4.12 4.12 FINANCIAL\\2019\\Close Capital Project 194 – Highway Garage – 5-6-19 RESOLUTION AUTHORIZING CLOSURE OF HIGHWAY GARAGE REPAIRS CAPITAL PROJECT FUND #194 RESOLUTION NO.: ____________________________________________________, 2019 INTRODUCED BY: ____________________________________________________ WHO MOVED ITS ADOPTION SECONDED BY: ___________________________________________________ WHEREAS, by Resolution No.: 319,2012, the Queensbury Town Board established Highway Building Repairs Capital Project Fund #194 (Fund #194) which established funding toward certain renovations at the Town’s Highway Garage, and WHEREAS, by Resolution No.: 82, 2016, the Town Board established Highway Garage Capital Project Fund #208 (Fund #208) which established funding for expenses associated with the feasibility of the construction of a new Town Highway Garage, and WHEREAS, by Resolution No.: 289,2017, the Town Board authorized the transfer of $2,370,000 from the Town’s General Fund Undesignated, Unassigned Fund Balance into Fund #194 toward Highway Garage renovations but the Town Board now wishes to build a new Highway Garage and accordingly transfer all monies currently in #194 into Fund #208, and WHEREAS, upon the transfer of such funds, Fund #194 may be closed, and WHEREAS, the Town’s accounting records show that there is $2,389,740.02 remaining in Fund #194 so the Town Board wishes to transfer this remaining balance to Fund #208 and close Fund #194, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs the Town Budget Officer to close Highway Building Repairs Capital Project Fund #194 (Fund #194) and transfer its remaining balance of $2,389,740.02 to Highway Garage Capital Project Fund #208 (Fund #208), and BE IT FURTHER, RESOLVED that the Town Board further authorizes and directs the Town Budget Officer to take all action necessary to increase the following appropriations and revenues as necessary:  194-9950-9030 - Transfer to Capital Project - $2,389,740.02  208-0000-55031 - Interfund Revenue - $2,389,740.02  208-1620-2899 – Capital Construction - $2,389,740.02 and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town Budget Officer and/or Accountant to take such other and further action as may be necessary to effectuate all terms of this Resolution. th Duly adopted this 6 day of May, 2019, by the following vote: AYES : NOES : ABSENT: RESOLUTION AUTHORIZING ESTABLISHMENT OF HIGHWAY GARAGE REPAIRS CAPITAL PROJECT FUND #194 RESOLUTION NO.: 319, 2012 INTRODUCED BY: Mr. John Strough WHO MOVED ITS ADOPTION SECONDED BY: Mr. Ronald Montesi WHEREAS, the Queensbury Town Board previously established a Capital Reserve Fund known as the Highway Garage Repairs Reserve Fund No. 62 for future capital projects, and WHEREAS, in accordance with New York State General Municipal Law §6-c(8), expenditure from this fund shall be made only by authorization of the Town Board, and WHEREAS, expenditure from Capital Reserve Fund No.: 62 is subject to permissive referendum in accordance with General Municipal Law §6-c(8), and WHEREAS, the Town of Queensbury's Facilities Manager has recommended certain steel/concrete/structural repairs and break/locker room renovations at the Town's Highway Garage (Project) as were set forth in specifications set forth in vendor quotes provided by the Town's Facilities Manager,Town Engineer and/or Town Purchasing Agent, and WHEREAS, such proposed Project is anticipated to cost approximately$20,000, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs the establishment of the Highway Building Repairs Capital Project and establishment of a Capital Project Fund to be known as the Highway Building Repairs Capital Project Fund #194 which will establish funding for expenses associated with this Project, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs that funding for such Capital Project shall be by a transfer from the Town of Queensbury Highway Garage Capital Reserve Fund #62 in the amount of $20,000 to transfer to Highway Building Repairs Capital Project Fund#194, and BE IT FURTHER, RESOLVED, that the Town Board hereby finds that the withdrawal and expenditure for such Project is an expenditure for a specific capital project for which the Reserve Account was established, and BE IT FURTHER, RESOLVED that the Queensbury Town Board further authorizes and directs the Town Budget Officer to take all action necessary to establish the following accounts for such appropriations and revenues as necessary: • Revenue Acct No. — 194-0000-55031 (Interfund Revenue) $20,000; and • Expense Acct No. — 194-1620-2899 (Capital