1992-06-10 SPECIAL TOWN BOARD MEETING JUNE 10, 1992 6:00 p.m. MTG. #60 RES.:325 TOWN BOARD MEMBERS Supervisor Michel Brandt Councilman Betty Monahan Councilman Susan Goetz Councilman Nick Caimano Town Attorney Paul Dusek TOWN BOARD MEMBERS ABSENT Councilman Pliney Tucker Supervisor Brandt -Opened the Meeting Discussion regarding Traffic Policy Supervisor Brandt -spoke to the Board regarding a meeting held on June 9th between the County Planning Board, Town Planning Board and Town Board regarding traffic...the consensus was made that there be a commitment by the Town of Queensbury to force internalization of traffic... RESOLUTION OF COMMITMENT TO TRAFFIC POLICY RESOLUTION NO.: 325, 1992 INTRODUCED BY: Mrs. Susan Goetz WHO MOVED ITS ADOPTION SECONDED BY: Mrs. Betty Monahan WHEREAS, the Town Board of the Town of Queensbury recognizes that, for some time now, there have been concerns about traffic congestion on Route 9, near the vicinity of Northway Exit 20 and Route 149, known as the Million Dollar Half Mile in the Town of Queensbury, and WHEREAS, most recently, a planned expansion of the Dexter Shoe Outlet Store adjacent to said Route 9, was rejected by the members of the Warren County Planning Board because of concerns about the aforesaid traffic congestion, and WHEREAS, the Planning Board for the Town of Queensbury voted in favor of the project, but lacked the necessary votes to override the County's concerns about the project, and WHEREAS, the Town Board of the Town of Queensbury views the failure of the Dexter Shoe Outlet to obtain the necessary approvals to expand as not specific to that particular project, but primarily to a greater concern of generalized traffic congestion on Route 9 in the general vicinity of its intersection with Route 149 and Exit 20 of the Northway, and WHEREAS, the Town Board of the Town of Queensbury recognizes that solutions to the traffic congestion are both long term and short term and must involve government officials at the local, county, and state levels, as well as cooperation among the businesses located on the aforesaid area of Route 9, and WHEREAS, the Town Board of the Town of Queensbury recognizes that any solutions from the State of New York will take some time, but also recognizes that there are measures that can and have to be taken, which, in the short term, will be significant in alleviating traffic concern issues that are currently and may in the near future, effect the approval of any project in the aforesaid vicinity of Route 9 and Route 149, and WHEREAS, the Town Board of the Town of Queensbury is desirous of committing the Town to a course of action to address the aforesaid traffic concerns at the Town government level, and, to the extent possible or practical, in a manner consistent with whatever traffic plans may be made in the future for the area, to allow continued growth and expansion in the area of Route 9 and Route 149 in the Town of Queensbury, NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Queensbury hereby states its commitment to a planning policy for the Town of Queensbury which would require the internalization of traffic by the interconnection of parking lots among adjoining businesses in areas such as those that exist in that area of Town known as the "Million Dollar Half Mile" on Route 9, where many factory outlet stores and other types of businesses are located, and BE IT FURTHER, RESOLVED, that the Town Board of the Town of Queensbury hereby recognizes this policy as consistent with the Master Plan that was developed for the Town of Queensbury which generally encourages the internalization of traffic flows and the elimination of road cuts whenever possible, and BE IT FURTHER, RESOLVED, that the Town Board of the Town of Queensbury hereby states its commitment to take such action and do such things as may be necessary to amend its Zoning Ordinances or adopt such laws as may be necessary to provide for internalization of traffic flow as suggested hereinabove, and BE IT FURTHER, RESOLVED, that the Town Board of the Town of Queensbury hereby authorizes and directs the Town Supervisor to provide a copy of this resolution to the Planning Board of the Town of Queensbury, and hereby encourages the Planning Board to take such action, whenever practical, to encourage the internalization of traffic to the extent possible under the current Town Zoning Ordinance, laws, and rules, and BE IT FURTHER, RESOLVED, that the Town Board of the Town of Queensbury also recognizes the value ofa task force study that was completed by representatives of businesses which made several important and valuable suggestions to further alleviate traffic congestion in that area of Route 9 between its intersection with Route 149 and Northway Exit 20, and the Town Board hereby states its commitment to studying, and, when the same are workable for all levels of government and businesses, undertaking to implement the same and encouraging private business to also participate in the development of the solutions to alleviate the aforesaid traffic congestion. Duly adopted this 10th day of June, 1992, by the following vote: AYES Mrs. Monahan, Mrs. Goetz, Mr. Caimano, Mr. Brandt NOES None ABSENT: Mr. Tucker Councilman Caimano- I will say this for the record since I was not there last night, I feel very strongly that we should not interfere in any of the Boards however, we should supply the leadership and we do make the laws and that comes from here. What was bothersome out of the last meeting and I said something about it was this idea that came out of the Planning Board that we aren't going to do anything until we have this master plan come from the State. That is not their charter, we have laws and boards to facilitate our public not to put road blocks, and I hope everybody understands that. Councilman Monahan-I think that was the tenor of the meeting...we recognized the problems, we started looking for solutions... Supervisor Brandt -Basically here is a Town Board we are committing ourselves to a principal of planning to force a solution... Discussion held regarding Farmers Market... Town Clerk Darleen Dougher- notified the Town Board that McDonalds of Exit 18 would like to hold a Farmers Market...it was the consensus of the Board that we do not have the policies or procedures in place yet for Farmers Market and we are working on it...
