Supervisor Brandt opened meeting. Discussion held on the proposed Warren County Sewer District. The
following resolution was proposed by the Town Board.
RESOLUTION RELATIVE TO PROPOSED
WARREN COUNTY SEWER DISTRICT
RESOLUTION NO. 399,92

WHO MOVED FOR ITS ADOPTION
SECONDED BY: Mr. Nick Caimano
WHEREAS, four members of the current Town Board, including the Supervisor, were newly elected to
take office January 1, 1992 and,
WHEREAS, the Draft Environmental Impact Statement for the proposed Warren County Sewer District
was submitted in September of 1990, and
WHEREAS, it has come to our attention that there are potential flaws in the DEIS which have not been
properly addressed,
NOW, THEREFORE, BE IT
RESOLVED, that the Town Board of the Town of Queensbury would like to go on record with the
recommendation that the Warren County Sewer project exclude the North Queensbury Sewer System as
proposed, and
BE IT FURTHER
RESOLVED, that the Town Board is in support of the balance of the Warren County Sewer project.

Discussion Held Before Vote
Supervisor Brandt-Noted to residents of the Pickle Hill Road area that he has had discussion on the County
level regarding possibilities that the environmental impact statement has a flaw and will bring this up on the
county level at the appropriate time.
John Salvadore-Noted that the recommendations from the EIS haven't been enforced since 1983.
Supervisor Brandt-Stated that the Town government will express themselves strongly here.
Councilman Monahan-Noted that she will be picking a copy up at the County of the EIS so that it can be
studied and studied by the Planning Department. Has asked for a list of all the involved agencies that were
contacted. Noted that she would like to see the wording changed to say, that we are completely opposed to
having a treatment plant or basins to be placed in the Pickle Hill area.
Councilman Tucker-Noted that from the phone calls he has received that the people would like to be
excluded from the sewer system the way it is proposed at the present moment.
Councilman Monahan-Noted that the Pickle Hill area is not in the proposed sewer district. Stated this
should be worded in a way that leaves the Town as a player if the grant comes, but to also protect the Pickle
Hill area from having to accept anything in their area.
Unknown-Questioned the Board if they can't be hooked up to the sewer than why does it have to go on
their land?
Councilman Monahan-Noted that this needs to be looked at again.
Unknown-Stated a processing plant still has to go around the lake. Noted if this was pumped to Glens Falls
that the result would be the same.
Councilman Monahan-Noted that something should be added to the resolution excluding that area.
Dick Merrill-Pickle Hill, Queensbury. Noted the resolution as written proposes to exclude the North
Queensbury Sewer System as a whole from the proposal. Stated that the residents concern is that they want
to be excluded from the entire project.
Councilman Monahan-People in the lake area have some say in this also. If a grant should come the Town
the Town would want to stay in as a player for the people on the lake itself, but keep it out of the Pickle
Hill area.
Mr. Merrill-Stated that the resolution should be phrased very carefully.
Unknown-Questioned the possibility of phrasing it to have the SEQRA plan within the perimeter within the
boundaries of the North Queensbury Sewer District.
Unknown-Agreed. Noted neighborhood could be interpreted to mean that Pickle Hill is within the
neighborhood. Instead of making reference to the neighborhood it should be neighborhood within the
bounds of the North Queensbury area being served.
Supervisor Brandt -Or the proposed service area.
Supervisor Brandt -Modified to incorporate the construction of neighborhood systems located within the
bounds of the proposed service area.
Councilman Monahan-Noted its should include the proposed sewer district.
Mr. Salvadore-Spoke to the Board concerning the Draft Environmental Impact Statement and the status of
this proposed project.
Councilman Monahan-Questioned if there was anything in the Draft Environmental statement that would
lead people to believe that the hardware for the system would be done outside the sewer district?
Mr. Salvadore-Yes. Noted that it is in Exhibit 64-1, which shows the collection system for North
Queensbury as well as the treatment and the discharge structure at the corner of Pickle Hill Road.
Unknown-Asked Mr. Salvadore if he is protesting this move?
Mr. Salvadore-Yes.
Unknown-Asked if he is requiring that a supplemental statement be prepared because of the significant
change in the design concept?
Mr. Salvadore-Yes. Noted he had received an answer to his letter today noting they will be turning the
comment over to Clough Harbour.
Unknown-Stated that he feels in the final analysis that the people in the Pickle Hill area will receive both
the treatment plant as well the disposal field.
Unknown-Asked if any problems were found with the engineering statement?
Unknown-Noted that the people in the room asked a lot of good questions.
Unknown-Noted that she doesn't see how this wouldn't cause an environmental impact with the amount of
effluent going into the area.
Unknown-Noted the engineers from Clough Harbour do not feel that this would be a problem.
Mr. Salvadore-Noted that you always impact the environment when something is done like this, the idea is
to minimize the problem.
Unknown- Stated he disputes some of the information Clough Harbour gave out at the last meeting.
Mr. Salvadore-Stated there is no ability for the public to have input into the process at this time.
Unknown-Asked if the record on this is closed?
Mr. Salvadore-Yes.
Unknown-Stated that the residents need to rely on their elected officials to employ whatever techniques that
they feel are appropriate to try to overturn this.
Mr. Salvadore-Stated that he is not convinced that they need the sewer system at all, noted this is the point
they should addressed.
Unknown-Questioned if it's a SEQRA requirement that DEC be contacted?
Councilman Monahan-Involved agencies.
Councilman Caimano-Noted it's a requirement.
Dick Sage, Citizens Advisory Environmental Committee-Spoke to the Board in opposition of a sewer
system. Stated the environmental impact on the Town of Queensbury with the sewer system would be far
greater than not having any sewer system. The committee has recommended that the Town of Queensbury
not go along with the sewer system from an environmental point alone.
Charlie Adamson-Stated there is no need for a sewer on the east side until the west side is taken care of.
Supervisor Brandt-Noted that there is evidence of this in the inspections that have been done along the lake.
Mr. Adamson-Stated there should be strict inspections done annually.
Councilman Monahan-Asked if the grant from the county level was restricted just to looking at septic
systems and sewer systems or could it have been used to solve the problems of runoff also?
Mr. Adamson-Noted it was to update the EIS and to come up with the technical requirements to get money,
but restricted to sewers.
Councilman Caimano-Possibly include in the Resolved, portion of the resolution that because of these
flaws we ask that it be reopened, to be stopped where it is, and follow through with the reopening of the
SEQRA review.
Unknown-Noted that this is farther along than what residents realize, hoping to find something that was
done illegal.
Unknown-Spoke in opposition of the project.
Councilman Caimano-Stated to put in the resolution under the resolved clause that the North Queensbury
section be stopped.
Supervisor Brandt-But, later on say, that the Town Board is in support of the balance of the Warren County
Sewer Project. To put in the resolution under resolved, that the Town Board of the Town of Queensbury
would like to go on record with the recommendation that the Warren County Sewer Project exclude the
North Queensbury Sewer System as proposed. Then Be it further resolved, that the Town Board is in
support of the balance of the Warren County Sewer Project.
Residents of Pickle Hill Road-Agreed to the proposed language in the resolution.
Councilman Monahan-Recommended the possibility of the Town Attorney researching a local law
regarding this matter.
Supervisor Brandt-Stated if the need arise the Board could research that possibility, but for now to let it run
it's course.
Mr. Merrill-In support of Councilman Monahan proposal for a local law regarding this.
Unknown-Thanked the Town Board for their support. Questioned how long it would take for Warren
County to react on the proposed resolution?
Supervisor Brandt-Noted he is in communication with Warren County. Recommended that the residents of
the area also be in communication with the Warren County Supervisors regarding this matter.
Councilman Monahan-Recommended that a copy be forwarded to everyone of the County representatives.
Unknown-Spoke to the Board noting strong opposition regarding this project.
Unknown-Recommended that the Board contact Congressman Gerald Solomon asking him to attend a
Town Board meeting regarding this matter.

