1.0 PLASTIC BOAT RACE
Supervisor Champagne-Announced the first item on the agenda-Plastic Boat Race has been withdrawn...
2.0 HIGHWAY GARAGE
Supervisor Champagne-Mr. Brault had planned on having other engineers take a look at the Highway
Garage, they are not complete as far as their proposals.
Councilman Monahan-Noted that these are confidential proposals and not to be discussed.
3.0 TOWN BOARD MANAGEMENT COUNCIL
Supervisor Champagne-Spoke to the Board regarding the proposal, noted he had added Mike Shaw to the
proposed council...
Councilman Pulver-First concern, I am not sure are they supposed to represent me?
Supervisor Champagne-Yes.
Councilman Pulver-No. I am going to represent my constituents and myself so I do not understand. Assist
in setting future direction for the Town, I believe that is the Town Board's job to do. Identify problems,
that is the Town Board's job. Resolve problems if there are problems within the departments, yes they
should be brought in to help to resolve those problems. Recommend Town Board policy, I see the
committees which are Town Board Members that have meetings with departments making
recommendations to the Town Board on certain things but I do not see this group doing it. Study Town
Government and efficiency and effectiveness I think there is room for input from this advisory group.
Assist in developing leadership programs within the departments I think yes, they should have a lot of input
in that. Assist in developing and evaluation program under some Town Board guidance I can see that...
Supervisor Champagne-This would be an in house advisory group, a team of seven or eight people that I
would meet with on a by monthly basis to discuss in house problems. Becoming involved in Town Board
affairs is not the providence of this committee.
Councilman Monahan-Questioned, what is an example of the problems that you would be putting through
this committee.
Supervisor Champagne-Looking at the re-organization plan...it is really asking those that are at the
operational level how this impacts on their operations.
Councilman Monahan-Noted if a department had solved management type problems they should be
shared...concerned on how this is defined, I want to see a definition of it. Future direction of the Town is
the Town Board.
Supervisor Champagne-I get the feeling on your behalf that we are trying to usurp the power and the duties
of the Town Board that is not in anyway what the proposal is all about. I would hope to have Betty and
Carol sit down and more carefully define this...what I am looking for is a working committee that we can
designate specific problems that deal primarily with in house operations...! do not want a Fred Champagne
committee but a Town Board endorsed council that we can get some thing done thorough.
Councilman Monahan-Maybe we should start at Town Board workshops and discuss where does the
elected Officials think this Town ought to be....We have to set direction policy...
Supervisor Champagne-We will set a workshop up for this.
Councilman Wiswall-I do not like the name..requested that the title be changed...
4.0 MINING GRAVEL AT LANDFILL - MCLAUGHLIN
Supervisor Champagne-We are trying to come up with a resolution that allows Mr. McLaughlin to continue
mining on his side while we continue on our side there has to be a bank there fifty feet or more...
Highway Supt. Paul Naylor-Requested a zero lot line...! recommended that we buy the whole hill...
Supervisor Champagne-I have spoken with Mr. McLaughlin he is not interested in selling.
Attorney Dusek-Proposed to enter into an agreement that both parties could take their respective gravel up
to whatever the boundary line is.... the agreement would estimate the total amount of material that is there
and where you are going to zero out to, then have measurements taken at regular intervals as the thing starts
to collapse so you can see how much is falling on each side. The idea is to get both parties to the same
amount you would have had you had the magical line there. It would seem to me that you would need an
agreement to provide that each party can go on each others property and get what is their's and have regular
measurements taken, before that you need a surveyor or engineer to assist in identifying what is there and
also giving input as to what should be in that agreement so the Town is protected.
Councilman Monahan-Also requested that DEC be contacted first to see if this can be done...
Attorney Dusek-requested a copy of the mining permit to review...
Step 1. Check with DEC Step 2. Providing permit is ok, get a surveyor on board to work with us Step 3.

Councilman Monahan-If the permit isn't ok, I would say the next step would be to go to DEC to amend
that...
Supervisor Champagne-Requested that Attorney Dusek contact DEC on this...
