RESOLUTION AUTHORIZING PANIC ALARM SYSTEM AT WATER
TREATMENT PLANT, ESTABLISHMENT OF CAPITAL PROJECT
FUND #224 AND ENGAGEMENT OF NEW YORK FIRE & SECURITY

WHEREAS, the Town of Queensbury’s Water Superintendent has requested Town Board
approval for the purchase and installation of a Panic Alarm System at the Town’s Water Treatment
Plant (Project), and
WHEREAS, the Water Superintendent requested and received two (2) quotes for such
Project and the lowest received Quote is in the amount of $11,239 from New York Fire & Security
dated January 17, 2019 and therefore he has recommended that the Town Board authorize
engagement of New York Fire & Security for such Project, and
WHEREAS, the Water Superintendent has requested additional funds toward the purchase of,
but not limited to, cameras and other security equipment related to the Project, and
WHEREAS, the Town Board wishes to accordingly establish a Capital Project concerning
such Project and establish and fund the Revenue and Expense Accounts for the Capital Project in
the amount of $35,000,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the purchase and
installation of a Panic Alarm System at the Town’s Water Treatment Plant (Project) and establishment
of the Panic Alarm System at Water Treatment Plant Capital Project Fund #224 in the amount of
$35,000 which will establish funding for expenses associated with the Project as set forth in this
Resolution, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes the engagement of the services of New
York Fire & Security for such Project for an amount not to exceed $11,239 in accordance with New
York Fire & Security’s Quote dated January 17, 2019 presented at this meeting, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes the expenditure of up to $23,761 in
additional funds toward the purchase of, but not limited to, cameras and other security equipment in
connection with this Project, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs that funding for such
Capital Project shall be by using $35,000 of unappropriated, undesignated Fund Balance 040-
0000-0909 and transferring such balance to the Capital Project as follows:
040-9950-9030 Transfer to Capital Project - $35,000
224-0000-55031 Interfund Revenue - $35,000
224-8330-2899 Capital Construction - $35,000
and
BE IT FURTHER,

RESOLVED, that the Town Board further authorizes and directs the Town Budget
Officer to amend the Town Budget, make any adjustments, budget amendments, transfers or
prepare any documentation necessary to establish such appropriations and estimated revenues,
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute New York Fire & Security’s December 28, 2018 Quote in substantially the form
presented at this meeting as well as any other needed documentation, and
BE IT FURTHER,
RESOLVED, that upon completion of the Project, any remaining funds shall be returned
to Fund 40, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Purchasing Agent, Water Superintendent, Town Budget Officer and/or Town Counsel to take any
and all action necessary to effectuate the terms of this Resolution.

PROPOSAL TO FURNISH AND INSTALL A PANIC SYSTEM THROUGHOUT THE WATER
TREATMENT FACILITY.
SCOPE OF WORK:
New System: New York Fire &Security will install a new panic system which consist of a Vista 21IP panel for communication
and five wireless receivers placed throughout the building. We will run all necessary wires and install all equipment. New York
Fire&Security will adjust and test all equipment to be sure all are functioning properly upon completion of installation. We will
also instruct the user on how to operate the system.

All outside wiring will be in PVC conduit on the side of building. This will allow us to get wires to the desired locations.
***The monitoring of this system will require an active internet connection. The cost of monitoring this"system will be $39.95
per month, billed annually in advance for a total of$479.40 ***

NOTES:
1) The help of your IT personal is required to make sure that the new system is connected to the network properly.
2) The running of all outside wiring will be installed in PVC conduit on the side of the building. This will allow us to get wires to the desired locations.
3) If 130v outlet is required by any of the wireless receivers,Mike Trombley said he would provide them.
4) If a lift is required to access some areas of the building,Mike Trombley would provide us with a payloader and basket,we would need to bring a
harness.
5) This quote is based on prevailing wage rate.
6) Painting and patching by others.
7) We try to conceal all wires in walls and above drop ceilings,at times we may need to use wire mold and or conduit.
8) This proposal includes no other changes.
9) May be subject to N.Y.State sales tax or a tax-exempt certificate will be necessary

CONTRACTOR'S GUARANTEE:
We guarantee all material used in this contract to be as specified above and the entire job to be done in a neat,workmanlike manner. Any variations from plan or
alterations requiring extra labor or material will be performed only upon written order and billed in addition to the sum covered by this contract. New York Fire
and Signal Corp.does not warrant that the system may not be compromised or circumvented. In the event that a loss should occur through failure of the system
or through negligence on behalf of New York Fire and Signal Corp.,its employees or agents,the liquidated damages shall be held to no more than Two Hundred
Fifty Dollars($250.00). Agreements made with our workmen are not recognized.

ACCEPTANCE OF BID:
If any account open under this proposal is not paid in accordance with payment terms,the account will be past due and in default. If any said account becomes
past due,a finance charge will be assessed in the amount of 2%calculated on the billing date of each month on the balance as of the last day of the previous
month(less payments and credits applied to said balance)until payment of said account has been made in full. Two percent(2%)per month is an annual rate of
twenty-four percent(24%). If any said account becomes past due,and is referred for collection purposes,I and/or We agree to pay all costs of collection,
including reasonable attorney's fees(minimum of$200.00),and disbursements and court costs incurred in connection therewith.
The above specifications,terms and contract are satisfactory,and(1)(we)hereby authorize the performance of this work. It is understood and agreed by the
parties hereto that New York Fire and Signal Corp.is not an insurer. Insurance,if any,will be purchased and paid for by the owner of the system.