RESOLUTION ABOLISHING FULL-TIME ZONING ADMINISTRATOR POSITION
RESOLUTION NO. 400, 1992

WHEREAS, the Town Board of the Town of Queensbury is currently reorganizing the Planning,
Zoning and Building & Codes Departments, and, as part of that reorganization, has decided to eliminate the
full-time position of Zoning Administrator and assign the duties and responsibilities of the same to another
Department Head, who shall, in addition to all other duties and responsibilities previously assigned thereto,
act as the Zoning Administrator for the Town of Queensbury,
NOW, THEREFORE, BE IT
RESOLVED, that the Town Board of the Town of Queensbury hereby abolishes the position of
full-time Zoning Administrator for the Town of Queensbury, and
BE IT FURTHER,
RESOLVED, that the Town Board of the Town of Queensbury hereby assigns the duties,
responsibilities and authority of Zoning Administrator to Robert M. Parisi, Executive Director, such duties,
responsibilities and authority to be undertaken and exercised in addition to all previous duties and
responsibilities assigned to the position of Executive Director. There shall be no additional compensation
for this assignment.

WHEREAS, the Department of Building & Grounds has requested a transfer of funds for the 1992

RESOLUTION NO. 403, 92

WHEREAS, the Town Board of the Town of Queensbury is interested in reviewing its insurance policies
and the cost of providing coverage, and
WHEREAS, the Town of Queensbury would like to request proposals for insurance next year, and
WHEREAS, the Town of Queensbury would like assistance in preparing its request for proposals,
NOW, THEREFORE, BE IT
RESOLVED, that the Town Board of the Town of Queensbury hereby authorizes the Town Supervisor to
solicit requests for proposals from insurance consultants to review the Town's policies and develop written
specifications to facilitate an orderly request for uniform, competitive proposals from insurance agents,
brokers, insurers and other insurance vendors.
BE IT FURTHER
RESOLVED, that the Town Board would like the firm to design the specifications package, analyze the
proposals received, and make recommendations of the best qualified proposal. Should the Town Board
approve the aforementioned proposal, the cost would be paid from account #001-1345-4400.
