This letter and attachments represent Barton& Loguidice, D.P.C.'s(B&L's) report for the above-referenced project. Introduction FILE COPY B&L was retained by the City of Glens Falls to conduct a pre-demolition asbestos survey and lead-based characterization at 885 Mountain Road in Queensbury,New York. The survey was requested in anticipation of the planned demolition of the building. The survey was conducted by Michael Goff and Nathan McCabe of B&L on October 26, 2016. Mr. Goff is a New York State Department of Labor(DOL)certified asbestos inspector. A copy of his inspector's certificate and B&L's company license are provided in Appendix A. Mr. McCabe assisted with sketches. Survey Methods Representative sampling was conducted in all areas of the residence and adjacent shed, including the roof and exterior. Friable samples were collected in triplicate and submitted for analysis by polarized light microscopy(PLM) with dispersion staining. Friable samples were analyzed utilizing serial analysis. Non-friable organically bound (NOB) materials are analyzed in accordance with New York State Department of Health requirements. NOBs are first subjected to an ashing and acid washing procedure to properly break down the material. The sample is then analyzed by PLM for asbestos content. If asbestos is found, the analysis is complete. However, a negative result must be confirmed by using transmission electron microscopy (TEM). Bulk paint chip sampling was then performed on these painted components. The bulk chip sampling method shows a result of lead in the sample as a percentage by weight. The lead-based paint samples were analyzed by Life Science Laboratories Enc.of East Syracuse,New York. Discussion and Results Asbestos Sampling Results The survey included the collection of 5 triplicate sets of friable material samples and 26 NOB duplicate sample sets. Laboratory reports, sample chain-of-custody forms, and laboratory certifications are included in Appendix B. Of the materials sampled for asbestos, light fixture paper insulation, window glaze, floor tile, transite ceiling board,transite siding, electric meter caulk, silver roof paint and black roof cement were found to contain asbestos as per laboratory analysis. In accordance with NYSDOL Industrial Code Rule 56, all material determined to be asbestos containing materials must be removed by a New York State licensed abatement contractor prior to any demolition activities. Contractors disturbing lead-based or lead- containing paint must comply with this Standard cited in -29 CFR. 1926.62. Contractors must also comply with lead-based paint collection and disposal as required by the New York State Department of Environmental Conservation(DEC). The DEC requires that all loose and peeling paint to be containerized and disposed of based on the results of a Toxicity Characteristic Leaching Procedure(TCLP)test.
