Supervisor Borgos-We had this information two weeks ago, I think this is the one
�hat we ask that someone contact Mr. Reinhardt to have an enginnering study
repared. Would you please come to the microphone.
`-rrr. Reinhardt-Box 545, Palmer Drive, Queensbury.
Supervisor Borgos-You've requested a special variance from our sewer ordinance
and you have submitted quite a bit of documentation. As I recall, the Board had
significant questions when we first looked at this before we agreed to set the
public hearing questions such that we had requested that you try to bring with
you some type of enginnering study. Why don't you just start by telling us what
you want.
Mr. ReinhardtL I want to replace the present sewage disposal system Atich a septic
tank and absorption field. The present system is closer to the river than the
new regs permit. The present system is directly up hill from the . . . .water supply,
the proposed absorption field is 5' 5' in a northwest and southeast direction.
The New York State Health Dept. indicates that the proposed system is an improvement
over the present system. . . .we had the water tested by the Town of Queensbury Water
Dept. and they found that the water was OK I do not have that in writting tonight
but I can have it tomorrow. My well is about 31h feet from the present disposal
system and down the slope. . .The health depart. has said that this is an improvement.
Supervisor Borgos-Did they say anything in reference to the regulations that they
themselves create as far as the normal required separation?
Mr. Reinhardt-You will note on their approval that consumption assumed is in

relation to absorption. . .
Supervisor Borgos-Can I see that for a minute? This entitles a specific wavier
for requirements that are required by our New York State Sanitary Code for
individuals also with sewage disposal systems. It names Mr. Reinhardt and says,
separation distances cannot be achieved both the present owner Reinhardt and
neighbor. . .accept that the new system will be less than 100 feet from their wells.
The proposed design may have the following limitations that increase risk of well
for spring contaimination and at the bottom it says, construction pursuant to
this wavier request should not pose any forseeable health or environmental problems
in accordnce with New York State Department Administatative Rules and Regulations.
. .being the wavier is hereby granted. This wavier may be revoked by the issuing
Official for a change in conditions for which this waiver was granted, signed
by Dan Mitchell, May 1st, of this year. Does the Board want to see this? I don't
think we've seen that before. Do any members of the Board have questions?
Mr. Reinhardt-The further absorption field is about 85 feet.
Supervisor Borgos-Do you have a septic tank or a drywell?
Mr. Reinhardt-Cess pool.
Supervisor Borgos-What will you be having?
Mr. Reinhardt-A full concrete septic tank plus a leach field.
Supervisor Borgos-Let me look at the drawing.

Supervisor Bongos-Do you know the depth of the well? V +
Mr. Reinhardt-No.
Supervisor Borgos-It appears that the proposal is to create something that's better
than what's there now the tank and the field and to put it further away from the
well so it has to be an improvement the question is whether it's enough of an
improvement. I would ask the Board what comments and questions you have? You
really don't have any choice.
Councilman Potenza-I don't think there is another option.
Councilman Monahan-I don't know if there is another option.
Supervisor Borgos-Town water is the only other option.
Mr. Reinhardt-I have a problem with the boundary on the southeast corner.
Councilman Montesi-This is a home that is on piers there is no foundation on this
house is that correct?
Mr. Reinhardt-Correct. We are only going to use it 6 months of the year.
Councilman Monahan-Do you have laundry facilities there or is it limited use of
the septic system?
Mr. Reinhardt-We don't have a laundry facility.

Councilman Monahap-Do you anticipate putting in a new toilet fixture anytime in
the near. future?
Mr. Reinhardt-We want to build an addition onto our building and if we do we will
probably put in a new one.
Councilman Monahan-One help would be if you went to a water saving toilet and
fixtures because your putting less strain on the septic system then.
Mr. Reinhardt-We're aware of that too.
Supervisor Borgos-Any questions from any Board members? Mr. Reinhardt any
questions?
Mr. Reinhardt-No.
Supervisor Borgos-Okay.
Mr. Tucker-Ward 4. Has this been approved by the State of New York?
Supervisor Borgos-Yes it has.
Mr. Tucker-I have a legal question Paul, if the State of New York approves it
do they have the authority to deny it?
Attorney Dusek-Yes.
Councilman Montesi-It wouldn't be before us if they denied it.
Mr. Tucker-Even though the state approved it would they have the authority to
deny it?
Attorney Dusek-The Board has it's own Sanitary Sewage Disposal Ordinance and inside
it sets forth the regulations and only this Board can vary those regulations.
The Town can be more restrictive than the State if that is their desire.
Mr. Tucker-Thank you.
-Councilman Montesi-On the same token if the State refused to issue a permit Health
Department approval we would be hard pressed to give it.

