OF THE T019N OF ,QUEENS- - BURY, -WARREN COUNTY, . N.Y IN THE .AMOUNT OF $12,000.00 FOR THE PUR- CHASE. OF -A .UNIT POWER SHOVEL WITH EQUIPMENT AND . INSTALLATION.- BE IT RESOLVED this 6th day of June, 1953, by the Town Board of the Town of Queensbury, Warren County, New York, as follows: Section 1. For the object or purpose of the purchase of a unit power shovel with equipment and installation and to provide funds to de- ffay the cost thereof $12,000.00 of general obligation serial bonds of the Town of Queensbury, Warren County, New York, to be of the terms, form. and contents hereinafter provided for, shall be issued pursuant to the provisions of the Local Finance Law of the State of New York. Section Z. The sum of $12.,750.00 is estimated as the maximum cost of the-object or purpose for which such serial- bonds are to be issued, to wit.- The purchase of a unit power shovel with equipment and install- ation. Section 3. The plan for the financing of such object or purpose, to wit; the purchase of a unit power shovel with equi pment, apd install- ation, consists of the issuance of serial bonds of the said Town of Qu.een`sbury, Warren County, New York, in the principal sum of: $12.,000.00, thereby prov3,ding such sum toward the maximum estimated cost of such object or purpose, and the balance of such cost, to wit: the sum of $750.00 shall be paid from the machinery appropriation in the current budget. ' Section 4. It is hereby determined that the object or purpose for which such 'serial bonds are to be issued falls within Sub-paragraph 10 of Sub-division a of Section 11.00 of the Local Finance Law and that the period of probable usefulness of such object or-purpose-is five yearn. Section 5. The proposed maturity of the serial bonds hereby auth- orized .will not be. in excess of five years. Section 6. There will be provided prior to the issuance of such bonds-, ..the sum of $750.00 toward such object or purpose from current budgetary appropriation. i Section 7. The said $12,000.00 in serial bonds shall be of the denomination of $4,000.00 each dated June 6th, 1953 numbered from one to three inclusive , maturing in numerical order in the amount of $A,,000..00 annually on the first day of May in each of the years. 1954 to 1956, inclusive and shall bear interest at a rate not exceeding two and one-half (2 1/2� per cent per annum payable semi-annually on the 8th day o:' June and_December in each year. Section 8. The said serial bonds shall be issued in substantially_ the following form, to wit: United States of America State of New York .County of Warren Town of Queensbury No, Serial Bond of 1953 $49000.00 The Town of Queensbury, in the County of Warren, a municipality of the . State of New York, hereby acknowledged itself to be indebted and for value received promises to pay to the bearer of this bond orj. if it be registered, to the registered holder on the day of 19 the sum of Four Thousand Dollars and to pay interest on said sum 87 at the rate of two and one-half per centum (2 1/2%) per annum semi- annually on the 8th day of June and December in.-each year from the date of this bond until it matures, upon presentation of this bond for nota- tion of the payment of such interest thereon, or, if this bond be reg- istered, to the registered holder. Both principal of and interest on this bond will be paid in lawful money of the United States of America. at the office of the This- bond may be converted into a registered bond in accordance with the provisions of the Local Finance Law. This bond is one of an authorized issue , the aggregate principal amount. of which is $12.,,000.001 the bonds of which are of like tenor, ex- cept as to number and maturity, and are issued pursuant to a bond reso- lution entitled Bond Resolution of June 6th, 1953, authorizing the Issu- ance and Sale of Serial Bonds of the Town of Queensbury, Warren County, New York, in the amount of $129,000.0O. for the purchase of a Unit Power Shovel with Equipment and Installation. The faith and credit of said Town of Queensbury, Warreh County, New York, are hereby irrevocably pledged for the punctual payment of the principal of and interest on said bond according to its terms. It is hereby certified and recited that all conditions , acts and. things-required by the Constitution and statutes of the State of New York to exist, to have happened and to have been performed precedent to. and in the issuance of this bond, exist, have happened and have been performed and that the issue of bonds of which this is one, together with all- other indebtedness of the said Town of Queensbury, Warren County, New York, is within every debt and other limit prescribed by the Con - stitution and laws of the State of New York. When said bonds shall have been duly sold, the same shall be delivered by the Supervisor to the purchaser upon the payment to him of the purchase price thereof including accrued interest and a receipt of the Supervisor shall be a full acquittance to said purchaser who shall not be obligated to see to the application of the purchase money. Y Section 11. The faith and credit of the said Town of Queensbury, Warren, County, New York, are hereby pledged to the payment of the princi- pal of said bonds and the interest thereon when due. An amount sufficient to pay the principal and interest on said bonds as the same become due each year shall be included in the annual budget of such town for the year and ,the said bonds shall not be renewed. Mr. Suprenant spoke to the group stating that the Town. needed a traffic officer; the committee concurred with him. The following letter and resolution of the Queensbury Association was read to the board: Queensbury, New York, June 6, 1953 To the Town Board Town of. Queensbury Dear Sirs, At the regular meeting of the Queensbury Association of the Town- ship held in the meeting room of the American. Legion on May 25th, the matter of a traffic officer in the Town was discussed. The operation of motor vehicles on highways of the said Town is a. reckless and unsafe manner has been evident for considerable time in the past. A resolution was unanimously approved that the Queensbury Association were in favor of the employment of a traffic officer to patrol the roads in.the Queensbury Township. For your information a copy of the resolution is attached to this letter. Pursuant to the resolution the committee of Herbert Ellsworth, Fred Eastland and Rae Suprenant were appointed to meet with the Town Board at their convenience to further discuss this problem. - Sincerely yours, Cheritree Hubbell, Secretary. A resolution presented and approved at the May 25th meeting of the Queensbury Association reads:: WHEREAS the operation of motor vehicles on highways of the said Township in a reckless and unsafe manner has ,been evident for considerable time in the past, and WHEREAS, (crossed out) THEREFORE, be it resolved that the Queensbury Association go on record.as_being in favor of the employment of a traffic officer to patrol the roads in the Township of Queensbury. Committee Herbert Ellsworth Fred Eastland Rae Suprenant Ernest-Hillis , Warren T. Varney and Fred Ricketts, Assessors of the Town of Queensbury, were present at the request of the Town Board to discuss ways and means to provide assistance to the assessors in the performance of their duties and the many complicated problems relating to the methods of assessment.
