Supervisor Fred Champagne-Opened the Meeting.
1.0 RESOLUTIONS
Discussion held-Councilman Goedert presented a motion to hold the public hearings on the Fire and EMS
Contacts on December 23 at 7:00 P.M. with a workshop to be held at 6:00 P.M. on the same evening.
Seconded by Councilman Pulver-(no vote taken) discussion followed regarding having eight separate
resolutions setting the public hearings, it was the decision of the Town Board to have two separate
resolutions one setting public hearing on Fire Contracts and one setting public hearing on EMS contacts.
Councilman Goedert noted for the record that she does not have to abstain from voting on the setting of the
public hearings.
RESOLUTION SETTING PUBLIC HEARING ON FIRE PROTECTION
AGREEMENT BETWEEN THE TOWN OF QUEENSBURY AND THE
BAY RIDGE VOLUNTEER FIRE COMPANY, INC.,NORTH

CENTRAL VOLUNTEER FIRE COMPANY, INC, SOUTH

WEST GLENS FALLS VOLUNTEER FIRE COMPANY, INC.
RESOLUTION NO. 482, 96

WHEREAS, there has been duly established in the Town of Queensbury a Fire Protection District
known as the Town of Queensbury Fire Protection District embracing the entire territory of said Town, and
WHEREAS, the Town Board of the Town of Queensbury has previously arranged to provide fire
protection therein by an agreement expiring December 31, 1996 with the Bay Ridge Volunteer Fire
Company, Inc., North Queensbury Volunteer Fire Company, Inc, Queensbury Central Volunteer Fire
Company, Inc., South Queensbury Volunteer Fire Company, Inc., and West Glens Falls Volunteer Fire
Company, Inc., and
WHEREAS, the said Town Board is desirous of entering into a new agreement with the said Fire
Companies for the years 1997 through 1999, and
WHEREAS, ~184 of Town Law requires a public hearing upon the contract provisions for such
fire protection, and
WHEREAS, the proposed agreements are presented at this meeting,
NOW, THEREFORE BE IT
RESOLVED, that a public hearing be had with reference to the proposed agreement for the
furnishing of fire protection for the Town of Queensbury Fire Protection District on December 23, 1996 at
the Queensbury Activities Center, Town of Queensbury, 742 Bay Road, Queensbury, New York, at 7:00
p.m., and that notice of such hearing be published in the Post-Star Newspaper, once at least ten (10) days
prior to the said hearing, and that such notice shall specify the time when and the place where said hearing
will be held and describe in general terms the proposed agreement and be in the form presented at this
meeting, and
BE IT FURTHER,
RESOLVED, that copies of the proposed agreements be kept and maintained in the Town Clerk's
Office and be made available for inspection by any interested party.

WEST GLENS FALLS EMERGENCY SQUAD, INC.

emergency ambulance service therein by an agreement with the Bay Ridge Rescue Squad, Inc., North
Queensbury Rescue Squad, and West Glens Falls Emergency Squad, Inc. and
WHEREAS, ~184 of the Town Law and ~209(b) of the General Municipal Law require a public
hearing upon the agreement provisions for such emergency ambulance service,
NOW, THEREFORE, BE IT
RESOLVED, that a public hearing be had with reference to the proposed agreements for the
furnishing of emergency ambulance service for the Town of Queensbury Fire Protection District, on