RESOLUTION APPROVING VARIANCE REQUEST OF CHRISTIAN J. REINHARDT

RESOLUTION NO. r9', OF 1990,Introduced by Mr. Ronald Montesi who moved for its

WHEREAS, Christian J. Reinhardt previously filed a request for a variance from
certian provisions of the Sanitary Sewage Disposal Ordinance of the Town of
Queensbury, such provisions being more specifically, those requiring that there
be a 100 foot separation between the absorbtion filed and a well, and
WHEREAS, a notice of public hearing was given in the official newspaper of the
Town of Queensbury and a public hearing was held in connection with the variance
request of June 4th, 1990, and
WHEREAS, the Town Clerk advises that property owners within 500 feet of the subject
property have been duly notified,
NOW, THEREFORE, BE IT
RESOLVED, that the Town of Queensbury Local Board of Health grants a variance
to Christian J. Reinhardt, allowing a 42 foot separation between the absorbtion
field and the well, and
a. that there are special circumstancers or conditions which justify allowing
the 42' separation between the absorbtion field and well in that the lot size
is too small to accomodate the 100' distance required , and
b. that due to the nature of the variance, it is felt that the variation will
not be materially deterimental to the purposes and objectives of this ordinance
or to other adjoining properties or otherwise conflict with the purpose and
objectives Hof any plan or policy of the Town of Queensbury.
c. that the Local Board of Health finds that the granting of the variances is
necessary for the reasonable use of the land and that the variances are granted
at the minimum variances which would alleviate the specific unnecessary hardship
found by the Local Board of Health to affect the applicant, and
d. that the Local Board of Health imposes a condition upon the applicant that
he must also secure the approval of the New York State Department of Health.

Discussion was held on a unsafe structure located at 248 Connecticut Avenue
and tahe following resolution was adopted.
RESOLUTION CALLING FOR EMERGENCY SITUATION ON CONNECTICUT AVENUE
RESOLUTION NO. 326, 1990,Introduced by Mrs. Marilyn Potenza who moved for
its adoption, seconded by Mr. Stephen Borgos:
WHEREAS, Richard Gijanto, Code Enforcement Officer for the Town of Queensbury
has come before the Town Board and filed an investigative report concerning
premises located at Connecticut Avenue, Queensbury, New York, known as the
Crossman residence, and
WHEREAS, Mr. Gijanto in addition to filing a report has also made verbal report
to the Town Board and afforded photographs as further proof of the condition
of a building located at Connecticut Avenue and
WHEREAS, the Building Inspector's opinion reveals that he feels the building
may become dangerous or unsafe to the general public is open at the doors
and windows and presents generally a danger to the health, safety of the- public
and that it is unfit for the purposes for which it may lawfully be used, and
WHEREAS, the Town Board has considered the report and in its opinion finds
as follows and resolved as follows,
RESOLVED, that the Town Board of the Town of Queensbury finds that it reasonably
appears that there is a present and clear and eminent danger to life safety
and health of persons located upon the property and to adjacent properties --J
and finds that the premises should be immediately secured as of the date of
this resolution by blocking all entrances and locking at least one by at least
partially boarding windows to prevent access and by not using the woodstove
that is located upon the premises and
BE IT FURTHER
RESOLVED, that the Town Board of the Town of Queensbury hereby indicates that

it desires to hold a hearing at which time Mr. Crossman and others interested
in the proceedings will be heard and be it further

Crossman which notice shall include a copy of this resolution a copy of the
statement of particulars of which the buildings is unsafe or dangerous as
set forth by Mr. Richard Gijanto and that in the event that there is a refusal
or neglect to comply with this order and attend the hearing on July 9th the
Town Board at that time will consider the matter before it and arrange for

