NORTH QUEENSBURY VOLUNTEER FIRE COMPANY
Representative of North Queensbury Volunteer Fire Company-2006 Budget
Proposal – some increase in the operation side due to increase expenditures
over the last couple of years, we have a five and twenty five year capital
plan that will basically keep our budget around our current level. In buying
new equipment over the next ten years that we still continue to operate at
basically these levels. We take the finances of the Town very seriously.
This year, last year the complaint that the town had was that there was not
enough information, in our proposed budget and we gave a fairly detailed
analysis that I think actually will make the Town Board’s Job a lot easier, if
they made all the Fire Departments give this much information on each one
of the line items so they can compare fire department to fire department. We
are asking for 315,000 we think it is reasonable and fair.
Councilman Brewer-The only thing I had an issue was the fifty six thousand
dollars that was for a truck fund, I know that you are anticipating I looked at
your plans.
Representative of North Queensbury Vol. Fire Co.-We are looking to
consolidate a pumper and tanker, right now we have six large trucks we are
going to go from six to five. We look to purchase some time 2007.
Councilman Sanford-You have a truck fund in your operating budget this
year?
Representative of North Queensbury Vol. Fire Co.-Yes.
Councilman Brewer-Is it again fifty six?
Representative of North Queensbury Vol. Fire Co.-No, forty one, this year
there were increased costs in operating budgets so we spent seventeen
thousand on vehicle and equipment repair, we have had an influx of
members coming in the department and we have used a little to off set the
operation side.
Councilman Sanford-It is unusual to put a capital acquisition in an operating
budget.

Representative of North Queensbury Vol. Fire Co.-It is the total budget, it is
not in the operation budget actually. We are asking for one forty three six
ten, we have a building payment of eighty two thousand a principal
payment.
Councilman Sanford-Asked for an explanation of the debt.
Representative of North Queensbury Vol. Fire Co.-Building Payment-eighty
two thousand, Air Pack payment 31,390. the forty one thousand is truck
purchase as part of down payment for truck of this year.
Councilman Sanford-I would recommend to move this to public hearing for
your requested amount of $315,000. and I will support that. Spoke to
Councilman Boor and he will support it.
Councilman Brewer-For the sake of setting the public hearing, I will not
support the 315,000 only because the same reason I didn’t last year I do not
think it is fair one company gets a truck fund and nobody else does. We
turned other companies down. I know you do not agree with it but I hope
you respect the way I feel. If you are going to have debt for a truck fund
you acquire the debt when you buy the truck and let the people that are
receiving the benefit of the truck pay for it as time goes on.
Councilman Strough-I would rather that be reduced taxes rather than going
into the bankers pockets.
Councilman Brewer-So we agree to use the 315,000 for a number for North.
SOUTH QUEENSBURY VOL. FIRE COMPANY
Representative of South Queensbury Vol. Fire Co.-Before the budget, we
ran into a problem, when I took over in 2005 we did not own a radio
frequency we operated under the City of Glens Falls, in getting our own
frequency our radios are not compatible. They ran out of wide band
frequency, they are now releasing narrow band, if you have a wide band
radio which is not current within the last three to five years it will not take
the narrow band. All the truck radios are 1985-88, to do everything would
be about eighty five hundred dollars with installation.
Councilman Brewer-So, you will include that in your budget?
Representative of South Queensbury Vol. Fire Co.-We would like to on top
of our budget, either that or a loan.
Councilman Brewer-That is a separate issue, I would rather not put that in
your budget.
Representative of South Queensbury Vol. Fire Co.-The City has been nice
enough to let us keep using that frequency but they want to start moving on
at that frequency.

Councilman Strough-I do not think that their budget is out of line. Tim
makes a good suggestion we will throw in the eighty five hundred from our
surplus and not include it in their budget.
Councilman Sanford-I would recommend for the public hearing in keeping
with what we are doing, I would not have a problem setting a public hearing
for South Queensbury at one hundred and ninety seven thousand which is a
few thousand less than requested at two thousand and one. I would treat the
radios separately.
Councilman Brewer-I am pretty sure we will have to set a public hearing to
be able to do that, it is a change to the contact, when do you have to have the
money?
Representative of South Queensbury Vol. Fire Co.-When ordered, we will
not see a bill for sixty days. Looking at State contract.
Councilman Brewer-Sometimes State Contract is not the best price, spoke
about going out to bid on the radios. How many will you be purchasing?
Representative of South Queensbury Vol. Fire Co.-9 mobiles - One in
engine, three in rescue, two in the second engine, one in VCR and one in
brush truck, two in chief’s car and one in base station. Will go to
Adirondack Two Way and South Street Mr. Fix It and I will get quotes from
them.
Councilman Brewer-Requested that the purchase of the radios be handled
like a bid, specs sent out and bids received.
Board agreed with a hundred and ninety seven thousand, 2007 budget.
Councilman Brewer-It almost seems like it would pay us to have a shop man
for all the fire companies, would have enough work to keep him busy all
year long. He could be an employee of the fire companies.
Representative of South Queensbury Vol. Fire Co.-Questioned if the Town
could employ a person to do that?
Councilman Brewer-The Fire Companies should employ a person. Between
eight companies he is going to be changing oil on a vehicle almost daily.
Representative of South Queensbury Vol. Fire Co.-What is the time frame
on the radios?
Councilman Brewer-Give the information to the Supervisor regarding the

radios, if we had it by the 1 of the month we could set the public hearing to
amend their contact.
Representative of South Queensbury Vol. Fire Co.-What are the rumors with
the districts?

Councilman Sanford-North Q has made a pitch, they are interested in going
forward a fire district, they have met with the Board, prior to a public
hearing they have to do a SEQRA, they have to get the New York State
Comptroller to sign off an approval to go forward before the public
hearing…while we will entertain a public hearing that in no way assures or
guarantees that there will be any support for it.
Discussion held on proposed project by Vic Macri on Quaker Road. Retail
and light industrial project.
