The meeting was called to order by the- Supervisor at 7:30 p.m.
The following report was submitted by Mr. Akins:
April 18, 1960 -
-Subject: Report on North Glens Falls Booster Pump Installation
To: Town Board - Town of Queensbury
Historical.
Early in 1955 I recommended to the Town Board that a booster pump be
installed to improve water pressure conditions in the N. Glens Falls
water district. My recommendation was to install a 500 GPM pump. -This
was based ontthe nominal 500 GPM rating of most fire pumpers; peak
load district requirements and allowance for future growth.
After an engineering study by Mr. Tripp and his recommendation that a
300 GPM pump be installed, a purchase order for a 300 GPM pump was placed
on Sager Spuck with delivery in August, 1955. A spare pump which has
never been installed was purchased in 1957. At first the pump was oper-
ated only during peak load periods in the summer. Increased demand now
makes it necessary to operate the pump 24 hours per day throughout -the
entire year. Recent underwriters* tests indicate that hydrant flows are
too low to warrant any insurance rate allowance because of the pump
installation.
Inspections
On April ,18, 19609 I inspected the pump installation with water superinten-
dent George Liapes.
1. There was approximately 4" of water on the manhole floor.
2. Water had been leaking into the entrance switch box from the
conduit. -
3. The sump pump has never been permanently installed and its
discharge is through a rubber hose out of the manhole at surface
elevation.
Recommendations:
1. Permanently install the sump pump for full time operation float
switch controlled. Cut floor drain trench into the sump.
Connect the pump discharge into the storm sewer.
2. Waterproof the electrical conduit to prevent water from leaking
into the conduit.
3. Check on the return for credit of the 300 GPM pump and purchase
in its place a 500 GPM pump with motor.
4. Install the second pump in parallel with the existing pump and
valve the combination so that either one or both pumps may be
used. This will provide the additional capacity required by
underwriters for fire protection. It will also provide a ready
auxiliary in case -of failure of one unit or for removal- from
service for maintenance.

5. Investigate the feasibility of a tie line from the city 12t'
main on Aviation Road into the N. Glens Falls system in the
vicinity of "Milfranks," for the purpose of supplying suf-
ficient static pressure without the necessity of running
the booster pump all of the time. If this could be done,
the cost saving would probably justify the installation.
6. In view of the water requirements for the new county building
and the proposal to increase the water district size, we whould
take another look at installation of our own water supply. I
believe it could be justified at this time, at least in part
of the over-all plan, and this could possibly eliminate the
need for booster pump service.
I believe also that we might be able to pick up the water
service for the County Hospital Building,

In conclusion, I would call attention to the fact that oper-
ation of the booster pump is now costing the District $_ per year
in direct operating cost plus intangible items of maintenance and insur-
ance penalties.

Dear Mr. Monthie:
In passing through Glens Falls on Wednesday, April 6th, we man-
aged to make arrangements on short notice for a flow test in the Montray
Heights area.
Unfortunately, the results of this test indicate that fire pro-
tection in the area is still not satisf actory. With a static pressure
of 86 lbs. , which dropped to a residua "*of 26 lbs., we were able to flow
only 350 GPM. This is equivalent to 370 GPM at 20 lbs. residual.
Further more, although we have been told that the pump would dew
liver 558 GPM, we noticed that the name plate specified the pump rating
as 300 GPM at a head of 116 feet.
We do not feel that we can give further consideration to protected
status in this area, until such time as a fire flow of 500 GPM at 20
P. S. I. residual can be provided.

The Board discussed the matter referred to and recommendations made in
the report. The report was received and filed.
The Supervisor read a letter from the Board of Supervisors of Warren
County relating to the supplying of water to the proposed County build-
ings. The Supervisor retained the letter.
There was further discussion of the various aspects of supplying water
to the District and the new County buildings. It was felt that the

Board, prior to taking any definite action thereon, should consult with
Mr. Kessner in reference to the Town water supply. The matter of arr-
anging a meeting with Mr. Kessner was referred to W. Miller.
Bernard Codner, Superintendent of Highways, and James Baker entered the
meeting at this point.
ResolutionNo. 61 introduced by Justice Akins , seconded by Councilman
Miller:
RESOLVED that Mr. Akins be and hereby is authorized to cause to be
installed a 500 GPM Impeller and cause to be installed a 20 h.p. motor
to replace the existing 15 h.p. motor; the 500 GPM Impeller replaces the
existing 300 GPM; in the North Glens Falls Water District Booster Pump
system.
FURTHER RESOLVED that, Mr. Akins be and is hereby authorized and
directed to order the necessary motor and impeller, and ma-terials to
carry into effect the aforesaid change-over.
FURTHER RESOLVED that the Town Superintendent of Highways be and
is hereby authorized and directed to make a permanent installation of
the man-hole sump pump and to waterproof the existing electrical conduit.