REQUEST FRO14 DORIS SWITZER TO SPEAR TO TOWN BOARD REGARDING UNSAFE STRUCTURE
ON INDIANA AVENUE
Discussion held on unsafe structure located at Indiana Avenue. Dick Gijanto,
Building and Code Enforcment Officer asked the Board for their recommendation
on which way to proceed?
Attorney Dusek-Asked if a formal notice was served upon the owner indicating
that they have to repair or remove the building within 30 days of service
of the notice?
Mr. Gijanto-Stated they were served with the resolution.
Attorney Dusek-Stated he doesn't think the 30 days has expired yet. Thinks
that you have to allow them at least 30 days from the date that notice is
served in which to start repairs.
DISCUSSION HELD
Supervisor Borgos-Noted that the limit for stock piling tires at the Town
of Queensbury, City of Glens Falls Landfill is nearing the limit. Once this
has been reached they will have to dispose of them. Recommended to the Board
that they adopt a fee schedule for the tires.
RESOLUTION ESTABLISHING LANDFILL FEE FOR TIRES
RESOLUTION NO. 327, 1990,Introduced by Mrs. Marilyn Potenza who moved for
its adoption, seconded by Mr. Ronald Montesi;
RESOLVED, that the Town Board of the Town of Queensbury on behalf of the Town
of Queensbury which is the owner of the Town of Queensbury, City of Glens
Falls Landfill and transfer station hereby in accordance with their rights
as governing board establishes a fee of $2.00 per tire to be accepted by any
landfill or transfer station facility, effective the beginning of business,
June 5, 1990.

PUBLIC HEARING - PROPOSED IIMIPROVEMENT - QUEENSBURY CONSOLIDATED WATER DISTRICT
Supervisor Borgos-I'll ask the Clerk if this has been advertised?
Town Clerk-Yes it has.

Supervisor Bongos-This propose connection will eliminate three dead ends create
loop systems that will eliminate the dead end that presently exits approximately
at Eighty Eight Acres Nursey on West Mountain, approximatley at Pinewood Hollow
Road on West Mountain Road, approximately at Queen Diana Lane on Aviation
Road. The idea is to run the pipe westward towards West Moutain Road on
Aviation Road put a "t" right there and send it to the north and the south
that cleans out the dead ends and makes two more big loops. The impact
depending on how it is financed appears to be not in excess of seven (7) cents
per thousand dollars on access valuation of the water district and perhaps
considerably below that. Anyone wish to speak for or against or ask any
question? This is proposed to be done by our own Town crews so we don't have
to go to bid and we don't have to pay the high fees and the Water Department
does have labor and equipment to handle this.
Pliney Tucker-Ward 4. How much is this going to cost?
Supervisor Borgos-The total project is estimated to be $170,000, we feel they
can do it for less than that.
Mr. Tucker-Was there some conversation here in the first part of the year
about creating a water district on Easy Street?
Supervisor Borgos-That is still pending, not Butler Pond Road, it won't pump
that high so I can't get water so I still have to have a well. There is a
proposal still pending and we still may have some action tonight or at least
some discussion on the Easy Street Water District, which would include Bennett
Road, Eldridge Road, Easy Street. This will feed off this main system and
if that happens that district would buy into this chuck of pipe and into the
consolidated district and they pay obviously the cost of those other
extenstions.
Mr. Tucker-I know where Easy Street is.
Supervisor Borgos-Those other two roads are north of Aviation Road.
Councilman Potenza-North of Aviation Road pass Mountain View.
Supervisor Borgos-Between West Mountain Road and Mountain View Lane.
Mr. Tucker-Isn't there some houses located on Butler Road?
Supervisor Borgos-Beleive it or not, Butler Pond Road that I live on stays
as Aviation Road until it gets to Thunderbird Drive it then becomes Butler
Pond Road. There are no houses that will be served on Butler Pond Road by
' this project.
Mr. Tucker-But, the upper end of Aviation Road.
Supervisor Borgos-Upper end of Aviation Road would not be served by what we're
talking about now, that would be served by three houses plus one on the corner
that would be served by the Easy Street Water District if that gets into play.
Mr. Tucker-I understand it will be looped all the way around.
Supervisor Borgos-It will be looped at that end of the Town. Otherwise we
dead end now by Eighty Eight Acres by Pinewood Hollow Road and by Queen Diana
Lane.
Mr. Tucker-$170,000 and it's going to be done by the Water Department?
Supervisor Borgos-Correct. Hopefully by July and the estimated cost ready
to go out to bid was considerable greater.

