Minutes of the April 4, 2006 regular meeting held at the Town of Queensbury Office
Building Conference Room.
Chairman Jack LaBombard called the meeting to order at 7:06 p.m.
Present: Commissioners Etu, Fusco, LaBombard, Maine, Mott
Staff Present: Director Lovering, Program Specialist O'Shaughnessy
Approval of the Minutes:
It was moved by Commissioner Maine, seconded by Commissioner Etu to approve the
minutes of the March 7, 2006 meeting and to place on file. All members present
approved.
Communications and Remarks from Visitors: (see file for copies)
. Memo to Darleen Dougher, Town Clerk regarding updated recreation commission
by-laws.
. Letter to Rich Blair, CSEA rep from Supervisor Stec regarding resignation of
Patrick Harrington.
. Memo to Connie Gebo, Accounting regarding pay differential for Dave Bowman
for "out of title pay" for construction of picnic tables.
. Budget report as of March 31, 2006
Unfinished Business
. Hovey Pond Park Update-Director Lovering reviewed the forthcoming work
and indicated Jim Miller has completed bid documents. There will be a two week
window for contractors to pick up documents and ask questions. Bid opening is
scheduled for April 17th at 3 :00 pm in conference room. Hopefully construction
can begin by mid May depending on Town Board approval.
. Park Project Funding Update-Director Lovering reviewed the 3 projects funding
approved by Town Board-Gurney Lane, Hovey Pond and Riverside Park.
. Dog Park discussion-Commissioner Maine reviewed possible site at Oneida
Comers. This will be looked into however this issue is a low priority with the
Commission. Public should keep in mind that all our parks are "pet friendly" as
long as kept on a lease and "pickup" provision is adhered too.
New Business
. Director Lovering reviewed to Laborer position and the 3 internal candidates
interviewed. It is the staffs recommendation with the personal committee's
agreement to offer the position to James Flansburg. A motion was made by
Commissioner Mott, seconded by Commissioner Maine to approve this
recommendation. All members present approved.
. Program Fee discussion-the staff is conducting a search/survey with 18
communities on this topic. This information will be available at the Planning
Committee meeting on April 18th. Minor increases in program fees are likely.
Previous free programs will have a minor cost attached to them.
. Discussion on a cooperative venture for a pool/gym facility was briefly brought to
the floor. There are many pros and cons to this concept that will need to be
explored.

Monthly Department Report
. Benches on observation deck at Hovey Pond now installed
. Hovey Pond and Gurney Lane stocked with trout
. Property at Hickory Hallow is removed from tax rolls would cost $1700. Motion
made by Commissioner Etu, seconded by Commissioner Maine to empower
Director Lovering to negotiate for this property at no cost to the Town or
Commission. All members present approved.
. Monthly revenue for March at $4800.00 puts us ahead oflast year.
. Next months meeting will be at Ridge/Jenkinsville Park at 7:00 pm

Motion to adjourn was made by Commissioner Mott, seconded by Commissioner Etu at
8:27 p.m. All members present approved.