5.0 WESTERN AVENUE LIGHTING
Discussion held regarding a situation found by Mr. Laake where on Western Avenue there are lights placed
lighting up Western Avenue not a Town Road, a City street...this appears to be charged to the West Glens
Falls Lighting District...question was raised regarding the property line between the City and the Town, Mr.
Naylor recommended that the Town have it surveyed...Attorney Dusek-noted the law says you put in lights
for the illumination of Streets and Highways in said district, technically that street is not in the district, we
could make a case to say we are not going to pay to have those lights there any more and when you do that
it would be up to the city whether they want to put them in or not. If they don't, you would have to be ready
to accept the fact that there is not going to be any street lights through there. Councilman Monahan-It cost
$500.00 per year to light Western Avenue. Attorney Dusek-That is my understanding from Mr. Laake.
Supervisor Champagne-It is my opinion that we leave the lights where they are. Councilman Monahan-
Asked that the Supervisor check with a surveyor and have Mr. Naylor give him a list of the muddy streets
and get at price on what it would cost to survey them...
6.0 BAY ROAD SEWER
Mr. Mike Shaw-Director of Wastewater-presented to the Board a report dated 4-4-94 on the proposed Bay
Road Sewer District... (on file) Took two reports, one by Kestner Engineer in 1989 on the whole Bay Road
corridor and another report on a smaller portion done in 1993 Rist Frost Associates to formulate the
report.. . Sewering Bay Road from the northern most corridor of Cedar Court Area to the Office Building,
down Bay Road the southern most border would be Cronin Road, basically the Quaker Road Sewer Dist.
and the dance studio on the other side. In doing this piece it would be accomplished by gravity flow 12"
line on the west side to Mr. Passarelli Subdivision, at that point it would go across the road the west side of
the road a lift station would be installed and pump it to approximately Lupo's and from there it would
gravity feed into the corner of Cronin and Bay Road that portion would flow to down Cronin to
Meadowbrook Road down to Meadowbrook pump station and then pumped to the City for treatment.
Walker Lane would be gravity flow into a 12" main, Bayberry Court and drive would be all grinder
stations. Cost estimates From Cronin Road North to Town Office Building both sides of the road 2.8
million From Cronin Road north to A.e.e. on est side and on the west side to 61-7-5.1 Canterbury Woods.
2.3 million From Cronin Road north to A.e.e. only on east side 1 million...also in the projected costs it
would be necessary to buy into the Glens Falls Treatment Plant currently $1.00 per gallon a one time buy in
fee, amounts to be established. Meadowbrook Pump Station has a capacity of 400,000 gallons a day, it
could be upgraded to 770,000 a day, at a cost of $50,000 for pumps and motors and $195,000 for an
extension of the force main from Bay and Sanford to Glen Street, this would be necessary because of the
limit of the current discharge point of 400,000 G.P.D. It has been estimated the total build out of this area
to be 875,000 G.P.D. the Meadowbrook station could not handle that kind of capacity so there has to be
alternative discharge points. That was not addressed in the engineering report, we have to look at that as a
future cost. Meadowbrook Pump Station Capacity A. Current capacity 400,000 B. Current average
daily flow is 300,000 G.P.D. approximately 200 commercial vacant acres in the Quaker Road Sewer Dist.
C. Upgrade capacity 770,000 G.P.D. Capacity Rights to Meadowbrook Pump Station A. Central Qsby.
Quaker Road Sewer Dist. 400,000 G.P.D. Hiland Park Sewer 180,000 G.P.D. Hiland Park Option
100,000 Estimate for Bay Road of 50,000 G.P.D. the total comes to 730,000 just under capacity of the
pump station. User Fees- 20 year bonds at 6% using the current benefit tax system:

Councilman Monahan-Questioned if the condo's on the golf course were factored in.
Director of Wastewater Mr. Shaw-That has been factored in...noted they would go in the Qkr. Road Sewer
Dist.
Executive Director Martin-The whole front 9 of the Golf Course approximately 70 acres, all the
development rights have been used on that.
Director of Wastewater Mr. Shaw-Issues that are a problem... the capacity of the City, at Bay and
Sanford..as I have talked to Don Coalts they will not accept 400,000 a day from the Town of Queensbury,
in the past Mr. Bowen has said that he had an engineering firm that studied that area and indicated that the
flows could be higher there, that is something the Town should move ahead and verify. The Town Board
will have to decide if they are going to do a phase approach or the whole district...