Councilman Potenza-I'm just delighted that we're moving on it.
Supervisor Borgos-It will be a major improvement. By the way if we get it
in the ground now we will save digging up the road again the County is ready
to repave that section of the road. Hearing no furhter comments I'll declare
this public hearing closed.

RESOLUTION ADOPTING DETERMINATION OF NON-SIGNIFICANCE OF PROPOSED WEST
MOUNTAIN/AVIATION ROAD TRANSMISSION MAIN
RESOLUTION NO. 328 OF 1990,Introduced by Mr. Ronald Montesi who moved for
its adoption, seconded by Mrs. Marilyn Potenza:
WHEREAS, the Town Board of the Town of Queensbury is presently considering
the approval and authorization of an improvement of the facilities of the
Queensbury Consolidated Water District consisting of the construction and
installation of transmission mains in the bounds of West Mountain Road and
Aviation Road to join two (2) separate transmission mains which end respectively
in West Mountain Road and Aviation Road to create a transmission main loop
for the said district, and funding the same, and
WHEREAS, the proposed action is an unlisted action under the rules and
regulations adopted by the Department of Environmental Conservation pursuant
to the State Environmental Qualilty Review Act, and
WHEREAS, the Town Board of the Town of Queensbury may act as lead agent for
review of potential environmental impacts in accordance with the State
Environmental Quality Review Act,
NOW, THEREFORE, BE IT
RESOLVED, that after review of the map, plan and report for the proposed
improvement to the Queensbury Consolidated Water District described in the
preambles hereof, and the Environmental Assessment Form prepared in connection
with this action for possible environmental impacts and after reviewing, in
particular, Section 617.11 of the Rules and Regulations of the Department
of Environmental Conservation, the Town Board of the Town of Queensbury hereby
determines that the environmental effects of the proposed improvement to the
Queensbury Consolidated Water District will not be siginificant, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby finds that the proposed responses inserted
,in Part II of said Environmental Assessment Form are satisfactory and approved,
and
BE IT FURTHER,
RESOLVED, that the Town Board of the Town of Queensbury hereby adopts the
annexed notice of determination of non-significance and hereby authorizes
and directs the Town Supervisor to sign, execute, and place the seal of the
Town of Queensbury upon the same, and

RESOLVED, that the annexed negative declaration is hereby approved and the
Town Clerk is hereby authorized and directed to file the same in accordance
with the provisions of the general regulations of the Department of

RESOLUTION MAKING DE`ERMINATION RELATED TO PROPOSED INCREASE AND IMPROVEVA NT
OF FACILITIES iOR THE CONSOLIDATED WATER DISTRCIT OF THE TOWN OF QUEENSBURY
RESOLUTION NO. 329, OF 1990,Introduced by Mrs. Marilyn Potenza who moved for
its adoption, seconded by Mr. Ronald Montesi:
WHEREAS, the Town Board of the Town of Queensbury, Warren County, New York,
has duly caused to be prepared, a map, plan, and estimate of cost for the
increase and improvement of the facilities of the Consolidated Water District
of the Town of Queensbury consisting of the construction and installation
of transmission mains in bounds of West Mountain Road and Aviation Road, to
join two (2) separate transmission mains which end - one in West Mountain
Road and the other in Aviation Road - to create a transmission main loop for
the said district, all at a maximum estimated cost of $170,700.00, the same '
also being more fully described in a map, plan and report drafted by R.H.
Irish, P.E. & L.S. , Consulting Engineer, and on file with the Town Clerk of
the Town of Queensbury, and
WHEREAS, said Town Board duly adopted a resolution on May 21, 1990, calling
a public hearing to consider said proposed increase and improvement and estimate
of expense, to be held at the Queensbury Activities Center, 531 Bay Road,
Queensbury, Warren County, New York, on the 4th (lay of June, 1990, at 7:30
p.m. , and
WHEREAS, notice of said public ;hearing was duly published and posted in the
manner provided by law and proof thereof has been submitted to said Town Board,
and
WHEREAS, said public hearing was duly held at th-2 time and place aforesaid
at which all persons interested were duly heard, and
WHEREAS, said Town Board has duly considered all of the evidence given at
such public hearing, and
WHEREAS, the said Town Board has reviewed the proposed action under the State
Environmental Quality Review Act and has foun that the water district
improvement will not have a significant environemen#al impact,

