WORKSHOP - BUDGET 5:28 p.m.
Supervisor Borgos-Opened the meeting to those that wished to comment on the 1992 Budget
MIKE BRANDT - I had a concern expressed to me by three different Board Members on the new Board that
asked if we would please hold back in accepting or giving out the contract on the construction of the new
administration building of the Water Dept. Take that into consideration and do whatever you are going to
do.
COUNCILMAN MONAHAN-Mike, reason please?
MIKE BRANDT-They would like to review it and understand and be part of the process and look at the
logic.. .
SUPERVISOR BORGOS-We have been working on this for a long time, four years, we have gone
thorough public meetings and public hearings we have gone thorough two engineering reports, the specs
are out, we are anxious to take advantage of the good record for construction, that has been a problem. We
would like to break ground and get into the ground still before the frost really hits this year, that has been a
major concern. We are looking at the State time frame out there 1993 for the total thing, we are anxious to
get the one component in. It may help you to know that I am going to propose to the Board that the
majority of that, at least a good chunk of that building be paid for from the surplus in the water fund,
unappropriated fund balance in the water fund so there is no big hit to the taxpayers. Not all of it, but, I do
not think that would be fiscally wise, but there is enough money there to pay for at least half of it. That
would be my recommendation on that. Bid Opening Monday
COUNCILMAN MONTESI-Legally if you open the bids Monday you have to respond to them in how
many days?
SUPERVISOR BORGOS-Forty five days...
COUNCILMAN POTENZA-You are talking the end of December, the first week in January...my personal
opinion is that everything has been out and everything has been reviewed the bids are out and are coming
back... How many bidders

SUPERVISOR BORGOS-I hear your input and I will just simply say that this is one of the things that most
of us have been working for, for four years and we feel very close to and we have gone through all those
hearings...
MIKE BRANDT -My other concern is what you are going to do on the landfill, I think slowly the
information is coming in ...there is a shortage in revenue there and there is going to have to be major
adjustments in operating schedules...
SUPERVISOR BORGOS-We are learning on a daily basis, ...everybody stopped bringing the landfill not
just in Queensbury but everywhere. The burn plant has reduced its price...
COUNCILMAN MONTESI-My concern is if! have over estimated the revenue then I have also
overestimated the expense, we need to look at that...questioned if we did not bring in enough revenue to
pay the bills, and this Board felt we should put a couple hundred thousand in there and budget toward it
would we go to the City and ask them for 50%...
SUPERVISOR BORGOS-That is not the way the agreement is written, that comes in at the end...last year
was a surplus for the City and us and that was not distributed that goes as a credit for the city but it is sitting
out there in such a way that it can be tapped if we should run short...
MIKE BRANDT-There may have to be a drastic cut in the operation, only history will tell us that...
COUNCILMAN MONAHAN-Regarding the surplus...will there be enough out of this years surplus to take
care of the Town of Queensbury's share if we run at a deficit next year or are we going to have to put some
money in here right now?
SUPERVISOR BORGOS-It is not allocated that way, it is allocated in such a way that at the end of a
particular year both sides get a paper credit, if all of a sudden the expenses of the landfill in general
increase than those monies are used for that general increase because they would otherwise have to be paid
in the same way....

Budget discussion
Councilman Montesi-How much money do we have in our surplus today?
Supervisor Borgos-Probably a million and a half, projection for the end of the year 350,400 plus if the
Sheriffs contract goes for nothing or anything lower than this, anything else we save from that...you could
end up with $600,000...
Discussion held -Sheriffs Dept.-Councilman Monahan-Not comfortable putting in $275,000 for the
Sheriffs Dept.... Supervisor Borgos noted the time constraints...the County has been notified that we have
no contract as of Dec. 31 st. for the extra services...I have said to them the Board has authorized me to
explore a one year contract that will have some money or there will be no contract at all....ifthere is no
contract at all the $275,000 sits there and I recommend that the new Board at that time apply 20% of that
savings to Crandall Lib. to increase Crandall ...Councilman Montesi-Has the County counted that in?
Supervisor Borgos- The County put it in as revenue knowing full well there is no agreement...it was agreed
to place $275,000 in the budget...

Discussion held regarding Fire Protection-noted increases show in Bay Ridge Fire a built in increase and
North Qsby. Rescue new building plus increase because of advance life support...there will be a tax rate
increase of 1.9 % amounting to 3 cents per thousand...the proposed contracts for next year show a
significant decrease in the amount to be raised for fire protection and the following year also...if accepted a
three year contract.. .hepatitis vaccine has been included... Councilman Montesi questioned if people from
waste water were included... Supervisor Borgos-we can do that from misc. contractual funds at any point...
REVENUES
Real Property taxes for fire protection will be $1,886,313. under interest the $15,000. becomes $22,000.
Lighting Dist. Revenues- make the changes to Ft. Amherst and W. Queensbury.

Discussion held in regard Library-Councilman Monahan-requested a 10% increase.. Supervisor Borgos
noted that you would have the money to do it based on what we have done tonight... Councilman Monahan-
questioned if we should back off a little bit with QEDC... Supervisor Borgos-we did from 30 to
25...Councilman Potenza noted that there is a budget in place for QEDe...
It was agreed to put another $15,000 totaling $236,100.
Community Service line-three new programs-
$23,600 is made up of Vol. Action Center (2500.) Big Brothers (800.) Glens Falls Youth Center (3,000.)
Literacy Vol.(5,000.) and HomeFront at (15,000.) all contracts not donations...
Discussion held on Homefront-Councilman Potenza-I will go on record saying with 750,000 of funds
allocated with 123 families that have already screened and qualified to go into homes with all of the efforts
that this town and all of its boards have put into it to me I think for $15,000 which is less money than a car
that we can't put 40 homes, forty families in affordable homes in this town... Supervisor Borgos-Ifwe do not
get the grant it is going to go to one town over... Councilman Monahan- I think what I am hearing be said is
that the 15,000 will not be given to Homefront until such time as they give the grant and are ready to
implement the grant... Supervisor Borgos-Until they have to start using that, it will be contract language,
and we should work to get that in place quickly... Councilman Kurosaka-questioned why the 15,000 was
not up front when they went to hearings? Supervisor Borgos-Because of all the extra time to go through
those hearings they missed one funding year...if we do not have anyone to administer the grant goes to
another community...Councilman Monahan-I want this understood right up front that this is a one shot deal,
they should be a business like organization and become self sufficient... Councilman Potenza-the gentleman
that did the presentation said that, that was what he was striving for... it was agreed to place the 15,000 in
the budget for Homefront...with the restriction it is for the Town of Queensbury's project...
Supervisor Borgos-Ifthere are no other concerns I would proposed to have this resolution approving this
budget will the changes that I will give to Darleen and with the further understanding
that I will go back through this salary list that we did today and make sure those numbers are exactly right,
I have been through it once I want to go through one more time so that those numbers are set.

in the Notice of Public Hearing on the Preliminary Budget and heard all persons desiring to be heard

WHEREAS, Section 27 of the Town Law provides for the setting of salaries of officers and
employees of the Town,
NOW, THEREFORE, BE IT
RESOLVED, that this Town Board does hereby adopt such Preliminary Budget, as amended, as
the Town of Queensbury Annual Budget of 1992, and that such Budget shall be entered in the minutes of
the proceedings of the Town Board, and
