Duly adopted this 23rd day of March, 1992, by the following vote: AYES : Mrs. Goetz, Mr. Caimano, Mr. Tucker, Mr. Brandt NOES : None ABSENT: Mrs. Monahan Discussion held-It was noted that Mr. Hatin has been responsive to what the Board has asked him, and it was also noted that he had given the Board information and direction regarding laws that have to be adjusted... RESOLUTION ADJUSTING SALARY OF ZONING ADMINISTRATOR RESOLUTION NO.: 190,1992 INTRODUCED BY: Mr. Nick Caimano WHO MOVED ITS ADOPTION SECONDED BY: Mr. Michel Brandt WHEREAS, the Town Board of the Town of Queensbury desires to adjust the salary of the Zoning Administrator, NOW, THEREFORE, BE IT RESOLVED, that the salary for the position of Zoning Administrator for the year 1992 and retroactive to January 1, 1992 is $29,230 to be paid from Account #001-8010-1920. Duly adopted this 23rd day of March, 1992, by the following vote: AYES : Mr. Caimano, Mr. Tucker, Mr. Brandt NOES : Mrs. Goetz ABSENT: Mrs. Monahan Discussion held-Councilman Goetz-presented the Town Board with salaries of other Zoning Administrators in the area...! still have a problem with raising the salary for this position... Supervisor Brandt-Noted that Queensbury has the most intricate set of Zoning Laws in this region, the process of getting an approval for building in Queensbury is a burden both for us and for the people that are applying. The process is so difficult it takes extra effort to get through it, what we have done here is said to our Zoning Administrator that they should carry the approval process right through the approval, going to the Zoning Board of Appeals or going to the Planning Board and writing the necessary comments for the projects for those two boards, that is a lot of responsibility. We have to in this administration to really examine these laws and re- write them and try to make them simpler and perhaps at that time combine jobs and maybe get rid of jobs, but right now the reality is it is tough to get through that process for everybody including our people....Pat, like Dave Hatin has certainly worked hard to carry out everything we have asked of her, she has done very well at taking the change in direction and has been very positive about it, working very hard to accomplish what we are asking. From my view point I would just as well give her the reward as it was budgeted so it is not a cloud in her mind of what our commitment is to the proper accomplishment of that job. Councilman Goetz-My objection is not to do with her attitude, right from the beginning that salary was too high for the job and I did not like it being separated out on its own and I have not been convinced yet that the salary is not too high and I do not want to complicate something that I felt was a mistake to begin with. Councilman Tucker-...We are giving everybody in this department down there a chance to show us whether they can do this or not and if we don't bring the pay up like Mike says it leaves a cloud and it is not very long before we will be looking at a budget and then we will have a say, maybe we will want to combine both of these by the time Harry gets done, I do not know. Insurance) 005-9040-8040 (Worker's Comp Ins.) $ 18,500.00 Duly adopted this 23rd day of March, 1992, by the following vote: AYES : Mr. Tucker, Mrs. Goetz, Mr. Caimano, Mr. Brandt NOES : None ABSENT: Mrs. Monahan RESOLUTION AMENDING TOWN OF QUEENSBURY 1992 BUDGET REGARDING THE SPECIAL ASSIST ANT TO THE TOWN BOARD RESOLUTION NO.: 192,1992 INTRODUCED BY: Mr. Pliney Tucker WHO MOVED ITS ADOPTION SECONDED BY: Mr. Nick Caimano WHEREAS, the Town Board of the Town of Queensbury, by previous resolution, directed that the Director of Parks and Recreation be appointed a Special Assistant to the Town Board of the Town of Queensbury, and WHEREAS, the Town Board of the Town of Queensbury desires to establish a salary for the aforedescribed position, which the Director shall receive in lieu of and instead of his current salary, NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Queensbury hereby establishes an Account Title and Number for Special Assistant in the 1992 Town General Budget, to be known as Management Project, Account No. 001-1989-1002, and hereby further authorizes appropriations in said account in the sum of $7,000.00, with the source of funding to be from a transfer of funds from Account No. 001-8020- 1610, Assistant Planner, to the aforedescribed new budget account, and the 1992 Budget for the Town of Queensbury is hereby amended accordingly and the Town Supervisor is hereby authorized to make the transfer as indicated, and BE IT FURTHER, RESOLVED, that the Town Board of the Town of Queensbury hereby directs that the Special Assistant to the Town Board of the Town of Queensbury shall be paid a salary of $42,000.00 per annum, the same to be paid in increments and proportionately