LOGUIDICE, P.C., RELATED TO TRAFFIC SIGNAL DESIGN
AT INTERSECTIONS OF BAY AND QUAKER ROADS AND
GLENWOOD AVENUE AND QUAKER ROAD

WHEREAS, by Resolution No.: 15,2017, the Queensbury Town Board authorized
establishment of Traffic Signal Capital Project Fund #215 providing for the installation and
upgrading of Town traffic signals in the Town of Queensbury, and
WHEREAS, the Town Board wishes to engage the engineering services of Barton &
Loguidice, P.C., (B&L) related to the design of traffic signals at the intersections of Bay and
Quaker Roads and Glenwood Avenue and Quaker Road (Project) for an amount not to exceed
$20,977 as delineated in a copy of B&L’s September 9, 2019 letter proposal presented at this meeting,
and
WHEREAS, the Town Board wishes to authorize such Project, with funding to be from
Capital Reserve #64, and
WHEREAS, in accordance with New York State General Municipal Law §6(c), the Town
Board is authorized to withdraw and expend funds from Capital Reserve #64 subject to permissive
referendum,

NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs engagement of
Barton & Loguidice, P.C. for the provision of engineering services related to the design of traffic
signals at the intersections of Bay and Quaker Roads and Glenwood Avenue and Quaker Road
(Project) for an amount not to exceed $20,977 as delineated in a copy of B&L’s September 9, 2019
letter proposal presented at this meeting, to be paid from Capital Project Fund #215, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby finds that the withdrawal and expenditure for such
Project is an expenditure for a specific capital project and/or certain maintenance project for which the
Capital Reserve Account #64 was established, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes the Town Budget Officer to take all
actions necessary to amend the Town Budget and effectuate the transfer from Reserve No.: 64 in the
amount of $20,977 to Capital Construction Account No.: 215-3310-2899, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign
any needed Agreements and/or documentation and the Town Supervisor, Highway Superintendent
and/or Town Budget Officer to take such other and further action necessary to effectuate all terms of
this Resolution, and
BE IT FURTHER,
RESOLVED, that this Resolution is subject to a permissive referendum in accordance with the

provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town Clerk
to publish and post such notices and take such other actions as may be required by law.

Barton & Loguidice (B&L) is pleased to offer you a Proposal for the Design of a traffic signal at the
intersections of Bay Road/Quaker Road and Glenwood Avenue/Quaker Road. We look forward to
continuing our work with you to improve the Quaker Road corridor.
Attached to this letter is our proposed scope of services,technical assumptions,anticipated project
schedule, and cost proposal to conduct the requested traffic signal design services. The scope of work
outlines a project approach that corresponds to the included cost proposal. B&L proposes to complete
the project on a time plus expense basis for a maximum fee of Twenty Thousand Nine Hundred Seventy
Seven Dollars($20,977).

Scope of Services
B&L will provide the following scope of services to complete the traffic signal design at the intersections
of Bay Road/Quaker Road and Glenwood Avenue/Quaker Road:
1. General and Administration
a. Upon receipt of notice to proceed, B&L will attend an informational gathering/kick-off
meeting with the Town to confirm the scope of work,schedule,and the existing issues
with the traffic signals.
2. Data Collection
a. B&L completed the necessary engineering data collection activities for the Bay
Road/Quaker Road intersection through the Town's Signal Evaluation study in 2019. It is
assumed no further effort under this phase is necessary at this intersection by B&L.
b. Topographic survey and base mapping for the Glenwood Avenue/Quaker Road
intersection will be completed by our proposed sub-consultant,Azimuth Surveying&
Cartography.
c. It is assumed that survey base mapping for the Bay Road/Quaker Road intersection will
be provided by the Warren County DPW. Warren County is completing a federal aid
project to replace the three culverts just north of the intersection and is currently in the
process of completing ground survey that includes the signal project area.
d. Research deeds and maps of record for the right-of-way boundary at the Glenwood
Avenue/Quaker Road intersection in the Warren County Clerk's Office,Warren County
DPW, and at the NYSDOT.
e. Contact Dig Safe New York for design tickets and coordinate with town personnel for
marking and/or utility record mapping.
f. Perform topographic survey of the intersection site including 100 ft. along each
intersection approach as measured from the center of the intersection.
g. Set vertical and horizontal control on the Glenwood Avenue/Quaker Road site.
h. Prepare existing conditions basemapping of the Glenwood Avenue/Quaker Road site.
3. Preliminary Design:
a. The Draft submittal(assumed 75%stage) will include:
i. Title Sheet
ii. General Notes
iii. Maintenance and Protection of Traffic
iv. General Plans
v. Preliminary Construction Cost Estimate
b. The Draft plans will be submitted to the Town and Warren County DPW for review.
c. B&L will meet with the Town (and representatives of Warren County,at the request of
the Town)to review the Draft submittal, prior to developing the Final construction
documents. Comments received will be incorporated,as appropriate, into the final
design package.
4. Final Design:
a. The Final submittal (100%o complete)will include:

