proller `- 305 The Clerk presented- the certificate of Andrew Butz - Justice of Peace, to do with the completion of a training school for "Justice'st' which was held recently at the Albany Law School at Albany, N. Y. Mr. Codner, reported on the completion of the Reservoir Park - Sewer System remodeling. - A problem was reported by the Superintendent of Highways;; whether or not the Town of Queensbury should blow sidewalks within the town. Several locations were cited within the town where this service may be offered. The possibility of' purchase of a snot blower for this work was discussed at length by the board. The Superintendent of Highways was requested to investigate the availability and also the cost of a snowblower which would be adequate for the plowing of sidewalk snow. On suggestion of Mr. Codner, the possibility of purchasing a used sizeable tank mounted on a chassis to be used` in the task of spreading the used oil which is used in the Town of Queensbury, was discussed at length by the board.. The Superintendent will investigate and report on the tank which may be available at this time. RESOLUTION NO. 195 introduced by W. Akins, seconded by Mr. Lampson. RESOLVED, that perm'ission` is hereby granted to Joseph S. Durcan of 293 Ridge Street, Glens Falls, N. Y. to make application to the City of` Glens Falls for water service to a lot situated at Lot 129 Lynnfield Drive, thereby becoming a water customer of the city of Glens Falls, and that a copy of this resolution' be forwakded to the City Water Board, and to Joseph S. Durcan. Duly adopted by the following vote: ' Ayes - Mr. Beaty, Mr. Turner, Mr, Lampson, Mr. Akins and Mr. Webster. Noes - None A point of local interest was studied at` length to do with the possibility of a master sewage system being installed within the Town of Queensbury. In conjunction with news articles being re- leased at this time it is believed that a jbint' spstem with the City of Glens Falls may be planned through the efforts bf the State Health Department. Discussion took place at this time bn the subject of the sewage removal plant. which was recently installed to handle the Queensbury Plaza shopping center. A resident of the area has suggested that the discharge of the residue from the system may contaminate the Halfway Brook, into which the discharge is allowed to flow. Mr. Webster, reported that the agreement with the Cale Development Company on the sale of the Pineview Cemetery frontage on Route 9 has been signed and all persons involved are satisfied with the result. RESOLUTION NO 196 introduced, by Mr: Beaty, seconded' by Mr. Turner. WHEREAS, this board has entered into a purchase agreement with the Cale Development Corp., of Herkimer, New York, and has thereby agreed to sell town owned lands on Route 9, at Quaker Road for the sum of $100,000. 9 and WHEREAS, it now appears that the closing will be held on about December- 21„ 1962, and title transferred at that time, therefore be it RESOLVED, that the Supervisor is hereby authorized to purchase Federal Internal Revenue, Stamps in the amount of $110.00 to affix to the 'doed, from the General Town Fund, in accordance with the Federal 'Law. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr, Lampson, Mr. Akins and Mr. Webster Noes - None 306 A report was registered on the request of the P.T.A. of the Queens bury .School District No. 2 for installation of street lights near the school. Following a study with a representative of the Niagara Mohawk Poiier' Cofnpany, the lights which are considered necessary will be installed at an early date.. RESOLUTION NO. 190 introduced by Mr. Turner, seconded by Mr. Akins. in WHEREAS, fbllowing discussion, the board general agree to the in- stallation of nine (9) street lights at suitable locations along the Aviation Road for the improvement of Traffic Safety, therefore be it: - RESOLVED, that Mr. Lampson, the chairman of the lighting committee be authorized and directed to contact the Niagara Mohawk Power Company, to arrange for the installation of the nine (9) street lights on the approved pole numbers. Also enclosed are the original and copy of a bond anticipation note in the amount of $3,000.00. BOND ANTICIPATION NOTE RESOLUTION, DATED DECEMBER 13, 1962, AUTHORIZING ISSUANCE AND' SALE OF NOTES" OF TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, IN ANTICIPATION OF SALE OF $8,000.00 SERIAL BONDS FOR ADDITION TO SEWERAGE DISPOSAL SYSTEM IN RESERVOIR PARK SEWER DISTRICT.' Whereas, the Town Board of the Town of. Queensbury, Warren County, New York, on the . 8th day of November,; 1962, adopted a resolution authorizing the issuance of certain serial bonds in the amount of $8,000.00 to pay the cost of addition to the seweLrage disposal plant in the Reservoir Park Sewer District, and - (Resolution No. 198 - Continued) Whereas„ the said Town Board at the same meeting on November 8, 1962, adopted a bond anticipation note resolution authorizing the issuance and sale of $5,000.00 bond anticipation note in anticipation of the sale of said serial bonds, and said note in the amount of $5,,000.00, dated November 9, 1962, and payable on the 9th day of May, 1963, has been issued and outstanding, and Whereas, the Town Board desires to make immediately available the balance of the funds to be provided by the issuance and sale of said serial bonds by the issuance and sale of a bond anticipation note in the amount of $3,000, BE IT RESOLVED by the Town Board of the Town of Queensbury, Warren County, New York, on this 13th day of December, 1962, as follows: Section 1. A bond anticipation note in the amount of $3„000.00 shall be issued by the Town of Queensbury, Warren County, New York, for the purpose aforesaid and in anticipation of the sale of serial bonds of said Town of Queensbury in the amount of $8,000.00 as aforesaid heretofore authorized by said resolution adopted on the 8th day of November, 1962 entitled "Bond Resolution of November 8, 1962, Authorizing the Issuance and Sale of Serial Bonds of the Town of Queensbury, Warren County, New York, in the Amount of $8,000.60 to Pay cost of Addition to Sewerage Treatment Plant in Reservoir Park Sewer District„. Such note shall be dated December 13, 1962, or such later date as the Supervisor shall determine, will bear interest at a rate not exceeding three and. one-half per centum per annum payable at maturity, will mature on the 9th day of May, 1963, will be payable as to both principal and interest in lawful money of the United States of America at the•Glens Falls National Bank and Trust Company and will be signed in the name of the Town of-Queensbury by the Supervisor and attested by the Town Clerk and will be- sealed with the seal of said Town•of Queensbury. t Section 3. Except as herein specifically provided, the said bond anticipation note-shall be of such form,. terms and contents as the Supervisor shall determine, consistent, "however,-with the provisions of the Local Finance Law of the State of New York, Section. 4. - The faith and credit of-the Town of Queensbury„Warren County, New York, are hereby pledged for the payment of the Principal of and interest on said bond anticipation note. Such bond anticipation note shall be paid-from the proceeds derived from the sale of such bonds or may be redeemed as provided by the Local Finance Law of the State of ,New York. R - Section 4. The Supervisor is hereby authorized to sell such bond anticipation note at private sale for not less than par value and accrued interest, if any,: and the Supervisor is authorized to deliver such bond anticipation note to 'the purchaser upon-payment of the purchase price and accrued interest, id any,; as above-specified. The receipt of the Supervisor sha�l be a full acquittance to the purchaser who shall not be-oblige to see to the anticipation of the purchase money. Section 6. Said bond anticipation note is not issued in anticipation of- boudstfor an assessable improvement. C Section 7. This resolution shall take effect immediately.
