five firemen going to six hundred fire calls a year

Board agreed to have Councilman Brewer and Councilman Metivier acting as a
committee to search for a vendor to do a fire study.

Time to have somebody in our fire house because of the call volume etc.
Monday – Friday five days a week, a jack of all trades, that is separate
from the paid, on call program
Board in agreement not to support paid staffing, will look into comprehensive study on
fire protection

Noted that their insurance payment may come due before the contract is
finalized

Noted another company had the same issue, and they were able to delay
the payment a week

Noted that Councilman Montesi and myself met with Chief Lettus, South
Queensbury Volunteer Fire Company, they are talking about an engine,
we told them to hold off on the discussion, Contract amount to go to
public hearing will be $217,000 plus the amount of the parking lot not to
exceed $35,000.
2.Ledgeview PUD

The only avenue available to you to get this done is to go and push
thorough the PUD process ..

You have modular home lots a certain size that you have been doing stick
built on something that you did not have the approval from the Town to do
stick built, you have a hand full of lots to go, we think the best avenue is a
PUD, it is a Town Board decision to grant or not to grant.

Original concept was for mobile homes, to one that incorporates mobile
homes and manufactured homes

Original was mobile homes, came to the town with concept of modular
homes a better built product, was told that it was acceptable, taxes were
based on a mobile home park, with the modular homes the taxes would go
up as in a subdivision, then the concept of stick built was broached …

The difference is the foundation vs no foundation. Mobile homes not
foundations, now homes are placed on a solid foundation slab or
basement.

A PUD would work them out of some of the other zoning issues.

It would be designed to permit exactly what they want to do, whereas the
current approvals on the property don’t permit it.

The project was stopped when an error was discovered, they are now
partly built out and they want to finish.
Councilman Strough-
?
Noted at another park there was a problem when they placed double wides
on lots approved for single wides. A single wide is so close to a modular,
it does require basements and foundations and they are permanent
structures but you do not own the land. The concept was a mobile home
was a mobile home, so now what is happening is a mobile homes is not so
mobile anymore and we have to relook at what we are doing. You are
looking at single family residential situations here and with single family
residential we take a look at it in terms of future needs, septic needs, etc.
There are a whole set of standards with a single family residential then we
use for mobile homes. I think we should be treating these permanent
structures as single family residential zoning, instead of mobile homes
because they are not mobile homes. A PUD would force everybody to
take a look at the lot sizes and everything else, we may end up with less
than fifteen lots when we are done.

Right now the lots are sized big enough for the double wides.
Councilman Strough-

That is the problem everyone says they are sized enough for the double
wides, but are they sized enough for the single family residential
standards, because that is basically what they are.
Supervisor Stec-

There is no zone in Town that allows what you want to do, a PUD zone
has its own set of rules.

Under a PUD the applicant would propose the rules of what they want.

The only lawful thing that the town can do is approve a PUD.
Councilman Brewer-

You are essentially writing a zoning ordinance for your own property.

Get a PUD together and get it to the Town Board

My personal advice is to contact a person who is familiar with writing
PUD’s and get him to help you…this is a lengthy process but it is the law.
3.Harrisena Church Re-Zone

The church wants to subdivide into two lots right now it is one lot with the
Church, want to sell off 2.3 acres

All the other lots in the area are preexisting substandard lots

My understanding from Bruce Frank is that they would need a zoning
change in order to do this they had been told they needed to wait until the
Town Board was doing zoning changes again.

It is one acre zoning across the street they want to change their’s to one
acre zoning
Board agreed that the Church must apply to rezone the property from five to one acre
zoning.

Presented the Town Board with two documents– 2006 Resolution
whereby the previous Town Board basically said we are not going to
consider any more zoning changes until we finish the Comprehensive Plan
and we finish adopting the new zoning and subdivision regs. the other
item is the previously adopted policy originating in 2002 how the zoning
applications were to be addressed. In recent months this Board has
entertained a few rezoning applications, what I would like to suggest is
that if you want to go ahead and start entertaining rezoning applications
again first you would rescind Resolution 64 of 2006

The applications that I can think of were considered were Town Board
driven, not by an applicant.

For policy consistency and administrative sanity in our department it
would be best if the Board rescinded the 2006 resolution number 64, and
we went back to following procedures set in 2002. Consideration needs to
be given by this Board to how these fit in with the newly adopted
Comprehensive Plan and the new proposed zoning which we haven’t even
gotten into discussing yet in terms of the new districts.

I do not have a problem rescinding the resolution, we may very well end
up with a new code where this rezoning is not necessary.
Councilman Strough-

I think this is the direction we should go, we can see if the new zoning
accommodates them.

Will have a resolution prepared for the next meeting rescinding 64 of 2006
and supporting the procedures of 2002.
Discussion: Rush Pond Bike Trail
Councilman Strough-

The original Contract for design for the Rush Pond Bike Trail was
approved, what was not included in the original RFP were some of these
services; environmental survey low bid NCES for $1800. would like to

have this on for the March 17 meeting.

The other resolution would be for the Archeological Phase I Assessment
we agreed that this would be hired out, low bid $6,107. Birchwood
Archeological Services.

The whole trail will be handicapped accessible.

printed on and get some prices.
Discussion: Adirondack Balloon Festival

I have been on the Board of Directors for the last ten or twelve years, I
will recue myself from voting on this.

I am a County Board Member liaison to the Balloon Festival and will also
recue myself

The Festival has asked for $15,000 in occupancy tax
Board has not agreed at this time as to what the Balloon Festival will get.

Asked at the next workshop meeting; proposed rezoning request of Jim
Hunt, Radio Station
Supervisor Stec-
?
Radio Tower is fifty feet away from where it was supposed to be located,
on the wrong side of the property line, assuming the property owner is in
favor they are asking the location where the tower is to be rezoned. Will
be added to the next workshop agenda.
Discussion: Phone Service
Councilman Brewer is looking into government pricing for our service and for the
various fire and ems services.
