Councilman The board convened-at 7:30 P.M. Ernest Hillis,, a member of the Board of Assessors , was present__and advised the board that it was the desire of the assessors that the chairman of the board receive some money and that the Town Board provide moneys for clerical help: for the assessors. . Frank Cowles and Nor. Denny of the Cemetery Commission were present and discussed with the Board the care of abandoned cemeteries; they also. dis- cussed with the Board the free ground provided in the Pineview Cemetery. Mrs'. Robinson called on the Board. in reference to the Cemetery-on the Rockwell Road, formerly known as the Austin Cemetery,, and, stated that cows and cattle were roaming over it and asked that some attention be given to the cemetery. The matter was referred to the Cemetery Commission. Mr. Metzner was present with the following group* from the Broadacres section, namely: F.H. Godfrey, Nelson Vunk, John Beals, Stanley Miller and Charles Adams. They discussed with the Board the condition of the streets, traffic conditions and control thereof by the erection of stop signs, 'etc. J. Seward Thompson, John Hurley and J. Nassivera discussed drainage of the Thompson tract, stating that they were waiting for a ruling by the city. Attorney in relation to the matter. Early R.. The board generally discussed the matter with him and it was referred. to the committee on water districts. i Mr. Lackey discussed with the Board the repair of the Broadacres streets j and in particular the part thereof which it would be necessary to re- pair by reason of the installation of the .drainage system. A delegation from the Highway Department was present and discussed with the board wages for the highway employees. , A letter from Herrick Osborne dated June 17th was read by the clerk: Warren County j Department of Highways Superintendent's Office - June 17, 1953 Town Board, Town of Queensbury, Atten:-. Supervisor Harris - Glens Falls, N.Y. Gentlemen: This is to inform you that I have received a request to restrict speed at which vehicles may proceed along Garrison Road,; a town highway in the Town of Queensbury. If this meets with your approval, will you please pass the nec- essary- resolution, indicating the same on the enclosed form (T.C. 9) , with the signature of the Town Clerk. The clerk read the petition which requested that the State traffic commission conduct a survey of Garrison Road. and that it cause a 25 mile speed zone be established along_.said road. Zsolution No. 59 introduced by Justice Bentley, seconded by Justice Sleight : RESOLVED that the Town Board of the Town of Queensbury hereby requests the, State Traffic Commission pursuant to Article 7 of the Vehicle Traffic Law td restrict the speed at which vehicles may proceed on Garrison Road and Ft. Amherst Road in the Town of Queensbury. Glens Falls , N.Y. June 26, 1953 To the .members of the Town Board.. Gentlemen:. Now in regard to that fire hydrant in front of the Glendale Fruit- Co. , it will have to be taken out and put somewhere else and he wants to take out that tree beside it. They have been 2 different parties that has hit the. (hydrant) so far and if someone else hits the hydrant we will have to shut the water off and about (every) family will not have any water. So please let me Im.ow at once about it, and oblige, Howard Wallace, Supt. Resolution No., 60 introduced by Justice Sleight, seconded by Councilman Lampson: RESOLVED that the Water District Committee be and is hereby author- iaed and directed to cause to be removed the fire hydrant in front of the Glendale Fruit Market, and Be it further resolved that a fire hydrant be installed at a point south of the Glendale Furniture Co. At a meeting of Mohican Grange #13009 held on June 4, 1953, a. motion was made , seconded and carried _that said grange was to favor of the appointment of a part-time law and traffic enforcement officer to control summer traffic in the Town of Queensbury and also that said officer would be on call for the balance of the year. Meyer: June 27, 1953 To the Town Board of Queensbury Gentlemen: 92 In relation to the stream measurement to determine flows with respect to a determination in the future as to the available sources for the Town to consider for supplying water to the residents, there has been but little to report until at this time. Stream gauges were installed on the outlet from Rush Pond at the crossing of the stream on the Glens Falls-Lake George highway and on the outlet stream from Hadlock Pond where the farm-to-market road crosses same. Daily readings have been taken from these gauges and recorded for the record. The stream flowzf have been measured and they show that the flow from Rush Pond has decreased from a rate of 5.72 mil..ga3.s. in the _ middle of March to 2.844 mil..gals in the middle of June and the gauge readings are gradually going down so that a lesser rate of flow will be recorded. It was also determined in 'the middle of June that the flow of the brook from Hadlock Pond was at the rate of a little over 16 mil, gals. per day. No suitable place has been found for making stream mea - surements on the Clendon Brook without the installation of a weir across the stream. A satisfactory site for this has been located and the neces- sary material. is being prepared for the installation so that the minimum flows of this stream will be recorded, and those are the flows in which we are most interested and which will be the most important to know of in the final determination as to which source of supply to develop. 1 would add here that such measurements as have been taken on this stream-indi- cate that there is no greater flow therein than in the stream from Rush Ppnd. In the final arrangements for the employees of the Water Resources Division of the U.S. Geological Survey, who have all the finest instruments available to them for doing this class of work, I have agreed with them to make the necessary monthly stream gaugings on-these 3 sources of supply for the next 5 or 6 months at the rate of $25.00 for each set of readings or a total cost of from $125 to $150, which are to be my obli- gation. However, as this work is for a political- sub-division of the U.S, a contract to perform this service must be made with the duly con - stituted Board having jurisdiction. I would therefor suggest that your Board- authorize, your chairman to enter into such an agreement, it being understood that the cost thereof is to be deducted from the fee due me upon the submission of my final report. When the stream gauge was installed at the outlet of Rush Pond, it was found necessary to remove an old sunken row boat from the bed of the stream in order to keep the stream clear of obstructions at the point where the gauge was installed. Recently some person or persons have seen fit to launch this derelict at the punt of the installation of the gauge thereby disturbing the stream flow recordings. It will therefore be necessary to again remove the same and I propose to post a notice, and keep same removed, to the effect that no boats may be anchored at any point bblw the point at which the gauge is installed. The matter was referred to the Town Sup- erintendent to make a survey and recommendation this fall, The following communication was read to the Board: i June 25, 1953` Mr. Russell Harris Star Route Glens Falls, N.Y. Dear Mr. Harris: i At the summer meeting of the Assembly Point Association, held during i last August, a resolution was passed, directing the secretary to write a letter to you as chairman of the Town Board of Queensbury, to work out means for reducing the dust hazard for the summer people of Assembly Point. They have suggested that more oil be used in shorter intervals to lay the dust which would help, to alleviate the problem.
