MTG#1 RES#I-28 BOARD MEMBERS PRESENT MICHEL BRANDT -SUPERVISOR BETTY MONAHAN-COUNCILMAN SUSAN GOETZ-COUNCILMAN NICK CAIMANO-COUNCILMAN PLINEY TUCKER-COUNCILMAN SUPERVISOR BRANDT opened meeting, recognizing Judge John Austin who performed the Swearing In Ceremony. The Following Town Officials took their Oaths of Office: Michele Brandt, Town Supervisor Betty Monahan, Town Councilman, Ward 1 Susan Goetz, Town Councilman, Ward 2 Nick Caimano, Town Councilman, Ward 3 Pliney Tucker, Town Councilman, Ward 4 Darleen M. Dougher, Town Clerk Paul H. Naylor, Highway Superintendent William Bacas, Town Justice SUPERVISOR BRANDT it's a brand new year, we'll all have to learn to write 1992 I guess. It's a new government and we've had a chance here with this Board to meet, several meetings, maybe 20, 25 meetings already, to try and learn what our responsibilities, what are limitations are under the law and to meet people who are involved in running the Town of Queensbury as it exists and to look at where we want to go. Briefly, I think we have one major goal. That major goal is to invite input from the public on a ongoing basis. I'm not, and a meaningful input, I mean input, not just one liners telling us what we need but to help us find the answers to the problems we have in the Town of Queensbury. It's a complicated Town. We have long term planning that we need to do. We have alot of work to do. I can tell you the Town Board bogs down into detail so fast that it seldom gets that work done. We need your input, we need your help, we need your work. We need you to join us and we need to find as a Town a way to listen to you. I'm not sure we know all the answers to that but I'm sure we can find them together and we invite you into that process on an ongoing basis and I hope it goes on way beyond my life time. Beyond that, we've said, we want to adopt a good, stronger code of ethics. We have distributed to the press a proposed code of ethics. It's a 12 page document. It basically is copying a code of ethics that the Town of Wilton adopted. We've had conversation, Sue Goetz went and talked to officials there to get their input of how they saw the workings of that code. We are going to make it available through the Clerk's Office, you're welcome to read it and we'll start the process of adopting it. We want input informally first and then we'll have formal sessions and then we'll try adopt that code. I think it would be a good thing for the Town without a question. General goals, we'd like to bring the cost of government down. We'd like to avoid excesses, we'd like to save where we can. We know there are costs that we can't bring down. The costs of closing the Landfill is a major cost, it's a cost that will go on for years to come. We've seen estimates of a million and a half dollars a year for 3 years. We need to find any way we can to learn how to cut that costs and still effectively close it, but we also have a commit to close that landfill so we don't pollute ground water out in that area anymore. We need to do that on an ongoing basis. How we're going to fund it, I don't know. That's one of the tasks we're going to face but to start, let's cut costs any where we can and we're going to undertake a program to that effect. We would like to see a program develop in long term planning. The Town has to look at where it's going with it's water districts and it's sewer districts and what buildings it's going to build and what pathways it's going to set. Can we divorce people walking from the cars and vehicles? Can we find better ways to layout this Town so that 50 years from now, people are proud of it. I think we can and I think we're going to look for ways of doing that and there again, we want your input. Neighborhood by neighborhood, individuals, everybody. We need to develop a capital projects plan. Where are we going to get the money for doing all the long term things that we need to do? What things do we need to do? The citizens need to give input to that and we need to give input and together we've got to figure out what our priorities are and how we're going to fund these things. We all know that taxes are a problem. We, my gut feeling in finances is, don't borrow money if you can avoid it because you have to meet those obligations of borrowings in tough times. This Town basically runs off of sales tax revenue and when tough times come and you still have to meet those payments, it makes it doubly tough. If you can instead run surpluses and then dedicate those surpluses towards the capital projects plan that we put together. Then we don't have obligations to meet in tough times. In tough times you don't have a surplus, you just close it down a little bit. Generally speaking that's the way, that's the perimeters of what we're going to try and do as we've discussed between ourselves. Exactly how we do that, we'll have to see. It's a Board, the Board wants input and the Board will make up it's mind and the Board will rule. From the Supervisor's Office, we're making a change and there, it's really to accommodate citizen input. Kathleen Kathe is staying aboard as the Administrative Assistant and Lise Fuller is joining us as the Community Assistant. The three of us work with the Town Board, we administer the government. The three of us are going to work together with you and we're going to be kind of interchangeable in roles. You can contact any of us and we'll help you find answers. We'll help you research information. We want to open things up so you feel very comfortable to come here and find out anything you can. Have patience with us, we don't know how we're going to do it all but we're going to do it. We welcome your input and thank you very much for coming out. Now we've got a series of resolutions to formally adopt to get underway. I also open the floor to anyone else that would like to speak. COUNCILMAN CAIMANO well I think I'll take about 2 seconds to echo what you said Mike. Peter Druecker said rank does not confer privilege or give power, it imposes responsibility. If the 20 or so meetings that this group had in the last several weeks is a forerunner and I think they are, then this group is prepared for the responsibility and the hard work. However, it all rests with you. We are going to have regular meetings in the public. Coming up to this microphone, it strikes me as very intimidating to folks. So it's our intent, on at least a once, to quarter basis, to go out into the public, at the mall, fire houses, schools, where-ever and hold formal and informal meetings so that you won't feel quite so intimidated in having your say and it's your say that's going to make this Town run. The five of us don't have enough knowledge among all of us together, to be able to handle all the problems. So, well, it's with pride and humility that I look forward to working with these five people and the excellent professionals such as Darleen Dougher and Paul Naylor and Paul Dusek, it's with anticipation that I look forward to working with you, the Town people of Queensbury. COUNCILMAN GOETZ I would just like to acknowledge Ron Montesi who has represented Ward 2 in the Town of Queensbury. I want to thank you for the job and I hope to see you in government again but don't run against me. Here in this salary that's being set right now and that is, as it's set, is 10 percent less than last year and later on we'll be doing a general resolution of Town Employees and within that is another place where the Supervisor gets some money for being Budget Officer and there, in that one, we will also reduce it by 10 percent. Missita SUPERVISOR BRANDT -the only other thing I want to point out is that, there is a code of ethics proposed, it's a long document, it's just a little over 12 pages, 12 pages and about 2 sentences, that's going to be available at the Town Clerk's Office, anybody who wants a copy of it. I'd love it if you got into it and read it, it's a pretty stringent law and we're going to start a process right away to hold public hearings on it, probably we'll have an informal input session and then we'll set public hearings right away. So, that you know that's coming and you might as well prepare for it and give us your input early on that. SUPERVISOR BRANDT made the following proposal off the floor: RESOLUTION REGARDING TOWN POLICY FOR TOWN VEHICLES RESOLUTION NO. 28, 1992, Introduced by Mr. Michel Brandt who moved for its adoption, seconded by Mrs. Susan Goetz: That all vehicles of the Town General Administrative Offices and the Water Department be parked at their base of operation each at the end of work day each day and be left there until the employee needs them, to come in and pick them up.
