The Board convened at 7:30 P.M.
Minutes of meetings held on April 23rd, April. 25th and May 12th were
read and approved.
D,r. Henry Clarke, Health Officer, was also present and discussed the
health situa.tionwith the Board.
Mr. and Mrs. Fenwick Nevins were also present discussed their, water
bill with Mr. Wallace and the Town Board. --
Ernest L.H. Meyer was also present and presented the following letter
which the Clerk read to the Board:

Gentlemen: .
In- the matter of the surveys -and map of the boundaries of the
North Glens Falls Water District Extension, which work you recently
authorized me to perform, I can report the same to have been completed.

I am submitting herewith the completed map for your files.
I have in my possession two copies thereof - one of which should be
delivered to the N.Y. State Water Power and Control Commission and
the other to the N-Y. State Comptroller's Office for filing with the
original applications, as promised at the time of approval of the
formation of the District Extension. I believe these should be de-
livered in person and would appreciate your approval that this should
be done at an expense of not to exceed $15.00.

The following resolution N was offered by Justice Bentley

WHEREAS, On January 310 1948, the Town Board of the Town of
Queensbury, -Warren County, New York, adopted a bond resolution author-
izing the issuance of $95,000 Serial Bonds of said -Town to pay the
cost of the construction of a water system in the extension of the
North Glens Falls Water District of said Town, and
WHEREAS, it is now desired to provide for the details and other
matters in connection with the issuance of such bonds,NOW, THEREFORE
BE IT
RESOLVED by the Town Board of the Town of Queensbury, Warren
County, New York, as follows:
Sr,glion 1,..- Such bonds each to be designated substantially
NORTH GLENS FALLS WATER DISTRICT EXTENSION (SERIAL)BOND, 1949, shall
be dated May 1, 1949, in the denomination of $1,000 each, numbered
from 1 to 95, both inclusive, bearing interest at a rate not exceed-
ing five per centum per annum, payable semi-annually May 1 an&- Nov- j
ember` l, and maturing in numerical order in the amount,of $4,000 on
May -1 in each of the years 1950 to 1959, both inclusive, and $5,000 j
on May 1 in each of the years 1960 to 1970, both inclusive. Such bonds
shall be in bearer coupon form with the privilege of conversion into
bonds registered as to both principal and interest and shall be pay-
able as to both principal and interest in lawful money of the United
States of America at Glens Falls National Bank Trust Co�anv in
the city of Glens Fa . New York, .which by, contract is the spaying
agent of the issuer. Such bonds shall be signed in the name of the {
Town of Queensbury by its Supervisor and- sealed with its corporate
seal, attested by its Town Clerk, and the interest coupons shall
bear the facsimile signature of its Supervisor.
Section, . All other matters except as provided herein relating
to such bonds shall be determined by the Supervisor. Such bonds shall
contain substantially the recital of validity clause provided for in
Section 52.00 of the Local Finance Law and shall otherwise be in such
form and contain such recitals, in addition to those required by
Section 51.00 of the Local Finance Law, as the Supervisor shall de -
termine.
Section 3. It is hereby determined that subdivision 1, paragraph
a. Section 11.00 of the Local Finance Law applies to the object or pur-
pose for which such bonds are to be issued and that the period of prob-
able usefulness thereof is forty years, computed from February 1, 1949.
Section 4. . The powers and duties of advertising such bonds for
sale, conducting the sale and awarding the bonds, are hereby delegated
to the Supervisor who shall advertise such bonds for sale, conduct the
sale and award the bonds in such manner as he shall deem best for the {
interests of said Town, provided, however, that in the exercise of these
delegated powers he shall comply fully with the provisions of the Local
Finance Law and any order or rule of the State Comptroller applicable
to the sale of minicipal bonds. The receipt of the Supervisor shall be
a full acquittance to the purchaser 'of such bonds who shall not be
obliged to see to the application of the purchase money.
Sec_tion 5. The faith and credit of the Town of Queensbury are
hereby irrevocably pledged for the payment of the principal of and
interest on such bonds. There shall be annually assessed, levied and
collected from the several lots end parcels of land within said hater
District Extension in the same. manner and at the same time as the
annul tax for other town charges, a -tax sufficient to pa the principal
and interest of said bonds as the same shall become due. zn the event

that the annual collection of such taxes shall be less than the amount
required to pay the principal and interest of said bonds as they shall
become due, the Town Board shall direct that surplus monies not other-
wise appropriated be applied.
Section 6. The validity of such bonds may be contested only if:
1. Such bonds are authorized for an object or purpose for
which the Town of Queensbury is not authorized to expend
money, or
2. The provisions of law which should be complied with at
the date �of publication of this resolution are not sub-
stantially complied with,
and an action, suit or proceeding contesting such validity is commen-
ced within twenty days after the date of such publication, or,
3. Such bonds are authorized in violation of the provisions
of the Constitution.
Section 7. This resolution which ts�kes effect immediately shall
be published in full in the Glens Falls Times, a newspaper published
in the City of Glens Falls, Warren County, New York, which paper has
been designated as the official paper for the publishing of legal no-
tices for said town, together with a certificate of the Town Clerk in
substantial conformity with Section 81.00 &f the Local Finance Law.
The question of the adoption of the foregoing resolution was
duly put to a vote on roll call which resulted as follows:

Gentlemen:
I have to report the completion of the contract for the install-
ation of an 8" cast iron water main and accessories in the Bay Road
northerly from Homer Ave. across and into Glenwood Ave. by Waggaman
III and Collyer, Inc. , contractors.
in my opinion the work has been faithfully performed within
the intent, meaning and spirit of the plans and specifications as pre-
pared by me for the work to be done, and has been inspected (in com-
pany with a mm#3aber of the contracting firm) by one of your committee
assigned to the task.
I am attaching hereto a graph of the tests for leakage which you
will see indicate this condition to be well within the allowable
limits and an assurance of a tight line.
I am also enclosing the final estimate of the work done prepar-
atory to payment being made to the Contractor. Also a statement of the
work performed by the Contractor in installing a short piece of 6" main
across Bay Road at the Garrison Road intersection, which work I believe
he agreed to do for the Board. I believe the contract prices applied
to be fiar, and equable.
