TOWN BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ANTHONY METIVIER COUNCILMAN RONALD MONTESI COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER TOWN EMPLOYEES KEITH SHEERER-LANDFILL EQUIPMENT OPERATOR Supervisor Stec-Opened the meeting. 1.0PLANNING BOARD ALTERNATE INTERVIEWS Supervisor Stec-We have two candidates that have expressed an interest. Most everyone knows Don Krebs and Paul Schonewolf certainly Paul has been a regular at a lot of the Town Board Meetings over the last few years and Don Krebs some of you may remember back in the 80’s was a Planning Board Member and recently he was involved in the Planning Board Review Committee. They both know the town well and know town government well. The big picture overview is Planning Board Alternates we ask them to participate and attend the meetings as though you are a regular member because on any given night you may find yourself on the Board if someone is absent. The Planning Board typically meets twice a month on Tuesday evenings, occasionally they have special workshops. They have put agenda control measurers in place the work load has stabilized, but they still have a full plate. We are a busy, growing town so there is certainly no shortage of things to consider for the Planning Board. In my opinion the Planning Board is probably more work intensive than the Zoning Board, the Zoning Board’s agendas tend to be shorter and their issues cleaner and crisper. Councilman Montesi-Announced that Board Of Elections has notified the town that the polling location at the South Queensbury Fire House and The Glen has been changed to the Queensbury Activity Center. 2.0SOLID WASTE POLLUTION RESERVE Keith Sheerer-Landfill Equip. Operator Supervisor Stec-The Pollution Reserve fund is over two million dollars and equipment reserve has about ten thousand dollars. The testing at the landfill has come in clean. There is one slope that has a little erosion that will be taken care of in the Spring. Keith Sheerer-Just a little bit of top soil. Supervisor Stec-The thinking that seems to be prevailing from the engineers involved is if we haven’t had a problem with it to this point chances are we will be ok. It was felt that a one and a half million dollars back a few years ago would be enough to cover it or one point eight, is being suggested. Between the two reserves we can take some out of the two million dollar pollution reserve and moving two hundred thousand out of the pollution reserve and into the equipment reserve to buy a loader and compactor. Keith Sheerer-We are looking to replace a 1988 loader it has had a lot of hard hours, we now use it for snow removal, compost, brush and scrap metal and loaning it out to the Highway Dept. and Building and Grounds. Noted that the loader needs repair on the engine approximately twenty five thousand dollars in repairs The other loader is a l981 that is smaller it runs good we use that for pushing scrap metal, we would like to keep that one for a spare. Councilman Brewer-Have requested a price on a new one to replace the 88 loader. Councilman Montesi-What would you do with that machine? Keith Sheerer-Put it out to sealed bid as is. Councilman Brewer-The Comptrollers Office has suggested replacement every fifteen years. Keith Sheerer-New York State Contract – loader with snowplow and quick coupler attachment just under one hundred and twenty thousand. Councilman Metivier-Since the landfill is capped can you look to another alternative to that machine or do you really need it? Keith Sheerer-We need a machine preferably that size. 305 SPECIAL TOWN BOARD MEETING 01-07-2008 MTG. #2 Councilman Strough-Questioned if the design work for the compactor had been done? Keith Sheerer-Yes. Will widen it to have a bigger hopper. Councilman Montesi-How old is the compactor? Keith Sheerer-That was put in thirty years ago. Supervisor Stec-What is the price of a compactor? Keith Sheerer-Thirty to thirty five thousand. Concrete work, new hopper, new roof over the hopper and a little control building. That machine broke down this summer and was down for awhile and we almost shut the operation down because we ran out of room for trash. Councilman Montesi-It is one of the few areas where the City and Town got together and made it work and it certainly has been a positive… Supervisor Stec-Noted that we had gone several years with an expired agreement that we finally renewed last year, it is another ten year agreement. It was basically they own the property we operate it and we both share its use. Councilman Montesi-Spoke to the Board regarding having a stump grinder at the transfer station. Councilman Brewer-We have an agreement with Rick Sears we charge to let people bring brush by the truck load he comes in grinds it and leaves some behind. Keith Sheerer-It is a good deal and it is working well. Supervisor Stec-The suggestion is to move two hundred thousand from one reserve into another, and then use from the larger equipment reserve that could be the seed source to purchase a loader in the near future or the compactor project this year. Councilman Brewer-How close is Dan Ryan to the final design of that? Keith Sheerer-I have them. Now we will put it out to bid. The first bid is for the compactor because there is a six to eight week period for it to be manufactured. Supervisor Stec-How long will you be down? Keith Sheerer-Hopefully, we can have it completed in two weeks, we will open Ridge Road up five days a week. Councilman Strough-How is the compactor at Ridge Road? Keith Sheerer-Not as bad as Luzerne Road, eventually that will have to be redone. Councilman Montesi-Questioned if there was a restriction on the closure funds? Supervisor Stec-Noted that has been looked into and no restrictions were found, but still doing research on it. Will need to have a resolution to move the money. Keith Sheerer-Noted that the compactor is under state contract. 3.0RETIREE’S WIDOWS HEALTH INSURANCE Councilman Brewer-Brought to the attention of the Town Board a situation where two widows of Town Employees have not paid the same for Health Insurance. 306 SPECIAL TOWN BOARD MEETING 01-07-2008 MTG. #2 Supervisor Stec- Going forward the intent of the resolution four years ago was if you had ten years of service or more and you were retired and passed away your spouse could get health insurance coverage, between ten and twenty years of service with the Town they paid the whole rate and if the employee had twenty years or more they paid half the cost. Of the four that we are talking about all pre-date this they are all widows of employees. The two that are paying the full rate are not on par with the other two in the same situation paying the employee rate. Councilman Brewer-My idea is to make everyone equal and pay the employee rate. Supervisor Stec-Noted with this change to have all four on the same plan it will cost the town approximately seven thousand dollars a year. Will need a resolution that addresses the two individuals, and says that these four people will pay the employees share and from here on in will reaffirm the intent. DISCUSSIONS Councilman Metivier- Re: Cable TV The strip of land on County Line Road that does not have cable has that been pursued? Councilman Strough-No. Supervisor Stec-Noted he also had a call for cable on 149 between Bay and Ridge…Town Counsel is aware of the issue …this will be addressed at the time of negotiations. Councilman Strough-Noted that the Town needs to go non exclusive, we need to allow for competition. Councilman Metivier-The Governor recently signed a bill giving a five million dollar grant of matching funds to make sure everybody in the State has high speed cable, we need to keep an eye on that if that is something that could be used in these areas. Councilman Strough-We can throw something like that into the franchise agreement if that is the only way. …. Ethics Board –how are we doing with applicants for this board? Supervisor Stec-I have gotten two applications for the position. Councilman Strough-Everest Enterprises the owner of the Blind Rock property, we have several meetings most recently we sent two letters asked him to sit down and talk to us. No response. He has an application before the Planning Board this month for the Sleep Inn expansion, which included his phone number, suggested to have a conference call on this issue. Councilman Montesi-Spoke on the letter from Paragon Civil Eng. Suggested changes in the way the Planning Board handles the applications and the time frames, asked the Board Members to take a look at it.