2.0 ATTORNEY MATTERS

3.0 COMMITTEE REPORTS
Supervisor Champagne-We have received a message from Congressman Solomon's Office that the Senior
Housing project at Indian Ridge was turned down. They have asked that it be resubmitted for the next go
around for funding.
4.0 PLANNED DISCUSSION ITEMS
Water Supt. Thomas K. Flaherty-spoke to the Town Board regarding the West Glens Falls Water
District...we have applied for HUD grants twice and been turned down, noted something has to be done.
The 8" main on the Corinth road it has been suggested that this be left alone at this time,(used map) blue
lines- the old unlined cast iron mains be cleaned and re-lined, the alternative would be to dig them up and
replace them...recommended that they be relined...the yellow lines have to be upgraded from four to six
inch lines...the green lines are cast iron line mains are sufficient lines, nothing to be done with them. I
understand that the County has a program that they are working with Stafford Office asked Pat Tatich to
speak on that.
Pat Tatich-Warren County -Apply for funding under the bond act
for this project...
Water Supt. Flaherty-We are concerned with the water quality and our permit from DEC said we had to be
metered within a year, we are in violation of that requirement.
Councilman Monahan-We may have to start the project before we know about the grant...
Supervisor Champagne-To me we stand a better chance through that bond act money through Warren
County then we did when we came as close as we did thorough the HUD money...
Water Supt. Flaherty-I think we should apply for it I also think we should be prepared if we do not get it.
Supervisor Champagne-We are at the point of where I am convince that we ought to take a shot at it with
the bond through Warren County...at the same time we can see what a ban or low interest loan would be...
Board agree to put in for the application for funding through Warren County...
4.2 WATER FILTER REPLACEMENT
Water Supt. Thomas Flaherty-In January of this year one of the two filters in the original plant failed and
we had it rebuilt by the contractor on site.. we have found that the remaining filter is putting out a lessor
quality of water than the filter we had replaced and it is our feeling that, that filter should be rehabilitated so
that once our plant goes on line we have five up to date current filters....
Deputy Water Supt. VanDusen-Reviewed the filter system ...according to todays standards and technology
the filter (filter one) is not performing the way it should be...noted that we expect the three new filters by
the end of the week to be on line.
If this was added in as a change order it still would not exceed what the engineers estimate was for the
project.
Water Supt. Flaherty-If we go to bid we will have additional engineering costs and you may be to go to
multiple bids, we need to talk to the engineer and Attorney ...
Discussion held regarding the need for another backup filter at this time... Water Supt. Flaherty-That filter
has to be replaced sooner or later, I do not care if we do it now, my comment to you is if we do it now it
will be cheaper than you will ever do it again.
Supervisor Champagne-Until the Department of Health can verify that we have a filter that is improperly
providing the necessary quality ofwater...I am not sure that I have heard that yet.
Board agreed that they wish to talk to their attorney.

Councilman Goedert-Rescue Contract. Page 2 item A. take out-it tells me I got to transport any sick,
injured or disabled resident or person..the town to the Glens Falls Hospital, West Mount Infirmary, or to a
licensed nursing home in the Town of Queensbury or City of Glens Falls, I do not have to do that, for
treatment and care, and returning any such person therefrom if still still sick, injured or disabled.. which I do
not have to do either...Of take such person receiving treatment and care to any other place for treatment and
care Of to the persons home.
Supervisor Champagne-This is the way it was back..
Councilman Goedert-Requested that this be removed...
Supervisor Champagne-under "it is specifically understood and agreed by the parties hereto", read that
paragraph and see if that makes any sense?
Councilman Goedert- Why do we have that in there?
Supervisor Champagne-I do not know. ... Page 2 take A out... Page 3 I put in new language the emergency
squad and Town Board will continue to study the option of charging individuals and third party for services
rendered, during the two year contract ...
Councilman Monahan-Not one EMS Squad except maybe North Q. and I am not sure North Q. does that
wants to be put into this position, until somebody does a study that shows me the ones you could charge for
and the ones you cannot for the cost effectiveness of doing all the extra paper work, I will never vote for
that, that work has not been done.
Councilman Goedert -Contract is for services rendered not how they do it.
Board agreed to remove that portion...
Councilman Monahan-If the money goes back to the companies for vehicles, requested that they have
separate funds established for vehicles and the interest on vehicle funds can not be commingled with other
funds...

Discussed budgets dates ... and update of five year plans in 1998...Audits will be annually and the year to
date due for the two year contract is 1998 for 1999...
Discussion held regarding the disposal of vehicles, add: by tradein..
Discussion held regarding insurance-each company will have its own policy... page 10 to be re-written...
Councilman Goedert-Regarding our Fire and EMS-We have separated these two contracts because we felt
it was too much in dealing with them all together as far as negotiations so we are not dealing with them all
at that same time. Over a two year period in contacts not including the increase this year I just want you to
know that the fire is increasing almost $100,000. The increase from '96 to 98' for EMS is once again
$21,000. That is five to three but when you look at the fixed income of these, the increase in these figures
are not fixed items the increase is on purchases and operations and like that. If you look at the rate of what
is costing you more money to operate not any fixed. If you are going on a three year of $100,000 vs
$21,000 for EMS. Each agency in the first year with the exception of one went up over $10,000, the EMS
one stayed the same one went up $500 and one went down $20,000. The fire had an increase of at least
$10,000.
