SUPERVISOR CHAMPAGNE-Called the meeting to order.
DISCUSSION: PROPOSAL OF CHAZEN COMPANIES FOR UPDATING ZONING ORDINANCE
COMMUNITY DEVELOPMENT DIRECTOR CHRIS ROUND- Introduced Mr. Montagne,of Chazen
Companies a certified planner and Director of the Chazen's Capital District Office and will serve as Project
Manager for this project and Stu Messinger, certified planner and will serve as Principal Planner on this
project to the Town Board... Proposal for Updating the Town of Queensbury Zoning Ordinance.
Mr. John Montagne-Reviewed for the Board the Chazen Company
Mr. Stewart Messinger-Basic approach, the project is more technical in nature, suggested a zoning
committee be established, a Town Board representative, Chris Round, a Planning Board and Zoning Board
Members and some citizens on it... We would do the research phase and then work with them in a series of
meetings to present options and solutions.
Mr. John Montagne-Noted that the committee will have to meet weekly or by-weekly to be successful there
has to be a commitment.. . and keep the project going. Scope of services: Initial meeting with Zoning
committee, review Comprehensive Plan and Zoning Ordinance with officials, meeting with interested
groups, hold town wide public meeting, develop preliminary list of recommended revisions and meet with
zoning committee, research options, develop and review and refine proposed revisions, hold informational
meetings, present draft ordinance and map to Town and hold pubic hearing and finalize ordinance and map.
SEQRA compliance..declare Lead Agency, scoping and prepare Draft Generic Environmental Impact
Statement and hold hearings. And prepare findings statement. . .
Supervisor Champagne-discussed a lower density in the area of Sunnyside. . .
Councilman Irish-Professional cultural zone over by Exit 19 ... spoke about over lay zone...
Councilman Merrill-Also noted the area of Bay Road. . .
Discussion held regarding Noise Ordinance. . . suggested that a threshold for noise be established. . .it was
noted that they are hard to enforce. . . suggested that as part of an environmental quality review every time a
project comes up that has potential noise that it be scoped out as one of the definite elements of the
EIS..and establish criteria...
Discussion held regarding the procedure of Planning. . . and lowering the number of land classifications, it
was noted that was a doable project.. . Director Round discussed with the board the difficulties in
distinguishing between different allowable uses, such as a wholesale facility and retail questioned how this
will be handled. Mr. Montagne-that will be determined during the first few weeks on how to proceed
through those issues. . . .look at re-writing ordinance not major changes. . .
Councilman Turner-Questioned if the soil maps from 1988 will be incorporated into this?
Mr. Messinger-You will still be able to use them...we will give you a new electronic zoning map..
Board agreed to have a resolution for monday night to hire Cazen's company for the Zoning Project...

Supervisor Champagne-Would like to set a date. .need five members. . . will set a date as soon was we know
the schedule of Councilman Irish. . .

Supervisor Champagne-We do have mileage, Councilman Merrill and Deputy Highway Supt. Missita
worked on the mileage.. .12 Y2 miles not including the schooL.. Spoke to Quintal in Warrensburg he has
got quite a stretch up there, he uses a farm tractor with a blower and plow and the board hires retirees ...
Councilman Irish-Questioned if the Recreation Dept. men could do it... or the landfill. . . part time
temporary employees. . .
Councilman Tucker-Questioned the cost?
Supervisor Champagne-If we go this route, we have got the Bobcats, maybe buy tracks for the wheels, two
stage blowers you could do the project for $30,000...
