Miller Councilman '"he Board convened at 7:30 p.m. Bernard Codner, Town Superintendent of Highways, also was present.. Ralph Nestle,; Assessor,, was also present. Mr. and Mrs. George Weiner of 31 Thomas Street,: and George Taylor were present and requested improvement of Thomas Street, Mrs. Weiner stated that the road was in a terrible condition. George Taylor discussed at length the problem, inasmuch as the bed of the highway lay in the City of Glens- Falls and not in the Town of Queensbury. A general discussion was had respecting the several aspects of the matter. The matter was referred to the Highway Committee. Yr. Nestle spoke to the Board in reference to a card system in use in the Assessors ! office. The Board discussed the matter with him. Bernard Codner, Town . Superintendent of Highways , discussed with the Board the matter of the Town taking over Highland Avenue. A general dis- cussion of highway .finances was had. Resolution No. 124 introduced by Justice Bentley, seconded by Councilman Miller: RESOLVED that the Town of Queensbury borrow on the credit of the Town of Queensbury in anticipation of taxes the sum of $250.00 for the purpose of defraying .the expenses of the repairs of the sewer system in the Reservoir Park Sewer District. FURTHER RESOLVED that the Supervisor be and is hereby authorized and directed to cause to be prepared and issued a Tag Anticipation Note pursuant to the provisions of law of the State of New York for the afore- said borrowing. Town of Queensbury in anticipation of taxes the sum of $250,00 for the purpose of defraying the cost of the repairs to the drainage system of Drainage District No. 1 of the Town of Queensbury. FURTHER RESOLVED that the Supervisor be and is hereby authorized and directed to cause to be prepared and issued a Tax Anticipation Note in the amount of $250.00 pursuant to the provisions of law for the afore- said borrowing. Nickerson, District Engineer, of the- State Highway Department, that- representatives of the Town meet with the Department for' a discussion of final plans as they affected the Town relating to the Northway. Mr. Lampson and I accompanied by Mr. Joseph Kestner met with Mr. Dayton, and. Msr.'Ruddy, Engineers of the Highway Department at their offices , 353 Broadway, Albany, under date of November 7, 1958. After considerable discussion the following proposals were made : 1. The State will construct a tunnel 4' x 6' inside dimensions under the Northway at a point to be agreed upon and adjacent to the water producing area owned by the Town. 2. The State will construct a ramp leading from the SOUTHBOUND Lane of the Northway at a point to be agreed upon and which _ is best suited to reach our water area with machinery. The Northway, southbound, will have an entrance at Gurney Lane. We will be required to obtain a permit from the Highway or such authority as controls the route and upon granting they will assign a State Trooper or such other officers as are used. on the Northway. 52 3. The State will hang water line of 1211 pipe for the conduct of water on the bridge to be constructed carrying Aviation over the Northway. They are unwilling to remove the existing pipe on the theory that it would not be worth the salvaging. They will carry a 4" inch temporary line over the area dur- ing the course of construction. The connecting line at either end of the bridge will not be installed until the approaches have fully settled. It is the desire of the Department that we contract for that separately as they feel the incorporation of these requirements will call for a very high cost from a general contractor and will not be so satis- factory as when done by a local contractor who is more familiar with the lands The Bridge over both lanes will have a span at this point of 2850. We will be required to pay the difference in the cost of the 611� and 12" pipe which Mr. Kestner stated was,, at present prices $3.10_per foot. This would total X885 which they stated must be deposited with the State Comptroller prior to the start of the work. Mr. Kestner strongly urged the installation of the 12" pipe to provide forlture nde 8� sity. He stated that j'6 at Wither end wou a nee e� to reduce the intake to care _for­the existing mains. He esti- mated the cost of theses to be $150 each. These proposals are to be submitted to us and they will require a resolu- tion of approval on the part of the Board. Until these are received nothing can, of course, be done. If there are any questions concerning any point I am sure 'that Mr. La.mpson or I will be glad to try and give an answer. Miller November 22, 1958 Councilman Miller also presented. the following:' November 17, 1958 To the Town Board: The committee appointed by Supervisor- Harris at the regular Board meeting --- October 25, 1958. met with the full Board of Water Commissioners of the City of Glens Falls this date.. Agreements were made as follows : 1. Contracts will be drawn following the form agreed upon at the joint meeting under date of July 1, 1958. (A copy of this contract was furnished by the writer to each member with a covering letter dated July 15, 1958) 2. The rate will be 18¢ per 1000 gallons. 