detectors,controllers, and striping modifications(with and without pedestrian

vi. Miscellaneous Details and Tables including timing plan,table of operations, and
wiring diagram
vii. Contract bid documents
viii. Final construction cost estimate
5. Bid and Award
a. Addressing potential bidder questions
b. Issuing addendum(s)
c. Reviewing bids
d. Providing award recommendation to the Town.
6. Construction
a. Construction administration
b. Submittal review/approval
c. Periodic on-site observation
d. Development of record plans.
Technical Assumptions
B&L has made the following technical assumptions associated with our fee proposal to complete the
scope of services:
1. Assume one (1) kick-off meeting and site visit with the Town.
2. It is assumed that traffic data collection will not be required.
3. Two(2) plan submittals(draft and final)are included.
4. Design will be in English units on 11"x17" plans.
5. Proposed improvements can be completed within existing right-of-way. Right-of-way
acquisition or easement maps are not included at this time.
6. Preliminary plans will be sent to utilities as needed for review of potential conflicts. The design
of utility relocations is not included, however, location by survey and UFPO is included.
7. Design will be in compliance with the New York State Standard Sheets and Specifications,
Manual on Uniform Traffic Control Devices(MUTCD),and the New York State Supplement to the
MUTCD, unless otherwise indicated.
S. Coordination with state/federal agencies or regulatory authority is not included.
9. Coordination with Warren County DPW is included for their review and concurrence with the
draft and final plan submissions prior to construction.
10. It is assumed that environmental permitting is not required.
11. Bid documents will be provided in PDF format on Compact Discs.
12. It is assumed that the project will be bid as one (1)construction project that includes both
signalized intersections.

13. Assume bid documents will include one(1) base bid and no alternate bid items.
14. Assume one(1) addendum for one (1)2-week bidding period
15. Assume a total construction duration of four(4) months. Actual construction duration is
anticipated to be one(1) month on site,although it is noted that currently there is a 12 to 14
week lead time for delivery of traffic signal poles.
16. Construction administration includes one (1) pre-construction meeting with the contractor,
monitoring of the contractor's adherence to the schedule, submittal and material
review/approval, one(1)contractors payment recommendation, and interpretation and
clarification of design plans and specifications.
17. Construction observation includes periodic part-time observation of the quality of work and
general conformance with the contract documents.
18. Record plans will be completed in PDF and hard copy format. Assume one(1)full size and one
(1) half size set of record plans.
19. Dig Safe New York will be contacted to provide underground utility location markings.
20. Public Right-of-Way will be included in the base mapping. It is assumed that the Town will
provide any available subdivision maps or site plans to locate the highway boundary at the four
corners of the intersection. Property boundary survey is not included.
21. Digital copies of design can be provided in AutoCAD or Microstation format, if requested.
22. Utility inverts will be provided by utility owner record plans.
23. Assume B&L standard boiler plate contract documents will be utilized for the bid documents.
24. Assume the Town will place the advertisement for bids

For the general scope of services,technical assumptions, and anticipated project schedule presented
above, B&L proposes to complete the project on a time plus expense basis for a maximum fee of Twenty
Thousand Nine Hundred Seventy Seven Dollars($20,977). An itemized effort hour estimate and billing
rate schedule is included in support of the fee not-to-exceed, including estimated reimbursable
expenses.
