DISCUSSION -
Mr. Charles Maine-Volunteer-Introduced himself noting that he was a technician with the Soil
Conservation Service-at the time designing ponds...then became a Soil Scientist with the Soil Conservation
Service for almost 30 years and now is retired...currently serving on the Warren County Soil-Water
Conservation Dist. Board working with the Soil Conservation Service Federal Agency...three alternatives:
1. dug out pond-water stays below ground level-(showed map)-raise the water level four feet more than
what it is now to get the pond almost to ground level...this would be the cheapest way to finish the pond
ofLnoted town equipment could be used to go around the edge of the pond and pull the slope back to get a
gradual slope on the bank, use the fill for landscaping...you may have to hire out the design work...no danm
involved...control water level with pipe...
Noted that he has an appointment with DEC to review the alternatives, they will come on site to view the
project.. .
2. simi-dug out pond-raise the bank a little higher to raise the water level... raise the water level more than
four feet...no structure, bring fill in ... 3. The originally planned dike- rough estimate of dike is 200,000 +
you still have to tear out the old dike and probably bring in new fill, lot of concrete work ...Rist Frost has
given estimates...still have to have design work done...discussed the probability of digging out the whole
area ...
Supervisor Brandt -Your thoughts on raising the water level if we can do it without going through a formal
danm structure and danm design and all of the approvals that have to go with that and the liabilities that go
with that and the enormous cost to bear that is attractive...! appreciate you using your expertise to tell us
what you have here and lets go the next step and have that meeting...noted that there have been some
people from Kamyr working on ideas, a lot of them parallel your ideas...
Councilman Caimano-Noted that there is a group that is heavy into the fact that this is a historic area...their
design incorporates a time line of history starting in the early 1700's to be used as a portion of the back drop
of this pond... described the proposal...
Councilman Goetz-All the plans that we have heard focus on what the people on Glenwood are going to be
looking at .... spoke on the concerns of Trout Unlimited...
Supervisor Brandt-Noted that at head end near Route 9 there needs to be a sediment trap...we will need to
speak to DOT....
Councilman Goetz-Spoke on the interest of volunteers doing some of the work ....
Mr. Maine-Spoke on the placing of a handicapped access area...
also noted that he felt that trout would survive in this pond...
Marilyn VanDyke-Town Historian Questioned what type of recreation is envisioned at this location...
Supervisor Brandt-Passive recreation...
Mr. Hansen-Dir. of Parks and Recreation-passive neighborhood park limited active recreation, more
fishing, animal, bird watching, picnicking, walking path, possible canoe or some type of boat activity...that
was the extent of it...
Marilyn VanDyke-Spoke on the history of the area...four historical periods, Military fortification, Saw Mill,
Brick Yard and Ice Pond...would like to inform the public on its historic past... This history department
would like to be involved in this project...
Mr. Maine-Noted that the meeting with DEC will be on April 14th at 9:00 a.m. at Hovey Pond...also
commented that he would like to meet with the neighbors to get as much information as he could before
meeting with DEC..
Mr. Maniacek-Questioned what the purpose of the committee is?
Councilman Tucker-To give input...
Councilman Caimano-Noted that he was not anxious for Mr. Maine to meet with the Hovey Pond
Committee until all proposals are in...
Supervisor Brandt-The Committee should meet any time it wants to and give input any time it wants too...
Mr. Maine-I think I would like to meet with the committee and tell them what I am doing, I do not want
them to feel that maybe I am going behind their back I would rather be up front with them, ... they may have
some good ideas I have not thought about...
Mrs. June Maniacek-Spoke to the Town Board regarding volunteers...picnic tables, landscaping,
maintenance of a park area, all these things free of charge...all these people should be taken seriously...
we will write down what we have for contributions to give to the Board...questioned if there was any
problem in moving an historic monument that is next to the gas station?
Mr. Hansen-Noted that he had looked into that, it is not an historic monument but an educational
monument it's history.
Mr. Eddy-Spoke to the Town Board, we want to have something that adds to the beauty of Queensbury for
the commercial and the residents and visitors to the community...
Supervisor Brandt-Noted that we want several ideas proposed for this site, with costs, and we are trying to
do that, what is critical is the meeting with ENCON on what the level of this water can be how high can it
be made before it triggers enormous expense that is the conversations that have to take place...
I will be at the meeting at Hovey Pond with ENCON...
