RESOLUTION ENTERING EXECUTIVE SESSION RESOLUTION NO. 195.2000 INTRODUCED BY: Mr. James Martin WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Daniel Stec RESOLVED, that the Town Board of the Town of Queensbury hereby adjourns from Regular Session and moves into Executive Session to discuss bonuses. Duly adopted this 24th day of April, 2000, by the following vote: Ayes: Mr. Turner, Mr. Stec, Mr. Brewer, Mr. Martin, Mr. Brower Noes: None Absent:None PLEDGE OF ALLEGIANCE LED BY COUNCILMAN DANIEL STEC WORKER'S COMPENSATION Discussion held regarding the Town of Queensbury participating in the Warren County Self-Insurance Program for Workmen's Compensation. Supervisor Brower noted that last year the previous Town Board after consulting with two different consultants made a decision to switch from the Warren County Self- Insurance Program to the New York Insurance Fund. The savings per year were over a hundred thousand dollars to the Town. At that point in time the County came back saying we owed between one point one and one point two five million dollars. There was a reserve fund of two hundred and fifty thousand plus noted we still have a few issues to iron out. Town Board has hired Cool Insurance Agency to evaluate the exposure of the Town of Queensbury in the former claims for Workmen's Comp from the Town of Queensbury employment force past and present. Comptroller, Hess explained to the board where they started over a year ago, recommended taking the claims moving them out and taking them over ourselves. Two reports place the value of the claims around five hundred thousand dollars this move would still be a highly satisfactory. At five hundred thousand dollars we could move them out pay for the claims as we go with minimal impact on cash flow, budgeting, take the five hundred thousand move them to another insurer pay them a modest administration fee. Along the life of the claims recapture our paid-in reserve with the County on a deal that we could make with the County. Recommended having Town Counsel and County Counsel negotiate how we're going to get the two fourteen noting he will go out this week talk to a couple of administrators and come back to the board with a proposal, Town Board in agreement. HILAND PARK WESTERLY MEADOWBROOK ROAD PARCEL MARILYN RYBA, SENIOR PLANNER, DAVID MICHAELS, MICHAELS GROUP, JOE SPORKOS, LA GROUP PRESENT Presentation made regarding Hiland Park project plans (notes on file), no action taken. Councilman Martin noted his firm is doing the design work on this project noted he would step aside. Councilman Stec, noted his wife was formerly employed by the Michaels Group doesn't feel there is a conflict of interest. Councilman Turner noted he lives on the road. SIDEWALKS, JOHN BURKE APARTMENTS AREA SUE GLAZEBURG, PROPERTY MANAGER, JOHN BURKE APTS. GLENNA SHANAHAN, METHODIST CHURCH BOARD OF TRUSTEES Discussion held regarding installation of sidewalks at John Burke Apartments. Noted there are approximately 200-400 children with 100 walking to school (under 5th grade must take bus) Approximate cost $26,000, 1)00 ft oflinear sidewalk on one side of Burke Drive. There are three owners involved Methodist Church, Masonic Lodge, John Burke Apartments. Need to make Town Board policy of maintenance of all sidewalks. Councilman Stec noted this district should be part of policy, potential permissive referendum. Councilman Martin wants to see streetscapes; lighting, planting beds, trees. Questioned making active use of "Adopt a Highway Program" can be used for maintenance. Noted have to address maintenance, how its going to be handled, and by what means. After further discussion Town Board asked the Community Development Department to research the following for next workshop. What do other communities do? What other sections of Town should have sidewalks. Provide examples of design information, need topo of area, where would sidewalks go. No action taken. WEST GLENS FALLS EMERGENCY SQUAD Discussion held West Glens Falls Emergency Squad regarding building expansion noted they have outgrown the building looking to add a third ambulance due to call volume increase. After further discussion it was noted they would need a floor plan showing the expansion will also need a site plan. Marilyn Ryba, Senior Planner recommended that West Glens Falls Emergency Squad come in and speak with staff of the Planning Department regarding their needs noted they would be more than willing to help. No action taken. DISCUSSION HELD PLINEY TUCKER-Questioned if Family Golf is going to be a partner with the Michaels Group project? Supervisor Brower noted he doesn't know the answer will check into this. MR. SALVADOR-Spoke to the board regarding the Glens Falls Treatment Plant taking care of our sewage. Questioned if the Town had long-term commitments or obligations regarding fees, questioned where they stand with the City of Glens Falls? SUPERVISOR BROWER-In negotiations with the City of Glens Falls to buy bulk sewer capacity for the future noting no deal has been made. Understands that the city's plant is about fifty percent of its capacity. They can utilize the capacity most of the growth is occurring in Queensbury hopefully we come to a deal that will benefit both communities. MR. SALVADOR-Spoke to the board regarding setting policy for sidewalks noting they should first start with Route 9. Asked for light at intersection of Dunham's Bay Road and 9L, also noted street light is out on Bay Road and 9L. Spoke to the board regarding Fuller Road who will defend the Town. Supervisor Brower to check into this tomorrow. Requested that the Town Board setup a workshop regarding the Warren County Sewer Project particularly for North Queensbury.
