WHEREAS , THE TOWN BOARD OF THE TOWN OF QUEENSBURY , HAS INVESTIGATED
THE POSSIBILITIES OF ACQUIRING A MOTOR GRADER FOR USE BY THE TOWN
HIGHWAY DEPARTMENT WHICH INVESTIGATION HAS INVOLVED EXTENSIVE RESEARCH
AND DISCUSSIONS WITH VARIOUS SUPPLIERS OF MOTOR GRADER EQUIPMENT , AND
WHEREAS , ON TWO OCCASIONS THE TOWN OF nUEENSBURY HAS ADVERTISED FOR
BIDS ON A GRADER WHICH BIDS WERE .LATER REJECTED BECAUSE IN THE FIRST
INSTANCE THE TOWN SPECIFICATIONS DID NOT CLEARLY STATE THE REQUIREMENT
THAT THE GRADER BE NEW AND UNUSED AND IN THE SECOND INSTANCE THAT IT
WAS DETERMINED THAT PERSPECTIVE BIDDERS SHOULD BE REQUIRED TO SUBMIT
REFERENCES AND NAMES OF THE MUNICIPALITIES UTILIZING THE EQUIPMENT
I BID UPON IN ORDER FOR THE TOWN BOARD TO DETERMINE THE RELIABILITY OF
THE EQUIPMENT , AND THE ABILITY OF THE SUPPLIER TO SERVICE SUCH EQUIPMENT ,