30' The contracts will be made with the :EXISTING DISTRICTS. There was eliminated the proposed enlarged district which added the Cottage Hill, Hllcrest area and that area extending out Aviation Road as far as the so-called Fox Farm.. It developed during the discussion that the 20¢ rate per 1000 gallons was based upon the loss of the flat rate income from the Cottage'Hill, Hillerest and out Aviation Road. From the point of view of your committee we could not state that these areas would want to join with the North Glens Falls District. That could only be determined after the circulation of the usual petitions. Under such circumstances your committee felt that it should negotiate on the basis of what we now had for established districts , if, as and when these above named areas , or any other areas , wish to form water districts we are assured by the Water Commissioners that they will be willing to negotiate for a contract. It should be understood that the water allocation originally provided for the North Glens Falls District of 500,000 gallons per day will now be reduced. A discussion was had respecting the salary of the caretaker for the Town dump, Resolution No. 129 introduced by Justice Bentley, seconded by Councilman Lampson:. Whereas we have reached the season of the year when the volume at the Town dump has decreased, and Whereas it seems reasonable to reduce the caretaker' s salary for the months of November and December,, Therefore be it RESOLVED that the monthly salary of Eugene Johnson, the caretaker, be set at $100 per month for the months of November and December, 1958. Town Board November 21, 1958 Town of Queensbury Warren County Gentlemen: This is in reference to the joint request submitted by you and the Warren County Superintendent of Highways relative to the establish- ment of a lower maximum speed on Assembly Point Road. Conditions have been reviewed, and we have no objection to the establishment of a 30 MPH speed limit. The regulation would , however, seem more practical on an area basis as outlined on the accompanying sketch and description which we have prepared . The Vehicle and Traffic Law states that the Traffic Commission may establish lower speed limits at which vehicles may proceed on all Town and County Highways lying within an area designated on a map and by a description of the boundaries of such an area, upon receipt of a joint request from the Town Board and the County Superintendent of Highways . Enclosed is a partially completed form ,with the sketch and descript- ion attached. The form should be completed by the Town., endorsed by the County Superintendent and returned to this office. Duly adopted by the following vote: Ayes - Mr. Miller, Mr. Bentley, Mr. Lampson, Mr. Akins and Mr. Harris Noes - none Mr. Miller discussed the condition existing in 'the Reservoir Pa:rk Sewer District and submitted the following report: 56 November 22, 1958 To the Town Board:. This report is submitted covering the activities at Reservoir Park. Mr. Van Deusen met with me as well as with Mr. Codner, Supt. of Highways , on Monday last or November 17 at the sewer site. It was our purpose to determine 1, if the sewage system was functioning properly.. 21 to get some idea as to how the system was working and above all, to put it 'into good working condition so that it would carry through the winter. Mr. Codner made available two men from the Highway Dept. We located the large septic tank. We uncovered, it and found the three openings as called for in the plan. We removed the covers and there was clear indication that the sewage was flowing into the tank and that the water was leaving the tank at the other end and flowing from there into the disposal box. We uncovered the disposal box but did not remove the cover in that, while the plan called for a 611 cover or opening there did not seem to be one. Instead it is apparent that it was the inten- tion to take off the heavy cover. This would have meant a small crane or at least the small shovel of the Highway Dept. In that there was no indication of moisture around the tank and further that the lead ii lines out from the tank were not dampened in any way, made us conclude that the water was passing out through the lines from the bed to the cesspools as called for in the plans. It was felt advisable to discontinue the manhole constructed by Hay in that it served no useful purpose and could be a danger this winter in that the bottom was not down deep enough to avoid frost. The necessary pipe was obtained and a *connection was made around the man- hole leading directly into the large septic tank. The three covers on top of the tank were raised. several inches by putting in two courses of brick on the two end covers and three courses on the middle cover. This brings all covers to ground level. Also with the raising of the middle above the other two it will. enable pumping out both sections of the tank through the one opening in that the so-called baffle divides the opening with sufficient clearance so that the tube used in pumping can be worked. on either side. It is the opinion of those concerned on the Town side that we have provided for the winter season as adequately as present conditions permit. It is to be noted , however, that what has been done does not meet the provisions of the permit originally granted by the Public Health and City authorities. Specifically that requires a certifica- tion by the Town that the system had been installed in full compliance with the map filed. To do that would require a ,complete digging up of the entire field. We did not feel such action was necessary or justi- fied at this time. If these authorities continue to insist upon the filing of such a certificate we probably will have no other recourse* Submitted Is/ Stanley B.