NOW, THEREFORE, BE IT
RESOLVED, by the Town Board of the Town of Queensbury, Warren County, New
York, as follows:
SECTION 1. Based upon the aforesaid map, plan and report, and other evidence
presented at the aforesaid public hearing, it is hereby found and determined
to be in the public interest; to provide for the aforesaid increase and
improvement of the facilities of the Consolidated Water District of the Town
of Queensbury, Warren County, New York, as described in the preambles hereof,
at an estimated cost of $170,700.00 and the same is hereby authorized, subject
to the provisions of Section 2 hereof.
SECTION 2. Definite plans, specifications, and a careful estimate of the
expense of the aforesaid improvement are hereby directed to be prepared and
the Town Attorney is hereby directed to assist in the preparation of the
proposed contract and to submit the same to this Town Board for examination
and approval. The said plans and specifications shall provide for erosion
control measures in the proximity of Halfway Brook, and D.E.C. approval or
permits shall be secured as necessary.
SECTION 3. The cost of the improvement shall be an expsense of the Consolidated
District and the improvement shall be constructed by employees of the Town
of Queensbury. The method of financing for this improvement shall be by the
issusance of serial bonds or a bond anticipation note to be authorized by
separate resolution.
SECTION 4. This resolution shall take effect immediately.

Pliney Tucker-Ward 4, Queensbury. Questioned what took place June 1, 1990,
regarding Hovey Pond?
Supervisor Borgos-Explained that the Town bought a very narrow strip of land
on the Glenwwood Avenue side of Hovey Pond. We find this absoultely necessary
for the Town to own so we can get the highway equipment out there to dreg
the pond.
Mr. Tucker-Asked what happened to the Recreation Fund?
Supervisor Borgos-Explained that it was planned to use that money for this
acquisition, but we were caught by the 30 day waiting period.
Mr. Tucker-Questioned if the money couldn't be taken from the fund that it
is suppose to be taken from and put back into the surplus?
Attorney Dusek-Noted that in this particular case there were two referendum
periods that caused the problem. You had a 30 day time period which you have
to go through in order to take money out of the fund. In addition to this
because it was a purchase of property the Town Law provides that whenever
you buy property you also have a 30 day referendum for that decision to buy
the property unless it's either funded by bonds in which case the Local Finance
Law controls or if it's bought from surplus.
Mr. Tucker-Noted problems with lighting at Exit 18 and Corinth Road.
Supervisor Borgos-Noted he has notified in writing Fred Austin.
Paul H. Naylor-Highway Superintendent. Noted the problem with the lighting
at Exit 18 will be the same if lighting goes up on the otherside of the bridge
on Exit 19.
Supervisor Borgos-Has recommended that the light go back further, feels the
need for a light at this intersection.
Councilman Potenza-Noted a concern for the traffic and speed on Kiley Lane.
Carol Pulver-Queensbury. Noted the traffic problem at Exit 19 with regard
to the lighting and traffic lanes.
Supervisor Borgos-Notified the State of New York with regard to this problem
and they are looking at this.
Councilman Montesi-Questioned the Board about mandating that all homes in
the Town have water meters.
Supervisor Borgos-Proposed that this be made retroactive.

Supervisor Borgos-Proclaimed this Americade Week in the Town of Queensbury
and welcomed everyone to the Town who have come to the Town to participate
in this.
RESOLUTION FOR REQUEST FOR QUALIFICATIONS FOR WATER TREATMENT PLANT EXPANSION
RESOLUTION NO. 330, OF 1990,Introduced by Mr. Ronald Montesi who moved for
its adoption, seconded by Mrs. Marilyn Potenza:
WHEREAS, the Town Board of the Town of Queensbury is desirous of reviewing
and considering the retaining of professional engineer services for the design
of the Water Treatment Plant Expansion for the Queensbury Consolidated Water
District.
NOW THEREFORE BE IT
RESOLVED, a the Town Board of the Town of Queensbury hereby authorizes the Town
Supervisor to advertise in the official newspaper for the Town of Queensbury,

Town Clerk' s Office , in the Town of Queensbury, and are
available for public inspection, and
WHEREAS , the map, plan and report was prepared by Raymond H.
Irish, P .E. & L . S . , Consulting Engineer_ , RD1 , Box 508 ,
Queensbury , New York 12804 , an Engineer licensed by the
State of New York, and
WHEREAS , said map, plan and report shows the boundaries of
the proposed extension of the Queensbury Consolidated Water
District and a general plan of the water system, and a
report of the proposed water system and method of operation,
and
WHEREAS , the map shows the water distribution mains , gate '
valves and hydrants , together with the location and a —'
general description of all related or appropriate public
works existing or required, and
WHEREAS , Part I of a Short Environmental Assessment Form has
also been prepare and presented at this meeting,
NOW, THEREFORE , IT IS
ordered :
1 . The Town Board shall consider establishing the
proposed extension to the Queensbury Consolidated Water
District, the same being previously described in this
Resolution;
2 . The boundaries of the proposed extension of the
Queensbury Consolidated Water District are as set forth in
Schedule A presented at this meeting and to be annexed to
this Resolution in the minutes of this meeting;
3 . The improvements proposed shall consist of the
purchase and installation of water distribution mains ,
hydrants and gate valves and such other facilities as more
specifically set forth in the aforesaid map, plan and report 1
prepared by Mr . Raymond Irish, P .E . & L . S . , and the costs
shall also include a proportionate share of the cost of the
Water Treatment Plant , mains and other facilities of the
existing Queensbury Consolidated Water District ;
4 . All proposed water mains and appurtenances shall be
installed in full accordance with the Town of Queensbury
specifications and ordinances and in accordance with
approved plans and specifications and under competent
engineering supervision ;
5 . The maximum amount proposed to be expended for said
improvement is estimated to be $140 , 000 . 00 ;
6 . The proposed method of financing will be by serial
bonds for a period of time not to exceed 20 years and bond
anticipation notes ;
7 . The map, plan and report describing the improvements
is on file with the Town Clerk of the Town of Queensbury and
available for public inspection;
8 . The Town Board of the Town of Queensbury shall meet
and hold a public hearing at the Queensbury Activities
Center, 531 Bay Road , Queensbury, Warren County, New York, '
on the 9th day of July 1990 , at 7 : 30 p.m. to consider the
map, plan and report for said water district extension and
to hear all persons interested in the proposal and to take
such- other and further action as may be required or
authorized by law;
9 . The Town Clerk is directed to cause a copy of this
Order to be duly published and posted not less than 10 days
nor more than 20 days before the hearing date set forth
herein and as required by Town Law, Section 209--d;
10 . The Town Attorney of the Town of Queensbury is
hereby authorized and directed to notify the New York State
Department of ' Environmental Conservation and the New York
State Department of Health and the Warren County Department
of Public Works of this proposed action and advise that the
Town Board of the Town of Queensbury desires to coordinate a
SEQRA review of the proposed action and act as lead agency
in review of said action, pursuant to the State
Environmental Quality Review Act. . A copy of this Resolution
and Part I of the Short Environmental. Assessment Form
presented at this meeting shall be sent to the
aforementioned involved agencies with such other and further
documentation as may be deemed necessary or appropriate by
the Town Attorney.

RESOLUTION AUTHORIZING •JOINT APPLICATION REGARDING EASY
STREET WATER DISTRICT EXTENSION
RESOLUTION NO. 344, 1990 , Introduced by Mrs . Marilyn Potenza
who moved for its adoption , seconded by Mr. Stephen Borgos :
WHEREAS , the Town Board of the Town of Queensbury is
presently considering the approval and authorization of an
extension to the Queensbury Consolidated Water District ,
such extension to be known as the Queensbury Consolidated
Water District - Easy Street Water District Extension, and
WHEREAS, other involved agencies exist, including the
Department of Health and the Department of Environmental
Conservation, and
WHEREAS , it is necessary to complete and file an application
for Public Water Supply Permit and a joint application for
permit with the Department of Environmental Conservation and
Department of Health,
NOW, THEREFORE BE IT
RESOLVED, that the Town Board of the Town of Queensbury
hereby authorizes the Town Supervisor of the Town of
Queensbury to complete, sign and execute the aforesaid
applications on behalf of the Town of Queensbury and the
Queensbury Consolidated Water District , and
BE IT FURTHER
RESOLVED, that the Town Supervisor of the Town of Queensbury
is hereby authorized to execute any other forms or
applications that may be necessary to secure the necessary
permits , including, but not limited to, any Environmental
Assessment Forms or other forms required by the State
Environmental Quality Review Act .
