The Board was called to order by the Supervisor at 7:30 p.m.
The Supervisor reported that he had received a letter from the Asso-
ciation of Towns of the State of New York in reference to several
training schools for.Town officers and superintendents of highways.
The matter referred to in the letter was deferred.
A discussion was had respecting the Town water supply and financing
thereof. The Supervisor is to confer with Mr.Bdaw ik relative to the
same.
A discussion was had respecting the salary of Mr. Johnson, caretaker
of the Town Dump.
A discussion was had respecting the acquisition of a winter hood` for
the tractor used at the Town dump.
At this point in the meeting Mr. Codner, Town Superintendent, entered.
Mr. Codner orally reported on the adequacy of the water supply.
He also discussed the use pf the, County backhoe. He stated that it
would be ready as soon as a.jaan would be available to operate it in
about two weeks.
Resolution No. 83 introduced by Mr. Bentley, seconded by Mr. Akins
RESOLVED that Bernard Codner, Town Superintendent of Highways,
be and is hereby authorized to attend the school for Town Superinten-
dents of Highways to be held at Ithaca, New York, on June 27, 28, _29,
1960 under the sponsorship of the Association of Towns of the State
of New York.

A discussion was had respecting the repair of the portion of the road
near Top 0' The World. on French Mountain. It was reported that part
of it was a private road.

Dear John:
This morning I had a call from Dean Howland, who jumped all
over me and criticized the Town Board because the Rockhurst Road had
not been relocated.
I prepared the deeds for Dickinson, Wolfe and Babcock well over
a year ago and got a mortgage release from Schenectady Savings Bank
covering the Babcock property. Dickinson and Wolfe have executed their

deeds which are in my possession, but Babcock has had one excuse
after another for the past year as to why he could not sign his deed.
He has now referred the matter to Mr. Greenberg and- the latest
thing is that he wants a reservation of riparian rights since the town
highway will go right on the shoreline in front of his property. Mr.
Greenberg has had the deed for a long time and I told him that so far
as the town was concerned I could see no objection to a reservation of
riparian rights, including; the right to construct docks, provided such
riparian use did not interfere with the construction, use and maintenance
-of the town highway. So, it- is Mr. Babcock and not the Town Board or
I who are holding up this project.
Yesterday Judge Robertson spoke to me about a conveyance to the
Town of a 16 foot road out on the Point. It appears that Judge Robert-
son now owns the fee title to this road and is willing to turn it over
to the town, but I told him the town could not accept until the Superin-
tendent of Public Works had approved the laying out of the town highway
less than 50 feet in width. This will involve an application by the Town
Board to the Superintendent of Public Works and your Town Board will
have to adopt a resolution authorizing such application. Will you please
confer with your Town Board and advise me whether you want to take over
this road, aad if you do I will prepare the resolution and application.
In connection with the application we shall need maps of the road you
propose to take over.

The Supervisor stated that he had talked with Dean Howland and -Babcock's
attorney, Arthur Greenberg who does not want to execute the proposed deed
prepared by the Town because Babcock wants a reservation for riparian
rights including the right to build and repair a dock. A new deed is to
be prepared by Mr. Greenberg to be submitted to Mr. Beswick for his
approval.
A digcussion was also had respecting the 16' road on the Point. Before
the Town could accept the road it would be necessary for the Town to
obtain the approval of the Superintendent of Public Works.
The Board further discussed the subject matter contained in the letter.
The Supervisor read a letter from the County Assessors' Association
relating to report of structural changes to be made to the assessors of
the Town. The matter was referred to the Supervisor to consult with the
County Attorney in reference to the possibility of an ordinance on a
County-wide basis, and if not, to draft a proposed ordinance requiring
the reporting of alterations on structures to be made to assessors.
The proposed development ordinance- was again discussed among the members
of the Board.

Dear, John:
When you were in the office recently you asked about Extension No. 4
to the North Glens Falls Water District which was authorized by the Town
Board in 1957. ;
I made application to the Water Power and Control Commission for
approval of Extension No. 4. The Commission refused to accept the

application until we filed an application for approval of completed
works in the second extension. This was done, a hearing was held and
on July 2, 1957 , the slater Power and Control Commission approved Exten-
sion No. 4. On July 10 I, mailed a copy of the decision of the Water
Power and Control Commission to H. Russell Harris, Supervisor.
There was a third extension which included only the Schoelerman
property. No application was ever made b the Water Power and Control
Commission for approval of this extension but we were able to get away
with it because we represented that this would be included in a fifth
extension which would include Hillcrest. So far- as I know, no appli-
cation has been made for the proposed fifth extension.
Mr. Tripp testified on the hearing before the Water Power and
Control Commission that the City of Glens Falls had sufficient water
to supply Extension No, 4,
Your Town Board has been under constant criticism by the Water
Power and Control Commission because you have provided water taps
outside of the limits of existing water districts or extensions without
obtaining the approval of the Water Power and Control Commission. I
trust this will be of some help to you.

GEorge Liapes, collector of the North Glens Falls Water District, was
also present. A discussion was had respecting the claim of DeLong
for excessive water charges which were made to him through a faulty
meter.
The Supervisor reported that he had paid the Town share to the Retire-
ment System.
Resolution No. 84 introduced by Mr. Akins, seconded by Mr. Bentley:
RESOLVED that the Town of Queensbury invest the sum of $5,000
from the West Glens Falls Water District Funds, in a Certificate of
Deposit of the Glens Falls National Bank & Trust Company, for six
months at the rate of 376 per annum, and be it further --
RESOLVED that the Supervisor be and he hereby is authorized and
directed to draw a check on the funds now on deposit in the Glens Falls
National Bank & Trust Company in the amount of $5,000 for investment in
such certificate of deposit authorized by this resolution, but further
provided that such certificate of deposit be secured as provided by
section 11 of the General Municipal Law. -

A Certificate of Insurance in the amount of $100,000 for each person
and $300,000 for each accident and $25,000 for property damage was filed
with the application.
Resolution No. 85 introduced by Justice Bentley, seconded by Councilman

RESOLVED that permission be granted to hold a fireworks display
by the Glen Drive-In to show a display of fireworks on Friday, June 10,
Saturday, ,July 2, and Sunday, September 4, 1960.
FURTHER RESOLVED that liability and property damage insurance
coverage as shown by.a certificate of insurance in the. Consolidated Mutual
Insurance.Co.}n the amount of $1009000 for each person, $300,000 for each
accident and $25,000 for property damage be sufficient.

FURTHER RESOLVED that the Town Clerk be and is hereby authorized
and directed to issue a permit to hold such fireworks display as-afore-
said.
