RESOLUTION ESTABLISHING POSITION OF TOWN SAFETY
AND COMPLIANCE OFFICER AND APPOINTING FIRE MARSHAL
MICHAEL PALMER TO SUCH POSITION

WHEREAS, by Resolution No.: 444, 2018, the Queensbury Town Board appointed Town
Fire Marshal Michael Palmer as Town Safety Officer for the year 2019, and
WHEREAS, the Town Board wishes to establish the position of Safety and Compliance
Officer as substantially set forth in the General Description of Duties presented at this meeting and
appoint Mr. Palmer to such position, and
WHEREAS, the duties and responsibilities of the new Safety and Compliance Officer position
fall outside the scope of the Fire Marshal's current duties and therefore the Town Board wishes to
authorize an annual stipend for the position in the amount of$4,000 for such additional duties and
responsibilities,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby establishes the position of Safety and
Compliance Officer as substantially set forth in the General Description of Duties presented at this
meeting and appoints Town Fire Marshal Michael Palmer to such position, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs that an annual stipend in the amount
of $4,000 be paid to Mr. Palmer as the Town's Safety and Compliance Officer (in addition to Mr.
Palmer's annual salary for the full-time Fire Marshal position), and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Fire
Marshal/Safety and Compliance Officer and/or Town Budget Officer to complete any forms and/or
documentation and take such other and further action necessary to establish the position and effectuate
the terms of this Resolution.

General Description of Duties
• General
- Schedule and facilitate safety committee meetings
Plan and implement employee safety training
Participate in PESH/OSHA inspections and any required corrective action
Schedule quarterly facility inspections, and twice annually insurance company facility
inspections
- Liaison to PERMA for insurance questions
Accident and/or injury follow up and planned corrective actions
Monitor worksites for safety compliance
- Coordinate with Warren County OES on Emergency and Hazardous plans
Facilitate AED/CPR training, inspections and updates
Facilitate Fire extinguisher training
Participate in accident/Injury investigations and corrective actions
Provide periodic reports to the Town Supervisor,Town Board and Department Supervisors
Continue to plan for Active Shooter and Lockdown drills,fire drills
- Continue work on Emergency and EVAC plans
Continue work on Health and Safety manual
Participate on Warren County emergency response committee
Coordinate as required with outside emergency services agencies
Complete Certified Safety officer training program
Make sure that records of the above are kept and in order
• Comprehensive Emergency Management Plan
- Facilitate periodic meetings of the committee
- Facilitate annual risk assessment
- Monthly trailer inspection
- Committee training
- Annual plan updates and liaison with outside agencies

WHEREAS, by Resolution No.: 54,2008, the Queensbury Town Board adopted amended
Town of Queensbury's Safety Initiative Policy (Policy) and Safety Committee By Laws (By Laws),
and
WHEREAS, according to such Policy and By Laws, the Town Board wishes to approve the
appointment of the Town Safety Officer and Safety Committee Members for the Year 2019,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves the appointment of Fire
Marshal Michael Palmer as Town Safety Officer, and
BE IT FURTHER,
RESOLVED, that the Town Board further approves the appointment of the following
individuals as Safety Committee Members for the year 2019:
