1991-10-03 SPECIAL TOWN BOARD MEETING OCTOBER 3, 1991 1 :25 p.m. MTG#43 RES523 TOWN BOARD PRESENT Supervisor Stephen Borgos Councilman George Kurosaka Councilman Marilyn Potenza Councilman Ronald Montesi Councilman Betty Monahan Town Attorney Paul Dusek Supervisor Borgos-Called the Town Board Meeting to Order... Submitted the 1992 Proposed Budget to the Town Clerk on September 30th...called for budget workshops in the next few weeks...noted that there are a number of items that have not been addressed as I would like to see them addressed in this early proposal 1. Landfill, the exact details of how we are going to get solid waste in, the rates we have to charge in order to cover the cost at the burn plant, those have not been factored in ...proposed concept, user fee...2. Revenue side on the Highway Dept. we are working on an accounting procedure to properly credit the Highway Dept. for the work on the landfill and or Hovey Pond, to find a different way so it will show up a lot easier for the average person to look at...Public Hearing will be held on November 7th 1991 Town Clerk-Darleen Dougher-Presented the Town Board with the 1992 Proposed Budget... Public Copies of the 1992 Proposed Budget are now available... Supervisor Borgos-Asked if the Ridge Jenkinsville Park well proposal was ready... Councilman Monahan-Noted that she had spoken with Mr. Hansen and he is presently seeking another quote.. . Supervisor Borgos-re: Landfill introduced Mrs. Fagel Mrs. Fagel-Noted that the low bidder on the sand McLaughlin has been awarded the bid...he has noted that he does not have enough room to stock pile the sand, he wishes to stock pile at the landfill, we have talked to him and said that he can bring the sand over and stock pile it at the landfill for a consideration of $500. off the original bid and the engineering firm will do the sampling at the landfill. If it does not meet the criteria he is obligated at no cost to the town to remove it within 72 hours and that does not relieve him from the contract where he has to supply us with sand that meets the specification that are indicated...ifhe does not remove it in 72 hours the sand will become the sole property of the town...noted that the testing requirements do not change... Councilman Monahan-Asked if there was room to stock pile at the landfill? Mr. Coughlin-That has been resolved... Councilman Montesi -Noted a request for sidewalk repairs on the Boulevard.... estimated cost of repair $5,000. this is a general Town expense item... Supervisor Borgos-Suggested that an engineer be hired to write the specifications for this project... Councilman Monahan-Questioned what the underlying problem is that caused this sidewalk to heave? It was agreed to have Rist Frost take a look at this project.... Supervisor Borgos-Noted a distinction between this sidewalk and those in other places...this was accepted by the Town RESOLUTION AMENDING GAS VENTING MATERIAL CONTACT RESOLUTION NO. 523, 1991 INTRODUCED BY: Mrs. Betty Monahan WHO MOVED FOR ITS ADOPTION SECONDED BY: Mrs. Marilyn Potenza WHEREAS, the Town Board of the Town of Queensbury previously awarded a bid to Scott McLaughlin for the provision of certain gas venting materials and WHEREAS, circumstances have arisen such that Mr. McLaughlin has asked to stock pile the material on town property instead of his own and WHEREAS, the Town Board of the Town of Queensbury is receptive to such a proposal providing certain credits and other conditions are arranged for NOW, THEREFORE BE IT RESOLVED, the Town Board of the Town of Queensbury hereby authorizes the Town Supervisor to arrange for and execute a change order which would allow the stock piling of gas venting materials on Town of Queensbury property subject to the following conditions: 1. That a credit be issued to the Town of Queensbury in the amount of $500.00 for the over all contract 2. That in the event that the material that is stock piled does not comply with all of the specifications of the bid that the same will be removed within three business days from the time written notice is issued by the Town of Queensbury such non compliance 3. In the event the soil is not removed that the soil will become the property of the Town of Queensbury at no charge with the stipulation however that in this event Scott McLaughlin Inc. will still have to provide all of the gas venting material required for under the specifications that meet specifications, and BE IT FURTHER RESOLVED, that the aforementioned change order will be subject to and placed in a form to be approved by the Town Attorney. Duly adopted this 3rd. day of October, 1991, by the following vote: Ayes: Mr. Kurosaka, Mrs. Potenza, Mr. Montesi, Mrs. Monahan, Mr. Borgos Noes: None Absent: None Discussion regarding sidewalks on Dixon Road... Supervisor Borgos noted that through research this was road by use...Councilman Potenza, noted that through the Town of Queensbury and the G.F. Transit a bus route was established for the students... Supervisor Borgos spoke on the numerous meetings with the residents and school board regarding the Dixon Road sidewalk proposal...we want safe conditions, we have tried to get safe conditions we are running into a lot of legal work...it is easy to project an answer but it is not easy to do it legally. Discussion held in regard to landfill fees.. Supervisor Borgos noted that the County had proposed a fee for each bag taken to the landfill...Mr. Coughlin, noted one proposal was to have a cash register at the landfill to collect the fee... Supervisor Borgos, at each site place a tole booth type station to be built in house a man there to check the sticker, and have cash registers... Discussion held in regard to the signing for every load of gas venting material brought into the landfill...it was agreed to by the Town Board the the loads must be taken through the main gate to allow for the men at the landfill to sign for each load...