Councilman Monahan-Questioned the commitment to Valente for his project...
Discussion held regarding immediate need, mentioned ACC and Canterbury Woods...Councilman Pulver-
Questioned if anyone has asked for sewers in this area? Executive Director Martin-Old Coach Manor,
Canterbury Wood have been the two prime areas and naturally Mr. Passarelli is very concerned. Valente is
a different situation he wants the sewers but not right away...
Councilman Monahan-Questioned if there has been a scenario done of cost from Canterbury W oods/ A C. e.
Director of Wastewater Mr. Shaw-That has not been done....1ook at the immediate area sizing the pipe and
the wetwell so we can in the future take care of the whole district... Councilman Monahan-Questioned the
area along ACC and Fergusons is an area of rock and water, that will have a bearing on costs.. .Director of
Wastewater Mr. Shaw-Noted on Ae.e. property under the present conditions is considered commercial
property, suggested that another class be created such as non-profit schools and charge them 3 points per
acre and water usage...
Supervisor Champagne-If the Town Board feels we should proceed ahead, ACC does not have a lot of time
to make the decision which way they are going to go, it would be my opinion that we hire an engineer and
do a map, plan and report, secondly if we have to expand and go down in some other direction in order to
get around Meadowbrook pump station in case we have to re-route this, there is some other costs, it seems
that we need a professional to take a look at it. Spoke to the Board regarding proposed new developments
on Bay Road, who would be looking for sewers.
Councilman Pulver-I think we should start a dialogue with ACC so they are not out doing their thing and
we are not out doing our thing and we find out our minds are going in a different direction rather than the
same direction...
Supervisor Champagne-I have spoken with them.
Executive Director Martin-I would recommend that you piggy back with this, is that you begin looking in
to the long term expansion as well, like another point of access you might want to consider, a scenario
might be taking a line down the old railroad bed that the county purchased for the bike path, before that
gets put in there, this is only in terms of sewer planning a short term band-aid approach here, the
Meadowbrook pumping station is a lurking problem there.
Councilman Monahan-Questioned the capacity that Ciba Geigy had...
if there is any available?
Supervisor Champagne-My suggestion is that next week at a regular meeting we will have a resolution that
allows us to solicit proposals from engineers...
Supervisor Champagne, Mike Shaw and Jim Martin will write up a draft scope of services for the Board to
reVIew...
ANNOUNCEMENTS
Supervisor Champagne-Tomorrow evening there will be a meeting between the Town Board, Ethics Board
and Ethics Council 7:00 P.M.
Councilman Monahan-Their policy and procedures for conducting their meeting I cannot find anything, I
do not think they are complying with the Freedom of Information, I do not see any publication for their
meetings, I do not see any minutes.
Supervisor Champagne-Handed out copies of the purchasing procedures to the Board members for review.
Councilman Pulver-Announced that there is a member short on the Board of Assessment Review, the
Board must take action soon on this appointment. Questioned if another ad should be run in the paper for
this placement?
Supervisor Champagne-We will get another article in the paper.
Councilman Pulver-I would like to add to our workshop agenda's committee reports...minutes could be
passed out...
Requested more workshops, during the week...
Questioned what was being done on the Dog Census...
Executive Director Martin-Noted that the Town Clerk, DCO and myself will be meeting thursday to go
over the qualifications for a census taker...
Councilman Pulver-I will have an executive session matter.
Councilman Monahan-Questioned why the light on the corner of Bay and Dream Lake Road has not been
placed...requested that the Town Clerk look into this...
Brought to the Board's attention the article about the rabid animal on Meadowbrook that the guy had to
shoot and the letter we got in our box I want the people to think about that. On Meadowbrook they did not
have time to call someone in with a gun.
Councilman Dr. R. George Wiswall-Spoke to the Board regarding the rabid raccoon biting the cow, a
Doctor from Granville handled the situation, he sent the head to Albany for analysis...
