2006-05-02 Queensbury Recreation Commission Queensbury, NY 12804 Minutes of the May 2, 2006 regular meeting held at the Town of Queensbury Ridge/Jenkinsville Park in the maintenance barn. Chairman Jack LaBombard called the meeting to order at 7:02 p.m. Present: Commissioners Conboy, Fusco, Irish, LaBombard, Maine, Mott Staff Present: Director Lovering Approval of the Minutes: It was moved by Commissioner Mott, seconded by Commissioner Maine to approve the minutes from the April 4, 2006 meeting and to place on file. All members present approved. Communications and Remarks from Visitors: (see file for copies) · Hovey Pond Park Project-Phase 1 and Phase 2 bid opening material distributed and briefly discussed. Town Board approved the awarding of the contract to O'Connor Construction for the base bid of$123,000 and both alternates of fencing at $8,600 and planting at $8,800 for a total of $140,400 as per recommendation of the Recreation Commission. · Correspondence between Director Lovering and Monica Duffy, attorney for Elisabeth Day regarding transfer of property to Town near Hickory Hill Road and Stonewall Drive. · Copy of correspondence from Queensbury School to Greg Palestri regarding responsibility for damage done to gym backboard mechanism. Cost to replace unit is $5,250. · Letter from Director Lovering to Dr. Howard regarding commendable work by Robert Hummel in working with youth of community. · Letter from Sherman and Marilynn Wood to Director Lovering regarding donation dedicating a bench at Hovey Pond in memory of Larry LaFarr. Donation would be accepted however Commission reserves right decide particulars of bench, plaque etc. Unfinished Business · Hovey Pond- Jim Miller will be drafting contracts for O'Connor Construction · Program User fee Analysis-(see documentation on file) the Commission reviewed the information presented by Director Lovering. A motion was made by Commissioner Fusco, seconded by Commissioner Irish to approve the user fee increases as discussed and outlined in the documentation. After brief further discussion the question was called for and all members present approved. · Laborer Position-- Mr. J. Flansburg will begin this position on Monday May 8th. Approximately one week later than originally planned. This is at the request of Highway Superintendent to allow "training time" for his replacement. New Business Director Lovering reviewed Trail Pass, LLC request to use Town owned property off Carey Road (near Riverside Nature Preserve) as a "managed" area for ATV enthusiasts. There would be no cost to the Department or Town for this service. Many questions need to be answered such as legal agreements needed? Noise level? Ownership ofthis property? And many others. Chairman LaBombard discussed various attempts to bring statewide events to the area and in reality the unlikelihood for this to happen. For example it would be very difficult to attract the Empire State Games to the Glens Falls area. People do not realize the intricacies involved to accomplish this. Skate Board Park feasibility again discussed. This should move up on the priority list. Brief discussion of the direction the Commission should take regarding the discussions with various groups and organizations on a cooperative venture for pool and gym facilities. There will be a celebration on July 22 Work at the pool in on going and scheduled for a Memorial Day opening Summer Brochure will be ready at end of this month.
