Minutes of the March 7, 2006 regular meeting held at the Town of Queensbury
Office Building Conference Room.
Chairman Jack LaBombard called the meeting to order at 7:02 p.m.
Present: Commissioners Conboy, Etu, Fusco, Irish, LaBombard, Maine
Staff Present: Director Lovering, Aquatic Director Carr
Guests: George Stec, Councilman Strough, Town Supervisor Stec, Students from
Queensbury High School Government Class: Cassie Pacock, Felecia Roth, Courtney
Trybendis.
Commissioner Irish moved, seconded by Commissioner Conboy to enter into executive
session to discuss personnel issues at 7:03 p.m. All members present approved. At
7:19 p.m. a motion was made by Commissioner Irish, seconded by Commissioner
Conboy to exit executive session. All members present approved.
Approval of the Minutes:
It was moved by Commissioner Irish, seconded by Commissioner Maine to approve the
minutes of the February 7,2006 meeting and to place on file. All members present
approved.
Annual Organizational Meeting:
At this time the meeting was turned over to Director Lovering for the organization of the
Commission. This included the election of officers and committee assignments.
. A motion was made by Commissioner Fusco, seconded by Commissioner Irish
nominating Jack LaBombard as Chairman of the Commission for the 2006 year.
Being no further nominations, the nominations were closed and Chairman
LaBombard elected unanimously.
. A motion was made by Commissioner Irish, seconded by Commissioner Maine
nominating Paul Etu as Vice Chairman of the Commission for the 2006 year.
Being no further nominations, the nominations were closed and Vice Chairman
Etu elected unanimously.
. A motion was made by Commissioner Etu, seconded by Commissioner Irish
nominating Joe Fusco as Secretary ofthe Commission for the 2006 year. Being
no further nominations, the nominations were closed and Secretary Fusco elected
unanimously.
. Committee Assignments will remain with the following exceptions:
Commissioner LaBombard will chair the Budget Committee and will not serve on
the School Liaison Committee. Commissioner Conboy will serve on the School
Liaison Committee and the Planning Committee.
Communications and Remarks from Visitors: (see file for copies)
. Letter from Director Lovering to Commissioner Conboy welcoming him to the
Commission.
. Letter to Town Clerk from Town Council's office including the fully executed
Agreement between the Town and School to be placed on file.
. Article from the February 9th Chronicle entitled Tracks 'n Trails which discussed
to Glen Lake Boat access not open to ice fisherman.
. Letter from Joe Martens of Open Space Institute to Commissioner LaBombard to
acknowledging the information sent to him regarding the Hudson Pointe Nature
Preserve.
Unfinished Business
. Hovey Pond Park Update-Chairman Lovering reviewed the forthcoming work
and indicated Jim Miller is firming up the maps and will be present at the Town
Board workshop with Director Lovering on March 13th.
. Gurney Lane Master Plan-Chairman LaBombard has received an inquiry from
the Post Star as to the work being planned.
New Business
. Discussion on the possible acquisition of property off Hickory Hill Road. A letter
was received by the owner's attorney inquiring if the Commission was interested.
This property is located adjacent to the Commission owned property in the Hiland
Park/Meadowbrook Road area. Director Lovering was instructed to inquire as to
the cost and how much would come off the tax roles. Also is it for sale or a
donation.
. Rucinski & Hall proposal for a feasibility study on the maintenance barn at Ridge/
Jenkinsville (see file for documentation). Motion was made by Commissioner
Etu, seconded by Commissioner Maine to approve the Rucinski & Hall proposal
not to exceed $4800.00. All members present approved.
. Parks Projects Funding Update: Director Lovering reviewed the requests for
funding made to the Town Board on Monday February 27th. Ofthe three projects
reviewed only two were on the agenda. The Hovey Pond request was tabled, the
Gurney Lane resolution was passed and the Riverside Park and Nature Preserve
will be acted upon at the March 20th Town Board Meeting along with the tabled
Hovey Pond request. Commissioner Fusco commented on the excellent work Jim
Miller does for the Commission. It has been his experience that
designers/architects don't always work closely with the client. This is not the
case with Mr. Miller. He has met with the commission and staff innumerable
times to refine ideas and ultimately put these ideas into a workable design.
Chairman LaBombard agreed with Commissioner Fusco's comments.
. There was discussion and comments on when and how to resurrect the Recreation
Center Project. No decision made on this yet.
Committee Reports
· Budget Report as of February 3 distributed
· Bylaws-revised copy of by laws distributed and will be filed with the Town Clerk
· School Liaison-no report
. Personnel-Recreation Commission Directory distributed and passed around for
corrections
· Planning-Minutes of January 2/28 meeting distributed.
Monthly Department Report
. Program Review-Report from Recreation Program Specialist O'Shaughnessy
distributed along with flyers on Men's Over 30 Basketball and New Friday
Aquaerobics program.
Adjournment
Motion to adjourn was made by Commissioner Irish, seconded by Commissioner Maine
at 8:45 p.m. All members present approved.
