DISCUSSION HELD REGARDING THE ACCEPTANCE OF LAKE GEORGE SLUDGE AT THE
QUEENSBURY /GLENS FALLS LANDFILL
Supervisor Brandt-We have completed the test on ten loads and the results are fine the Village of Lake
George has requested that we give them permission to continue dumping their sludge product at the
landfil1...Councilman Monahan-questioned the amount that will be brought to the landfil1...Supervisor
Brandt-a total of 100 loads for this year...Councilman Monahan-Will this be drawn only in the
summer... Supervisor Brandt -Yes
RESOLUTION AMENDING LANDFILL USER AGEEMENT REGARDING SEWER SLUDGE,
BETWEEN THE TOWN OF QUEENSBURY AND THE VILLAGE OF LAKE GEORGE
RESOLUTION NO. 354, 92

WHEREAS, there is an agreement between the Town of Queensbury and the Village of Lake George for
the disposal of up to ten truckloads of sewer sludge at the Town of Queensbury Landfill on Ridge Road,
and
WHEREAS, the Village of Lake George has agreed to the terms of the Landfill User Agreement dated June
2, 1992, and
WHEREAS, the Village of Lake George has requested the Town of Queensbury to accept additional
truckloads of sewer sludge
NOW, THEREFORE BE IT
RESOLVED, that the Town of Queensbury hereby agrees to amend the afore mentioned agreement dated
June 2, 1992, and will accept up to 100 truckloads of sludge.

RESOLUTION RATIFYING CREATION OF POSITION AND APPOINTMENT
RESOLUTION NO. 355, 92

WHO MOVED FOR IT'S ADOPTION,
SECONDED BY: Mr. Michel Brandt
WHEREAS, the Town Board of the Town of Queensbury is looking at reorganization of it's
administrative system, and
WHEREAS, the Town Board of the Town of Queensbury has seen the need for the coordination
of the Planning, Zoning and Building functions, and
WHEREAS, the Town Board has acted to create the position and appoint Mr. Parisi to the position
and has been advised by the Town Attorney that the actions of the Board were with out legal effect,
NOW, THEREFORE BE IT
RESOLVED, that the Town Board of the Town of Queensbury hereby ratifies creating the
position of Executive Director of Planning, Zoning and Code Enforcement, and
BE IT FURTHER
RESOLVED, that the appointment of Robert M. Parisi is hereby ratified effective Monday, June
29th, 1992, and
BE IT FURTHER
RESOLVED, that Mr. Parisi will serve a six month provisional period which will end on
December 31st, 1992, and
BE IT FURTHER
RESOLVED, that Mr. Parisi during his provisional period will be paid an annual salary at the rate
of $38,000, prorated; and upon successful completion of the provisional term, Mr. Parisi will be paid an
annual salary of $40,000.

PRESENTATION BY THE MICHAELS GROUP-Proposed PUD HUDSON POINT
for the Niagara Mohawk off Exit 18 on Sherman Island Road, the Planning team is comprised of the
Michaels Group as the project sponsor, and Saratoga Associates Mr. Allen Oppenheim with the Michaels
Group spoke to the Town Board regarding modifications of the plan ... the number of acres has been
reduced to 307 acres for the project ... the project still includes 166 units... described a change (using a
map) in the traffic patterns...second access along Foothills Drive along with the access off Sherman
Island...noted that the residents of the area have been contacted to view the plans and solicited
comments...Mr. Rob Southerland of Saratoga Associates spoke to the Board on open space, public parks
and a public trail system...described the single family housing, townhouses and estate lots... Councilman
Monahan-asked what type of septic system were being proposed.. .Mr. Oppenheim-seperate
systems... Supervisor Brandt-this should be sent to the Qsby. Planning Board for thier review and
recommendation on July 6th...Discussion held which Board would be Lead Agent-it was the decision of the
Town Board to be Lead Agent...

Joint meeting between the Queensbury Town Board, Zoning Board and Planning Board...
Discussion held -Supervisor Brandt-opened the discussion hoping for an open dialog between the various
boards...noted that he has heard from the public that the approval process is too complicated and not cost
effective...! am concerned that when we created the position of Zoning Administrator which I did not
create, there was some controversy with that position and that controversy has carried off into the decisions
of that administrator...the problem is that it makes the Zoning Board of Appeals intrepreting the ordinance
basically legislating,! see the Town Board as the legislating Board I think its rightfull responsibility is to
legislate, are there other mechanism we can use that can avoid confusion, can simpify the
process... Councilman Caimano-also heard from the public how difficult it was to get through the
process...this is the legislative body and we should do something to change that, once we get into the
situation where we break down the rules and regulations and decide to abide by only those rules which we
like or do not like then that is called anarchy and we cannot do that, we have to set the tone of changing
those laws...we have taken a first step in hiring Mr. Parisi as Executive Director...Councilman Goetz-I think
the Zoning Board of Appeals jurisdiction is to intrepret and they are doing their job if they see problems
they can send memo's to the Town Board to make some zoning changes and we are in the process of that,
we have a zoning revision committee going...! think a lot of the problems is going to be solved by the
appointment of our new Executive Director...
