Supervisor Brower-Opened the Special Workshop Meeting Noted Councilman Stec and Councilman
Brewer are presently at another meeting with Queensbury Central will be attending this meeting later in the
evemng.
1.0 RESOLUTION TO AMEND 2002 BUDGET
(Board agreed to hold resolution until Councilmen Stec and Brewer are in attendance)
2.0 DISCUSSIONS
2.1 QUEENSBURY PUPPETS TO LARAC
Supervisor Brower-Noted Queensbury had purchased puppets, known as the Queensbury and Glens Falls
Puppets to be used at parades, Pat Joyce ofLARAC asked if the Town would donate them to LARAC, they
would then insure them under their policy.
Councilman Boor-Requested that the Town would be given preference if there was a conflict in using
them...
Supervisor Brower-Noted he felt that would be possible, could be put in the resolution.
(Consensus of the Board to go ahead with a resolution and also included in the resolution that we will have
them for the Memorial Day Parade)
2.2 TOWN REPORT FOR 2003
Supervisor Brower-Noted the report was a more convenient size, and there was a savings for the previous
format, employed a writer who wrote and edited material for the news letter and had department managers
approve it...took it to the printers, made changes as necessary and delivered the finished product to the post
office. Would like to consider four issues next year. We can use the same vendors if the prices are
guarantee from before and I do not know if they will for three or four issues or go to bid. The printing is
separate from the writing, editing and mailing. We could give each group a chance to honor their price for
three or four issues for next year, if they say no we will go to bid for that portion of the project.
Discussion held it was agreed to go on three issues a year.
2.3 FIRE MARSHAL UNIFORM
Executive Director of Community Development Chris Round-Gave background on those that receive
uniforms...Fire Marshal and Animal Control are required to wear a uniform...Fire Marshal has worn a
formal dress uniform it looks like you are an officer of the fire company and there in lies the problem.
Noted we do not want to be confused with the fire company, the change of uniform was suggested...
Fire Marshal Steve Smith-Uniform suggested to be a polo type shirt cotton blend light gray with royal blue
piping on the sleeves, pants to be navy blue cotton ... no dry cleaning needed... noted they have run into
misidentification with our contact with the public...noted the public thinks we are part of the fire
companies, when we are code enforcement for the town. We felt a difference appearance might go a long
way toward getting that message across.
Councilman Boor-Question the type of identification worn?
Fire Marshal Smith-We went with embroidery with a Maltese Cross but we took the scramble out of the
center and put the blue Q in there and it would say Queensbury Fire Marshal. We are looking for either a
belt worn badge or a badge around the neck, with badge on one side photo id on the other. Noted we have
baseball type hats with Queensbury Fire Marshal on thern...and stay with black boot. Noted cost savings
in this type of attire and also savings for no dry cleaning. We have chosen short sleeve shirt at this point,
they do offer a long sleeve shirt in this style... proposal for five shirts and three pairs of pant each..
Executive Director Round-Noted this is in the 2003 budget.
Fire Marshal Smith-Noted that Chris Norton from Queensbury School will do the photo ID.