DISCUSSION REGARDING RAINVILLE AVENUE
Highway Supt. Paul H. Naylor-We have a drainage problem in So. Qsby. need a resolution to go in and
lower the water so it does not cause problems with the foundations or houses down there. Noted there has
been problems in this area last four to five years....We are trying to work with the State and County and
hopefully we may have an answer to the situation.
Supervisor Champagne-Noted he and Dr. Wiswall have seen the site...questioned resident if any of the
water had reseeded at all?
Ron -It is starting to go down but if it rains again it will go back up again, there is no control on it...back
in 44 or 43 there was a proposal to put in a drainage pipe, we do not know if it was done...We do not
understand why it has been working all these years and now all of a sudden it is not.
Supervisor Champagne-What is your plan of action?
Highway Supt. Naylor-I want to go down there with a couple of pumps the first thing in the morning and
try and draw the heft of it off hopefully a couple of ...pumps will catch up...
If we do not get the answers back from Warren County which we are all researching, if we can get the
answers we are looking for, if the pipe is there and it is a Town Road and we can prove that, we have a
resolution through Darleen's Office but we do not have a deed, if we had a deed to give us the parameters
of what we own then there is no problem of me going in there and acting, and try and find the pipe. Our
problem is that it may be a road by use which limits my rights, why I need your support is to do it now, if
we find out later after our research is done it is a Town Road then I have it made if we don't now we are
covered by this resolution to let us do what we want to do.

and pump it to a location to be determined by the Highway Superintendent.

Mr. John Salvadore-To follow up on my question last week concerning the tax base for the Town Fire
Districts?
Supervisor Champagne-Noted he had not gotten to it as ofyet...! apologize...
Councilman Dr. R. George Wiswall-Re: Dog Enumeration, gave figures on dog licensing and
impoundment ... to Mr. Salvadore...
Mr. Salvadore-There should be no burden on the taxpayer for this activity...user fee, if you have a dog you
pay for the tag and the fee takes care of the control...we have gotten into a situation by not being attentive,
the fee is very low, we do not have enough of a base, we have not counted the dogs and the taxpayers end
up with ...dog control and now we are going to hire another person to enumerate, that is what bothers me.
Councilman Dr. R. George Wiswall-It bothers me and that is the reason we are after it...
Councilman Monahan-Noted there is a seminar on conservation easements in Saratoga Springs...noted she
went to the lecture by Kunsler will be speaking in Lake George at the Farm Land Trust, would like to see
Town Board and Planning and Zoning Board members and Conservation Landuse people attend the
lecture.. .
Councilman Dr. R. George Wiswall-Spoke to the Board regarding a contract between the City of Glens
Falls and Qsby. on animal control for weekend emergencies...Charlie Warner would be paid for four hours
at a rate of $23.00 an hour....Ms. Kimble would be paid for two hours at $15.00 per hour the difference
being the union...noted Mr. Warner has quit as Humane Officer for Warren County...! am not ready to
present the contract to the Board...
DISCUSSION REGARDING CONTRACT FOR WATER VILLAGE OF HUDSON FALLS
Attorney Dusek-Discussed the Village of Hudson Falls draft water contract with the Town Board this calls
for the Village of Hudson Falls to pay toward the complete expansion costs of the plant, the water tower,
the whole cost of the plant expansion. If the plant expansion produces 15 millions of water and they have
got a million they will pay one fifteenth of the total cost. Councilman Monahan-Questioned the value of the
tank to them?
Attorney Dusek-The argument that Ralph gave me was that it was all part of the expansion and with the
service to Hudson Falls we will need additional reserve capacity ofwater...Ten cents per thousand gallons
for transportation costs they will pay their pro-rata share of the O&M Budget for just the plant afterwords.
So you have an up front plant expansion cost, then after that the O&M of just the plant plus ten cents per
thousand gallons transmission cost. The Village of Hudson Falls is waiting to view the
contract... Councilman Monahan-Requested that O'Brien and Gere view the document...questioned the ten
cents per thousand gallons... Supervisor Champagne-Requested a meeting with Ralph VanDusen,
Councilman Monahan and the Attorney and review the document before it goes out to Hudson Falls...
Councilman Dr. R. George Wiswall-Reported that the Fire Truck has been ordered.
