WORKSHOP
Supervisor Fred Champagne-Called Meeting to order.
Requested that Historian Marilyn VanDyke give her presentation to the Town Board
Mrs. Marilyn VanDyke-Spoke to the Town Board in regard to obtaining a $4,940 Grant through the New
York State Council on the Arts for resource survey of Barns and Outbuildings in the Town of
Queensbury.(Gave hand out describing project) Noted in 1875 there were 234 farms in the Town of
Queensbury they have dwindled away ... With the grant, plan to bring in consultant to design a work plan
for a field survey to be completed over a six months period by a volunteer staff of six people. Noted
assistant Joyce Ritter helped design the barn inventory form. (photos and slides were shown to the Town
Board) This information will be used to form a data book... after the inventory is done we will put the
barns on the GIS System...we will attempt to develop three products, a photo essay on mounted boards that
could travel around and be used in schools and the public...we would develop a slide story on the
barns...and are working with Eleanor Oudekerk who is writing the history of agriculture in the Town and
we would put this together in a published format. Six months of field work, three months in the fall and
three in the spring. Spoke to the Board about a consultant named Ned Pratt...Ifwe receive the grant it
would be by August of this year...
Councilman Dr. Wiswall-Questioned if they would be interested in a history of barns that are gone...spoke
to the Board regarding the history of the Thomas Barn, was located where Lupo's Boat Business is...
Mrs. VanDyke-yes...would like the history of it...
Supervisor Champagne-Other than State funds there will be no impact on the local budget..
Mrs. VanDyke-The only thing I would be asking you to cover would be the cost of films and film
processing and a camera and travel for the field staff, those monies are already in my budget, but would
require your approval for expending. We might not have to buy a camera...
RESOLUTION AUTHORIZING SUPERVISOR TO SIGN GRANT

I introduce a resolution to apply for a grant for Cultural Resource Survey of Barns and Outbuildings and
have the Supervisor sign such application.

RISK MANAGEMENT
Discussion held regarding resolution regarding Risk Management, will come before the Board on Monday
night.
911 NUMBERING SYSTEM
Discussion held Mr. Martin noted that regarding the naming of un-named roads they are
complete... Supervisor Champagne-noted the only other issue is the purchase of numbers to have them
uniform in the Town ... we will look into this on Monday night.
G.I.S. MAPPING
Executive Director Martin announced to the Board that there will be a draft in two weeks.
SERVICE RECOGNITION
Discussion held-Councilman Pulver spoke to the Board regarding service recognition...it was the decision
of the board to go in five year increments, requested that Mrs. Pulver come up with ideas in regard to
service recognition awards...it was recommended that the awards be given on January 1st. Organizational
Meeting.. .
HARRON CABLE
Discussion-Harron Cable negotiations contract expires on 11-10-96 will take that up next year...
ANNOUNCEMENTS
1. Light at the Corner of Glenwood Avenue and Bay has been placed.
2. Animal Control Law- ad will be run for Dog Census Taker, noted census is not required by State Law
but is recommended by the State for Towns to do it. C.S.E.A. has questioned iflayoffpeople would be
considered for Dog Enumerator....Dog Census Taker ad will be placed at the Town Offices... Questioned
Animal Control Officer, asked Executive Director Martin to ask Attorney Dusek the status of the law.
3. Brush Pickup-Highway Supt. was questioned when the pick up ofbrush would end...Highway Supt.-
another four weeks...
4. Discussion regarding Letter from Mr. David Kelly regarding garbage being everywhere...suggested that
the Board speak to Mr. Coughlin regarding the summer pickup of the roads...
RESOLUTION CALLING FOR EXECUTIVE SESSION
RESOLUTION NO. 218, 94

RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive Session to
discuss personnel matters, and contract negotiations.
