The supervisor" handed to the clerk the following communication which the clerk read to the Board. Mr, D. Elmer Fowler, Supervisor Town of Queensbury Glens Falls New York June 12th,1942 Dear Mr. Fowler:- Attached herewith is a proposed budget system for our Civilian Protection Unit. As you know, during the past four months, we have operated on an emergency basis and built up our organiz tion and established our stations with a small`amount' of equip- ment and supplies at practically no cost to the Town. As a re- sult of the passage of the law by the state Legislature as, 9f the lot of May, it now becomes necessary for us to boa* our plans on a more permanent basis to continue `Civilian rrotection through- out the year and possibly for tw6 or three years, As a result of our experience daring the past months, ,'wo submit the -following budget estimate* he figures contained herein re- present the actual necessary ophrating expense provided we wish to continue as a fullf lodged Civilian Protection Unit.► They are as follows: • Phones ( Control Center) 14.25 per Ito. " ( West G.F.School) 6.75 t' " Aerial Bombs C Signals) 36900 Medical Supplies 00 a E $ per Mo. The above ffgures represent our actual cost for tpe .mcntx. of. May and from all that we can depend on with the aid of the best advice available including the Community Director and State Director, this Is the minimuin amount on which we can operate successfully throughout the balance of the year. As you know we have developed a good organization with Air Raid Wardens, Police Wardens, AU34liary, Firemen, Medical Corpo, Messeagers, Drivers and transportation Unit and Emergency Food and Housing Unit. 127 Now providing we can be assured of necessary financial support these units can be further developed to be in constant redinsts to -function at all times. Pursnunt to `the New Yor# State War Emergency Act which became a lil-'as of 'May 1st, the Town was permitted to appropiated up to $560,'.-W in any one year for Civilian Protection. Now then, with the dbove estimate before you and bearing in mind that %y'e have act*ily eight months of protection to be provided for, you can see 'Mat it 'will necessitate appropiating the maximum amount pro- vided by Law in order to assure complete functiog of our organiza- t i©n: ' I wi8h.:to state further that it is our intention and desire to keep. *ihe wits at the absolute minimum and as fast as any of the items can be reduced or abolished entirely, we shall see that it 1t`;d:D3 You can readily appreciate that my Chief of Staffig Mr. Coles, and all the other menbers of the organization have given freely of their time and energy, gasoline and tires to support our defense Unit as well as myself and I ask that you at this time give this matter full and due consideration and make the necessary appropia- tiong I would like to take this opportunity to thank you on behalf of my Defense group, myself and the Town, for the spleaded cooperation we have received in procuring our control center and in assisting our organization in general, Respectfully Yours ( Signed ) B.H.Clifterd B K.
