Upon my review I find that Site Plan Review and an Area Variance will be required for this project prior to the issuance of the building permit. Specifically, the proposal calls for new construction within the required shoreline setback area and for the expansion of a non- conforming structure which is located within a Critical Environmental Area; (CEA).
