COUNCILMAN GOEDERT-Noted she is proposing a resolution to be done at the next meeting to cancel
the Regular Meeting of September 2nd, 1996.

REGULAR TOWN BOARD MEETING
RESOLUTION NO. 366, 96

SECONDED BY: MRS. CAROL PULVER
RESOLVED, that the Town Board of the Town of Queensbury hereby cancels its Regular Town Board
Meeting scheduled for September, 2, 1996.
Duly adopted this 26th day of August, 1996, by the following vote:

Champagne

COMMITTEE REPORTS
COUNCILMAN GOEDERT -Spoke to the board regarding Committee Meeting noted things are going well
with Aviation Road, the budget, and drainage on Garrison Road.
COUNCILMAN PULVER-Spoke to board regarding Water Committee, noted she will report as soon as
she gives Councilman Monahan the report, they have not done the budget yet.
GARRISON ROAD CURBS
JOYCE THOMPSON REPRESENTATIVE FROM GARRISON ROAD PRESENT
Discussion held regarding curbs on Garrison Road. Mrs. Thompson noted a few weeks ago they submitted
a petition to the Town Board asking for poured concrete curbs on Garrison Road, understands petition was
denied. Mrs. Thompson read letter into record regarding the historical significance of Garrison Road.
(Presented pictures to board) Highway Superintendent, Paul Naylor spoke to residents on how this project
came about. It was noted by residents that money might be available for doing the curbs from Senator
Stafford's Office. Supervisor Champagne noted he has received a phone call from Senator Stafford's Office
regarding the availability of funds. After further discussion it was the decision of the Town Board to take
the information presented at meeting to research cost of curbs and to contact Senator Stafford's Office
regarding the funds that may be available.
ROAD NAME - QUEENS PLANTATION LANE
Discussion held regarding Queens Plantation off of Sherman Avenue. Mr. Goralski noted originally when
asked the owner of the apartment complex didn't want to give a name to the road now he has decided he
does want to give a name to the road, Queens Plantation Lane. Director of Building and Codes, Dave Hatin
noted it is the boards choice. Councilman Pulver noted the only problem she has is that all the streets that
start with Queen are on Peggy Ann Road, noted the name Plantation Court, questioned if this would be
suitable. After further discussion it was the decision of the Town Board to ask the owner if Plantation
Court would be a suitable name. Mr. Goralski to give information to Mr. Hatin will report back to board.
SPECIAL EVENT - SPECIAL EVENT - TRANSIENT MERCHANT
Discussion held regarding transient merchant. Code Compliance Officer, John Goralski reviewed a
proposed Local Law entitled Special Sales Events. It would address the specific issue of businesses in the
Town of Queensbury having special off site sales at other locations, noted they have left blank the
application fee which would be up to the board. Mr. Goralski noted they have set it up as an
Administrative Permit. They would come in and file an application with the Zoning Administrator who
would review it and make sure it is in compliance with the law and charge him whatever fee the Town
Board establishes. The fee should reflect whatever the administrative cost is. Councilman Goedert
questioned if this was just for Queensbury businesses. Mr. Goralski noted it is for Queensbury businesses
not Warren County businesses. After further discussion it was the decision of the Town Board to review
the draft and to hold a public hearing in October.
1996/1997 BUDGET UPDATE
Discussion held regarding budget for 1996/1997.
ADIRONDACK ASSOCIATION OF TOWNS & VILLAGES
Discussion held regarding Clean Water Clean Air Bond Act. Town Board in agreement that they support
the Bond Act.
TOWN BOARD MATTERS
Discussion held regarding Fuller Road. Noted there are four options that they would like the board to hear.
(1) To open the road again. (2) Seasonal use. (3) Limited abandonment. (4) Unblock it, give half of the
road. It was the decision of the Town Board to asked the Rowlands their opinion on these options.
Discussion held regarding Amtex. Supervisor Champagne noted Amtex wants to meet with the board
regarding appraisals, will wait for Councilman Monahan to return.
No further action taken.