2.4 BUILDING AND CODE UNIFORMS
Supervisor Brower-Concern over the building and code uniforms would like to see some consistent image
with a sports shirt and pants, we are paying for blue jeans right now and if I had my way I would never pay
for blue jeans I would pay for dockers or something of that nature but not jeans on the job because I do not
think it looks professional, I think it looks like you could be some guy off the street. Suggested black
pants. ..
Councilman Turner-When you are climbing around forms you want a pair of pants that hold up and those
cotton pants do not hold up very good when you catch them on a nail or something or rubbing against
concrete..jeans are tougher and last longer and they prefer to wear thern.
Supervisor Brower-It is the image of the town that I am concerned about. The shirt should have the
Queensbury Logo and the title of the individual...and an ID.
Councilman Turner-If you put a shirt on with Town of Queensbury and Building Inspector on it that is all
they are going to look at anyway.
Executive Director Round-There has not been any change proposed by our office. It is a small benefit that
is paid to the director of building and codes and the building inspectors, the building inspectors are meeting
with the builders...they are dressed in similar garb...the truck identifies that you are with the Town of
Queensbury and the id...ifthe town wants to change the appearance of the employees you need to look at it
as a whole. At one point the town paid for jackets...
Director of Building and Codes Dave Hatin-Noted this started five years ago when we proposed it to the
previous town board that we were ruining clothes at a substantial loss to uS...we were asking for
compensation, originally we did ask for shirts and were told nO...we were told they would buy jeans and
provide us with steel toe work shoes, we get one pair of shoes a year and we get four or five pairs of jeans
depending on the cost. Noted the durability of jeans a good all season pant they will take the wear and tear
and dickies won't.
Councilman Boor-Noted that the dockers will rip...they are doing business in the dirt and mud and trailers...
Director of Building and Codes Dave Hatin-It amounts to six hundred dollars per year for three of us, it is
far less than what you pay for two fire marshals I do not see it being a big expense and it helps us a little
bit. I think jeans are appropriate for what we do.
Supervisor Brower-Noted he liked the shirt idea.
Councilman Boor-I do not have a problem with the shirt, noted it would be nice if it was cotton.
Supervisor Brower-A cotton style shirt with a logo.
Director of Building and Codes Hatin-noted he felt it was better to be low key, I do not want to go in with a
high key element especially with some of the situations we deal with, it is bad enough when they see
Queensbury pull up and you put Code Enforcement on it and a uniform on it tends to give a police
presence. Noted he would prefer shirts without logos that is my personal preference just because of dealing
with the job for fifteen years I have a pretty good feel on how the public reacts when they see us.
Executive Director Round-We can make a proposal that the Board can look at changing or adding to the
look.

2.5 DICK JONES-RUSS CHATHAM UPDATE
Supervisor Brower-Called Dick Jones and told him the Town Board had concerns about the Bay Ridge Fire
Company and have him come and meet with us, noted Mr. Jones indicated that he knows of no problems
with the Bay Ridge Fire House.... Spoke to Russ Chatham, noted that Mr. Jones does know of the problems
there. He felt it was appropriate for Dick Jones and Chuck and Chip and himself to come to a Town Board
workshop to inform the board. Current difficulty is a fuel feeding system that was installed...and one of
the furnaces blew out...
Councilman Brewer-Noted his concerns: ice build up and doors not being able to open and the gutters ...
these items should be discussed.
Councilman Boor-The fire company should pursue it they are the ones the contracted.
Councilman Brewer-We should stand behind thern.
Supervisor Brower-Having them all in one room and discussing the issue would be appropriate.

Supervisor Brower-Invited Mr. John Salvador to speak.
Mr. John Salvador-Spoke about the Valente;s application for a subdivision before the Planning
Board..spoke about a dis-jointed review....seqra reviews on subdivision and sewer. A comprehensive
review is not being done. Spoke about a letter from Schermerhorn regarding his project questioned
changes he has proposed in the sewer...
Mr. John Strough-Noted Valente cannot do anything until Schermerhorn is all said and done and has final
approval. Any approval on Valente's property would be prefaced on the fact he would have to get sewer
before he could put a shovel in the ground.
Councilman Boor-What Schermerhorn is saying is I am not going to connect to Valente, Valente is going
to connect to me that is what he is saying, don't grant approval until mine is in because I am not going to
build mine to fit his.
Mr. Salvador-There is no reason why another project can't be planned based on the plan of the other
project.
Councilman Brewer-Valente's should not be precluded from getting an approval because Schermerhorn
doesn't have his pipe in the ground. When we get a final approval of Schermerhorn's and he says the pipe
is going to be here ok if it moves a couple of feet it is no big deal. Valente should be able to get an
approval predicated on this.
Mr. Salvador-It seems to me others can move ahead with their approvals based on that approval. The
second thing I would like to comment on is the special use permit regarding marina's...heard that the
ordinance was going to be amended, be careful you do not back yourself into a corner.
Supervisor Brower-Noted need permission to put lights or garland on the pole at Quaker and Bay by
Nimo.....Mandy's Spring Farms need to have inspection and then Nimo can turn the power on...
