Discussions:
Electricity Cost Savings through ARCC
Mr. Boyd-Noted seven Chamber of Commerce are doing energy procurement together.. . regarding
municipalities, the individual municipalities and account owners enroll under no obligation to the program
in the way chamber members do and we go out and tell the suppliers that are in the business of selling
electricity and natural gas that here is a large number of customers what do you bid to be the preferred
supplier, recognizing that the supplier may not get everybody in the group. They offer a price and do
individual contracts. Noted that they have been successful in saving people money. The offer to the Town
is a savings estimate of about forty five hundred dollars on the electric accounts, noted there was some
question regarding the lighting accounts, the forty five hundred was only based on the valid accounts
numbers you would add probably another half a thousand dollars in savings with the additional street light
accounts. Reviewed the history of selling power. .. The reduction is coming in the utility bill from Niagara
Mohawk for the deliver...
Unknown-Questioned the length of the contact?
Mr. Boyd-We are offering a year.
Councilman Elect Boor-Questioned if there is a chance that a portion of the lighting was not paid in the
past?
Ms. Barbara Sweet-Noted it was just wrong account numbers...
Councilman Brewer-Question if the utilities from the Fire Companies and EMS how can that be
incorporated?
Unknown-That would be between you and the Chamber how to put them on the program.
Councilman Brewer-Questioned if there had been any experienced customers?
Ms. Sweet-The project has just started, in talking to a lot of different small businesses in the period of the
last couple of months they are happy at the thought of saving some money.
Discussion held regarding when accounts can be placed in the contract, it was noted that the Town could
bring them in as they come on line such as accounts missed or the Fire and EMS companies when they
meet and agree to the proposal.
Comptroller Hess-Is there any part of our bill that the savings is not applicable? Are there any fixed
charges or flat charges in any of our service that might not experience the savings that we are talking
about?
UNKNOWN-Any of the bills that have flat charges on them would also have usage charges on them, like
the street lighting bill has a certain component that is a flat charge, but it still has a usage component as
well, where ever there is usage you are going to save.
Mr. Boyd-Noted through the Chamber program there are preliminary estimates on savings on natural
gas... you could get a locked in fixed price for twelve months that would save some money, approximately
seventy six hundred dollars as compared to last year. Reviewed gas prices with the Board for the last two
years.
Town Counsel Hafner-One of the provisions in the contract we had was the use of the Town name, Keith
thought that was something that was delete able from the contact is that going to be a problem?
Ms. Sweet-That would not be a problem that can be deleted.
Town Counsel Hafner-We can approve it with that deleted and send it in that way.
Councilman Elect Boor-Questioned if the school district has been approached? Questioned if Queensbury
has been approached. . .
Ms. Sweet-I am working this different schools right now, I will make sure that we talk to Queensbury
School. Weare working with the college. . .
Mr. Boyd-Noted there will be two bills one from Niagara Mohawk for delivery and one from NYSEG
Solutions for the commodity, they are based on the same meter reading, they are working on a new system
to have a consolidated billing we hope to have that within the next calendar year.
Mr. Laake-Recommend that the Town go with the program.
Ms. Sweet-Noted that the Chamber investigated this carefully before we got involved.
Unknown-Is this a revenue source for the Chamber?
Ms. Sweet-A small revenue source.
Discussion held on gas prices, Councilman Martin requested a comparison be done, several months or a
year...

RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive Session to
discuss personnel issues.
