Councilman Strough- Reviewed for the Board the Memorandum of Understanding that was worked out . Mr. Mason-There was a map that showed the existing system and two alternative sites for the home and in addition there was a large area that we engineered in the back that the engineer said this was an amount of space for thirty two homes three bedrooms, we did perk tests, and he laid out that in the event that need to go to a common system in the future, that is where it would be. Not only did it demonstrate that we had room for all of that but there was additional room left. Noted that the systems have not failed. Councilman Strough-There was comprehensive plan for allowing some expansion on this unique property, they were coming to us on the Planning Board one at a time with some of these houses, and some were large proposals, we had some issues with the docks etc. so we said this was a little bit messy, why don’t you sit down with us and work out a comprehensive plan for potential future development of the site. We came up with some agreements as to how much they would be allowed to expand and that they would not be allowed further subdivide that the common areas would remain common areas, and that should the septic system fail, or should it become environmentally the sound thing to do they could go to alternate septic plans. One was showing alternative sites for the individual septic beds the other was a comprehensive system that would use the common area. That was only if environmentally dictated that. Mr. Mason, the only thing we are asking tonight is permission to use deep hole testing. Councilman Sanford-If you do the test pit data and the soil conditions are great you are still going to have to deal with the concerns of at least two of the councilmen, we do not want to give you the approval to do tests unless we are comfortable that if the results are sufficient that we are going to give you the green light. Mr. Mason-Noted he did not know that I have to come back in front of this Board, I thought it was just coming here to ask to do the perk test out of season then I go to the ZBA. Councilman Sanford-You have to come back in front of this Board to get your approval to do the test pits. Before we are comfortable with giving you that approval we want to have a better appreciation for the site which means we want to review the Memorandum of Understanding. Discussion was held in regard to the size of the lots and the location of the common area. It was agreed upon by the Board that nothing will be done until they get a copy of the Memorandum of Understanding and they have a chance to read it and discuss it.