Construction) $20,000; • Increase Appr 001-9950-9030-0062 Transfer to Cap Project $20,000;and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the 2012 Town Budget, make any adjustments, budget amendments, transfers or prepare any documentation necessary to establish such appropriations and estimated revenues, 2 and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Facilities Manager, Purchasing Agent and/or Town Budget Officer to take any and all action necessary to effectuate all terms of this Resolution, and BE IT FURTHER, RESOLVED, that this Resolution is subject to a permissive referendum in accordance with the provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town Clerk to publish and post such notices and take such other actions as may be required by law. MALE ASSOCIATES TO PROVIDE PROFESSIONAL SERVICES RELATED TO FEASIBILITY STUDY RESOLUTION NO.: 82,2016 INTRODUCED BY: Mr. William VanNess WHO MOVED ITS ADOPTION SECONDED BY: Mr. Anthony Metivier WHEREAS, the Queensbury Town Board wishes to evaluate the feasibility of the construction of a new Town Highway Garage, and WHEREAS, the Town Board therefore wishes to establish a Capital Project for such Project and establish and fund the Revenue and Expense Accounts for the Capital Project in a total amount of$50,000, and WHEREAS, the Town Board wishes to engage the engineering and design services of C.T. Male Associates to assist the Town with evaluating such Project for an amount not to exceed the amount of $13,900 as delineated in C.T. Male Associates' proposal dated February 3, 2016 and presented at this meeting, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs the establishment of the Highway Garage Capital Project and the establishment of a Capital Project Fund to be known as the Highway Garage Capital Project Fund #208 which Fund will establish funding for expenses associated with this Project, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs that funding for such Capital Project shall be by a transfer of$50,000 from Capital Reserve Fund #64 to transfer to Highway Garage Capital Project Fund#208, and BE IT FURTHER, RESOLVED that the Town Board further authorizes and directs the Town Budget Officer to take all action necessary to establish the following accounts for such appropriations and revenues as necessary: • 001-9950-9030-0064 Transfer to Capital Project- $50,000 • 208-0000-55031 Interfund Revenue - $50,000 • 208-1620-2899 Capital Construction - $50,000 and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the 2016 Town Budget, make any adjustments, budget amendments, transfers or prepare any documentation necessary to establish such appropriations and estimated revenues, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs engagement of C.T. Duly adopted this 8th day of February, 2016, by the following vote: AYES : Mr. Strough, Mr. Metivier, Mr. Clements, Mr. VanNess NOES : None ABSENT : Mr. Irish 3 RESOLUTION AUTHORIZING TRANSFER OF FUNDS FROM UNDESIGNATED GENERAL FUND BALANCE RESOLUTION NO.: 289,2017 INTRODUCED BY: Mr. Tim Brewer WHO MOVED ITS ADOPTION SECONDED BY: Mr. Brian Clements WHEREAS, by Resolution No.: 400,2015, in order to comply with the requirements of Governmental Accounting Standards Board Statement No. 54, Fund Balance Reporting and Governmental Fund Definitions (GASB54), the Queensbury Town Board adopted a Fund Balance Policy, and WHEREAS, in accordance with such Fund Balance Policy, the Town Budget Officer has recommended that the Town Board transfer a total of$2,800,000 from the Town's undesignated, unassigned General Fund's Fund Balance as follows: • $2,370,000 to Highway Garage Capital Project 194-1620-2899 Capital Construction; • $ 150,000 to Vehicle Replacement Project 195-1640-2020 ; and • $ 350,000 to 2018 Town Budget and WHEREAS, the Town Board concurs with the Budget Officer's recommendations and wishes to authorize the Town Budget Officer to transfer $2,800,000 of undesignated, unassigned Fund Balance from the General Fund to such accounts as delineated above, NOW,THEREFORE, BE IT RESOLVED, that the Queensbury Town Board authorizes and directs the Town Budget Officer to transfer $2,800,000 from the Town's General Fund undesignated, unassigned Fund Balance as follows: • $2,370,000 to Highway Garage Capital Project 194-1620-2899 Capital Construction; • $ 150,000 to Vehicle Replacement Project 195-1640-2020 ; and • $ 350,000 to 2018 Town Budget and make any adjustments, budget amendments, transfers or prepare any documentation and take all other actions necessary to effectuate the terms of this Resolution.
