Re: David Howard—Sherman Ave— New Residence perc test
At the above referenced project location I performed a percolation test for sewage disposal system
design on 4 September 2009. The results of the percolation test and the sewage disposal design
for the proposed residence are included herewith. If there are any questions please give me a call
to discuss.
Soil type—well drained sand with topsoil and some loam.
Percolation test depth at 26" —minor root system to 14" below grade.
Percolation test results:
18t test 0 min. 56 sec.
2nd test 1 min. 02 sec.
3'd test 1 min. 08 sec.
0 test 1 min. 13 sec.
5th test 1 min. 15 sec.
61h test 1 min. 23 sec.
71h test 1 min. 24 sec.
Stabilized percolation rate of 1 to 5 min.
New 3 bedroom single family residence with water saving fixtures at 110 gpd = 330 gpd total
sewage produced. Application rate of 1.2 gpd/sf for 1 to 5 min. percolation rate. 330 gpd divided
by 1.2 gpd/sf= 275 sf of field required. Provide 4 laterals at 35' due to space available on lot = 280
sf of the field. 1,000 gal septic tank min. required. Separation between foundation and septic tank
to be 10'-0" min. Separation between foundation and tile field to be 20'-0" min.
If there are any questions pertaining to this item please give me a call to discuss. As required an
as-built drawing of the sewage disposal system will be provided prior to the issuance of a certificate
of occupancy.

Re: David Howard —Sherman Avenue Spec house
In response to our telephone conversation of 17 September we offer the following responses with
the revised drawings attached as follows;
• Drawing A-1 — Energy Data table has been modified to correspond with the Res-Check
originally provided. Additionally please note the floor framing has been revised to reflect
changes discussed with the builder.
• Drawing A-2 — Floor framing revised to reflect changes discussed with the builder. Access
panel to truss space above garage through walk-in closet in master bedroom.
• Drawing A-4 — Foundation insulation indicated on building section. Also a garage section
has been added to this drawing as requested.
I believe this addresses all the items we discussed. If there are any additional questions please call
to discuss.

The Queensbury Zoning Board of Appeals has reviewed the following request at the below

Area Variance No. 46-2009 David W. Howard
Meeting Date: Wednesday, August 19, 2009
Approved X
MOTION TO APPROVE AREA VARIANCE NO. 46-2009 DAVID W. HOWARD, Introduced by George
Drellos who moved for its adoption, seconded by Brian Clements:
Corner of Howard St. and Sherman Ave. The applicant proposes construction of a 2,280 square
foot single family dwelling with a 418 square foot attached garage on a 0.16 acre lot. Relief
required. Applicant requests 10.2 feet of front setback relief, 20 feet of rear setback relief per
Section 179-3-040 for the MDR district. In making our determination, whether an undesirable
change will be produced in the character of the neighborhood or a detriment to nearby
properties will be created by granting of this Area Variance. Minor impacts to the
neighborhood are anticipated. If anything, it'll be an improvement to the area. Whether the
benefit sought by the applicant can be achieved by some method feasible for the applicant to
pursue other than an Area Variance. Due to the lot size constraints, there is no other method
that can be achieved. He's made the house to fit the lot, and being only 20 feet wide, that's
the best we can see here. Whether the requested Area Variance is substantial. The request is
moderate at best, but with the size of the lot, it is needed. Whether the proposed variance will
have an adverse effect or impact on the physical or environmental conditions in the

neighborhood or district. No impacts are expected. Whether the alleged difficulty was self-
created. I don't think so. I think it's not, being the size of the lot, I think they've done a good job
in making the house fit the lot, so I don't see that it was self-created. So I make a motion that
we approve Area Variance No. 46-2009.

' LJInstalled on the warm-in-winter side of all non-vented framed ceilings, walls, and floors.
Materials Identification and Installation:
Lj Materials and equipment are installed in accordance with the manufacturer's installation instructions.
Lj Materials and equipment are identified so that compliance can be determined.
Lj Manufacturer manuals for all installed heating and cooling equipment and service water heating equipment have been provided.
Insulation R-values,glazing U-factors,and heating equipment efficiency are clearly marked on the building plans or specifications.
Duct Insulation:
Ducts in unconditioned spaces or outside the building are insulated to at least R-8.
Ducts in floor trusses above unconditioned spaces or above the outdoors are insulated to at least R-6.
Duct Construction:
Lj All joints, seams, and connections are securely fastened with welds,gaskets,mastics(adhesives),mastic-plus-embedded-fabric,or
tapes.Tapes and mastics are rated UL 181A or UL 181B.
Exceptions:
Continuously welded and locking-type longitudinal joints and seams on ducts operating at less than 2 in.w.g.(500 Pa).
Lj The HVAC system provides a means for balancing air and water systems.
Temperature Controls:
Ll Each dwelling unit has at least one thermostat capable of automatically adjusting the space temperature set point of the largest zone.
Electric Systems:
Ll Separate electric meters exist for each dwelling unit.
Fireplaces:
Fireplaces are installed with tight fitting non-combustible fireplace doors.
LI Fireplaces have a source of combustion air,as required by the Fireplace construction provisions of the Building Code of New York
State, the Residential Code of New York State or the New York City Building Code,as applicable.
Service Water Heating:
Ll Water heaters with vertical pipe risers have a heat trap on both the inlet and outlet unless the water heater has an integral heat trap or
is part of a circulating system.
LI Circulating hot water pipes are insulated to the levels in Table 1.
Circulating Hot Water Systems:
Lj Circulating hot water pipes are insulated to the levels in Table 1.
Heating and Cooling Piping Insulation:
HVAC piping conveying fluids above 105 degrees F or chilled fluids below 55 degrees F are insulated to the levels in Table 2.
Swimming Pools:
All heated swimming pools have an on/off heater switch and a cover unless over 20%of the heating energy is from non-depletable
sources.Pool pumps have a time clock.