as earned from the date of appointment, and the same to be in lieu of any other salary previously authorized for the Director. RESOLUTION NO. 194,92 INTRODUCED BY: Mr. Nick Caimano WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Pliney Tucker WHEREAS, the Town Board of the Town of Queensbury is desirous of contracting with AJS Enterprises, Inc. for the furnishing of certain labor and material to modify and improve or shift the witness box, extend the judges box, add new chair treads and carpeting, etc., as more fully outlined in a proposal for the work furnished by AJS Enterprises, Inc., dated March 3,1992, and WHEREAS, it has been estimated that the cost of the public work proposed will not exceed the sum of $6,535.00, and WHEREAS, the Town Board of the Town of Queensbury has determined that this is an appropriate proposal and that it is not necessary to bid the same, and WHEREAS, a proposed contract for the public work has been presented at this meeting, NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby determines that the proposed action is a Type II action under SEQRA and, therefore, no further review is necessary, and BE IT FURTHER RESOLVED, that the Town Board of the Town of Queensbury hereby authorizes the Town Supervisor to execute the Contract, aforesaid, with AJS Enterprises, Inc. and further authorizes AJS Enterprises, Inc., upon execution of the Contract, to commence the work and complete the same in an expedient manner, and BE IT FURTHER RESOLVED, that payment for this project shall come from the 001-1620-2899-24 Account. Duly adopted this 23rd day of March, 1992, by the following vote: AYES : Mr. Tucker, Mrs. Goetz, Mr. Caimano, Mr. Brandt NOES : None ABSENT: Mrs. Monahan Discussion held regarding a proposed Local Law Amending Ethics Code to add a new paragraph prohibiting certain officers or employees or members of Boards of the Town of Queensbury from engaging in outside employment in real estate sales activities... it was the determination of the Town Board to hold this proposal until after the public hearing and passage of the Ethics Local Law. RESOLUTION REQUESTING ADVERTISEMENT RESOLUTION NO. 195,92 INTRODUCED BY: Mrs. Susan Goetz WHO MOVED ITS ADOPTION SECONDED BY: Mr. Pliney Tucker The Town Board hereby requests that a display ad be placed in the Glens Falls Post Star denoting the Public Hearing on the proposed Ethics Local Law, ad to be run the Wednesday before the public hearing and to be paid for from the Town Clerk's Advertisement Account not to exceed $100.00 Duly adopted this 23rd. day of March, 1992 by the following vote: AYES: Mrs. Goetz, Mr. Tucker, Mr. Brandt NOES; None ABSENT: Mrs. Monahan ABSTAIN: Mr. Caimano Discussion held regarding Sidewalks in the Town of Queensbury-Supervisor Brandt-noted that a system should be established showing when and where sidewalks should be placed...in other words a certain traffic study that should be done to document use of sidewalks, we need a standard... if the Town takes sidewalks on a general fund, only take them where needed... regarding maintenance I have spoken to Mr. Naylor and he would take care of sidewalks if the funds were provided... Councilman Goetz-noted sidewalk problems in Ward II...Ft Amherst, Garrison...Councilman Tucker discussed sidewalk districts...the people in the district pay for the sidewalks...Councilman Caimano-noted that the people on Dixon Road do not want sidewalks.. .Mrs. Bennett -spoke against sidewalks on Dixon Road... Supervisor Brandt -suggested the possibility of widening Dixon Road allowing walking and having the Highway Dept. plow the widen road...Councilman Tucker-Mr. Naylor has been contacted and he has come up with prices of widening the road, 34-35 thousand dollars...Councilman Caimano-suggested that neighborhood meetings be set up to discuss sidewalks... Supervisor Brandt-suggested that Councilman Goetz and Councilman Tucker contact the people in South Queensbury to get their feelings on sidewalks...Councilman Tucker-I would like to hear from the people in So. Queensbury first and then we could go town wide if we get a lot ofrequests...noted that he would get further information from Mr. Naylor regarding prices on basic maintenance of sidewalks.. . Discussion held on Street lights-Councilman Caimano-I asked about Street lights for Country Club, Gurney and Glenwood... questioned if traffic lights had been turned over to the Town, Lafayette and Meadowbrook...Supervisor Brandt-noted that he will have our representative on the County Level check with the DPW... RESOLUTION CALLING FOR EXECUTIVE SESSION RESOLUTION NO. 196,92 INTROUCED BY: Mr. Michel Brandt WHO MOVED ITS ADOPTION SECONDED BY: Mr. Nick Caimano RESOLVED, that the Town Board of the Town of Queensbury hereby moves into executive session to discussion personnel and litigation and potential litigation.