The Supervisor expressed his appreciation to Mr. Akins for his efforts in
the foregoing matter.
Jack Crannell, collector and superintendent of the West Glens Falls Water
District and its Extension, was present and further discussed the instal-
lation of meters and the rate of charges which should be made.to Didiots
greenhouse for water supplied therein.
Mr. Crannell also requested the Board to purchase an electrical adding
machine for use in connection with his duties as collector in the West
T Glens Falls Water District,
George Liapes, superintendent and collector of the North Glens Falls
Water District, was also present and discussed water charges and services
on taps to be made therein and the installation of meters.
Resolution No. 62 introduced by Mr. Akins, seconded by Mr. Miller:
RESOLVED that the Town Clerk be and is hereby authorized and
directed to turn over to Donald Winchell, assessor, one R. C. Allen
typewriter formerly used in the Town Clerkts office for use in connection
with the assessors' office.

Supervisor Webster announced the following members of this Board to be
a special committee on Industrial -Promotion: Stanley B. Miller, chair-

The Clerk reported that a notice of injury had been received from the
West Glens Falls Fire Co. No. 1, Inc. , reporting injury' to Frederick
: rma*pea volunteer fireman. The Clerk was instructed to notify the
Workmen's Compensation Board and the carrier respecting such injury.
The Clerk-read the following communication:

To whom it may concern: Glens Falls, N. Y.
I am seeking help. On 1 Creenway North, ' off Aviation Road, there
is an overflow of a septic tank. It is on the side where 18 senior
students and 27 elementary children wait for the school bus. The odor
is very offensive. The dogs are wallowing in it and carrying the wet
moisture home. Can the Board of Health do something to help our neigh-
borhood?

The Town Board discussed the matter of the appointment of a superinten-
dent and collector for the Shore Colony Water District, Mr. Codner called
William Ireland, a resident in the vicinity of the water district, and
reported that Mr. Ireland would undertake to activate the system.
The Board discussed the development ordinance existing in the Town- of
Queensbury in connection with developments of Braydon and Bronk which
were advertised in the Glens Falls papers.
Resolution No. 65 introduced by Mr. Miller, seconded by Mr. Akins:
RESOLVED that the Town Clerk be and is hereby authorized and directed
_ to notify Messrs. Braydon and Bronk of a town ordinance regulating
developments in the Town of Queensbury.

The Town Board discussed further the .matter of water pressure on

Supervisor Webster brought up the matter of the installation .of a
sodium vapor street light at the junction of the Farm to Market Road
with Route 9.
Resolution No. 66 introduced by Mr. Aikins, seconded by Mr. Bentley:
RESOLVED that there be installed a sodium vapor street light
at the junction of the Farm to` Market Road and Route 99 (Glens Falls
Lake George Highway) in the Town of Queensbury.
FURTHER RESOLVED that the Town Clerk be and is hereby authorized
and directed to mail a copy of this resolutiop to, the Niagara Mohawk
Power Corporation with the request that such sodium vapor light be
installed. Duly adopted by the following vote:
Ayes - Mr. Miller, Mr. Bentley, Mr. Akins and Mr. Webster; noes - none.
The Supervisor brought up the matter of the Town purchasing. an -adver-
tisement in the "Supervisors ' News" in connection with the meeting of
the State Supervisors in the City of Glens Falls in the near future.
Resolution No. 61 introduced by Mr. Akins, seconded by Mr. Webster:

RESOLVED that there be placed in the "Supervisors ' News" an
advertisement setting forth the merits of the Town of Queensbury and
its availability for industrial and residential development,
FURTHER RESOLVED that the sum of $150 be appropriated from the
contingent fund for such purpose.
FURTHER RESOLVED that Stanley B. Miller, chairman of the commit- —
tee on Industrial promotion be and is hereby authorized and directed
to prepare and cause such advertisement to be published as aforesaid.

at Gurney Lane, Town'of Queensbury. Present -plans-call for occupancy
approximately January, 1963,
The chairman of the board has requested mO. to-Wite`you°regarding the
water supply. They would like to know whAt 's*UpPIYY is 'available from
the Town of Queensbury and whether or not'the-town is `interested or
able to serve the needs of the new county'building. -
Would you at your earliest convenience discuss this with your Town Board
and in turn advise me when you would like to meet with the committee to
go into the finer details of the proposal.
At such a meeting we could discuss the complete requirements of the
building, , pipe lines, cost and etc.

Frank Bronk was present and discussed with the Board the development
known as the West Mountain Park. A map of the development was received
and filed.
Mr. Miller orally reported in connection with the Kestner matter, and it
was decided that the Board as a committee of the whole would meet with
Mr. Kestner at the Queensbury School.
The Board further discussed the possibility of obtaining Federal aid or
assistance in connection with the Town water supply.
