1997-11-10 SPECIAL TOWN BOARD MEETING NOVEMBER 10,1997 4:30 p.m. MTG.#52 RES. 422423 TOWN BOARD MEMBERS SUPERVISOR FRED CHAMPAGNE COUNCILMAN BETTY MONAHAN COUNCILMAN THEODORE TURNER COUNCILMAN CAROL PUVLER TOWN BOARD MEMBERS ABSENT COUNCILMAN CONNIE GOEDERT SUPERVISOR CHAMPAGNE-opened the meeting RESOLUTIONS NONE ATTORNEY MATTERS TOWN COUNSEL SCHACHNER-Salvador case we have the decision... COMMITTEE REPORTS NONE PLANNED DISCUSSION 4.0 TELECOMMUNICATION TOWERS DIRECTOR GORALSKI- Noted his predecessor Mr. Martin had started drafting a telecommunication local law, I have done some revisions to it ... idea of the law to regulate the construction of telecommunication towers in the town through two means, allowable locations and site plan review process. . . the locations that are proposed: light industrial and heavy industrial zones and the other locations on any municipal own property where towers or tall structures exist. This is a mechanism that a lot of communities have been using, it allows the use of existing towers or water towers, it provides the municipality with some rental income. Weare trying to utilize what currently exists. . . First you would either have to be in a light industrial zone or municipal own property, then you have to locate it on an existing tower, if you cannot locate it on existing tower or tall structure you have to locate it on the same property, if you cannot locate it on the same property then you can find a new property within one of those zones...noted he will meet with the Town Counsel on the wording of the law...hope to have all changes to the board for the next meeting, to set a public hearing for December 1st. Discussion held: Councilman Pulver-questioned if any applications had been received for telecommunication towers. .. Director Goralski -none, but there have been inquiries. . . noted his position as Zoning Administrator is that no telecommunication towers are allowed at this time in the Town of Queensbury. . . Councilman Monahan-questioned the use of church steeples and farm silo's they are not in industrial areas. . . noted there could be confusion. . . also page 7 has a blank and questioned bond or escrow for the guaranteed removal of towers. . . will be looked into. . . 4.02 NEW ZONING BOARD MEMBER SUPERVISOR CHAMPAGNE-Requested permission to advertise for new member Board agreed to do ad.. plus Ethic Board members 4.3 PARKS AND RECREATION SURVEY Discussion held: When survey would go out. . . questioned if the Board should be mentioned on the survey as endorsing it.. .#4 add service cost to taxpayer clarify.. .No.7 should follow 4 as 4a and put in an explanation regarding free use of other communities recreational facilities.. . Recreation Director Hansen- spoke to the Board regarding increased fees for outside users. . . .noted survey will probably go out in the spring.. . questioned raised how residents find out about a program.. . Director Hansen-this survey may answer that question... Councilman Pulver-questioned if question 12 was the same as question 20? Director Hansen-I think in question 20 we were giving the people a chance to do a catch all.. . discussion held regarding community gardens as a recreational activity. . . questioned was raised if the survey would be signed, . . . that would be optional, not finalized yet. . . Supervisor Champagne-recommended that the survey have five choices not three. . . Councilman Monahan recommended larger print. . . Director Hansen -Noted that the Recreation Commission will stay in touch with the Town Board regarding this survey... Councilman Monahan-questions five and six regarding payment of programs, question six is too broad based....question 14 add the word other...property on Clendon Brook was not mentioned, asked that be checked into. . . questioned the parking mention on Hiland Park/Halfway Brook acreage. . . Director Hansen that could be taken out... discussion held regarding drinking fountains, one is planned for So. Queensbury. . . need to address the Faith Bible property. . . questioned raised to identify other areas of the town that need a park..discussion held regarding the need for a boat launch on Lake George.. . Director Hansen requested that the board members on their copies of the survey jot down ideas that you would like to see and turn them in to me so I can share your ideas with the commission. Supervisor Champagne- questioned what the total cost will be? Director Hansen-Forty four hundred and change... 4.4 BUDGET WRAP UP - H. HESS CONTROLLER HESS-Requested the following changes: Assessor's Office the cost of the Star Program needs to increase her expenditure budget to 9,500. to off set that, she gave us 4,617 worth of revenue for next year.. . that is an increase of $1,500. Parks Department -allocating overtime, take the additional that was approved at the budget meeting and move it in the laborer's category.. . Highway Dept. we have the budget for the County project both revenue and expenditure, Board agreed to take it out ... Transfer station-transfer from fund balance 9,500 into account due to the County Contract stops payment on recyclables on January 1st.. it will cost us 15,500 to handle the recyclable with an income of 6,000 for the sale.. . add handicapped access to Town office building-revenue $3,000 from Assessor revenue and the rest from fund balance... Councilman Monahan- questioned if Building and Grounds was cut too much, noted work on maintenance that needs to be done to protect investment.. . questioned what are we going to have left for a fund balance in the general fund-Mr. Hess-about Imillion seven, million eight... 5.0 TOWN BOARD MEMBER MATTERS Discussion held regarding some type of honoring for those teams at Queensbury High that have sectional championships.. spoke about permanent signs denoting their victories. . . to be set at the entrance of the town. . . suggestion was made to speak to the Queensbury School Board. . . noted there are four school districts in the Town... SIDEWALKS COUNCILMAN TURNER- Regarding the sidewalks in front of the Methodist Church and the school who will take care of them? SUPERVISOR CHAMPAGNE-We will have to take care of that. COUNCILMAN MONAHAN-Questioned if we are receiving detailed reports on conventions that come into the area.. SUPERVISOR CHAMPAGNE-I am sure they are available at the County Office. RESOLUTION CALLING FOR EXECUTIVE SESSION RESOLUTION NO. 422.97 INTRODUCED BY: Mrs. Carol Pulver WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Theodore Turner RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive Session to discuss Personnel and Litigation matters.
