151 Regular meeting Oeta+bbetetM1942 y At a regular meeting of the Town Board of the Town of Queensbury, held on the above date at 7 :30 P.M, at the Clerks Office, the pollowing menbers were present D. Elmer Fowler Supervisor Curtis Lampson Councilman Charles Nobles Justice of Peace Henry Sleight Justice of Peace Raymond Walkup Councilman Absent H/ Russell Hatris Town Superintendent of Highways also present. Minutes of Meetings held on Sept �Jn� 194 2, Sept 26thl942 October 3rd 1942 and October 10th � a read and approved. The privelege of the floor was extended to Mr. Eal1 Carswell who requested the board to lease Town machinery on defense projects and that his charge for renting said equipment would be 20% of the lease price. At a Public Hearing heldjpursuant to resolution No 49 adopted October 10thl942 at 9 A.M. ,at the Clerk's Office on the above date , the following menbers were present; Morning session 152 D. Russell Harris Town Superintendent ,of Highways also present. The Board met at the Time and place specified in said R resolution No 49 and Notice. The clerk presented proof of the publication of notice of public hearing on the Preliminary budget. Also present Charles Allen and John Lavin. The board examined and work on the annual Budget The privelege of the floor was extended to Mr. Lavin who spoke briefly and urged the board to reduce the expenditures in the preliminary budget and in particular to Highway items. The board generally discussed the matter with him and the Town Superintendent of Highways and at 12:15 P.M. Recessed to 2 .P.M, The Board reconvened at two P.M. and the following menbers were present D. Resolution #50. Introduced by Justice Sleight, Seconded by { Councilman Walkup Whereas this Board has met at the Time and-place specified in• the notice. of Public hearing on the preliminary budget and heard all persons desiring to be heard thereon, Now THEREFORE, be- it - RESOLVED that -the preliminary Budget be amended by making the following changes therein; That the appropiation for the Highway fund, Item 1, general repairs be reduced from $17 ,014.17 to $11,014.17; That the appropiation for special improvements be reduced from $9000.00- to $2000.00 That the appropiation for highway fund Item 3- Machinery Fund- Purchase of equipment be reduced from $5000,00 to $98.75. That the appropiation for the repair of machinery be reduced from $4000.00 to $1000.00; That the appropiation for Highway fund-Item ##4 Snow and Miscellaneous- Fund- Removing Obstruction caused by snow be •reduced from $4000,00 to $3000.00 That the appropiation for cutting and removing brush be reduced from $4000.00 to $1000.00 and, a{rc. .s Whereas there• is sufficient funds available from the general Town Fund to be transfered to take care of all amounts to be- raised by tax for- the year of 1943 except in the North Glens Falls Water District. Therefore be it resolved that the preliminary budget be further amended for the amount to be raised by tax, in all funds except the fund of the North Glens Fars Water Di t;w 7y " District, to read none. Further resolved that such preliminary Budget as hereinbefore amended be and hereby is adopted as annual budget of this Town for the fiscal year beginning the let day of January-,1943 as and that such budget as so adopted be entered in detail in the minutes of the proceedings of this board and be it Further resolved that the Town Clerk of this Town shall prepare and certify, in duplicate copies of said annual budget as adopted by this board together with the assessments 15`31 rools for benefit inprovements, if any, adopted pursuant to sedtion- 202a Sttbd 2 of the Town Law and deliver one Copy thereof to the supervisor of ihis ,.Town to be presented by him to the Board of Supervisors of this County. Resolution N. 5t , Intr9duced by Councilman, Walkup and Seconded by Councilman Lampson Whereas, due to the increase in employment and the necessity for mento be employed in defence industries and that the Town of Queensbury have no W.P.A. projects in contemplation for the future and the further necessity of curtailing the expenses of the Town of Queensbury in transfuring W,P.A, mend, to projects outside of the Town of Queensbury for which the Town of Queensbury received no benefit . Resolved that after the 7th day of November, 1942 the Superintendent of Highways be and is hereby authorized and d1rected to discontinue transporting X P'.A. employees to W.P.A. projects by the use of equipment of Town of Queensbury nor shall any further or future expense be incurred for such purpose to Town of Queensbury in any manner by reason of such transportation after said date. Duly adopted by the following vote' Ayes :-fir. Walkup, Mr. Nobles, Mr. Lampson, Mr. Sleight and fir. Fowler Noes :-None 157 Resolution No. 52, Introduced by Justice of the Peace , Nobles and Seconded by Councilman Lampson Resolved that the Town Superintendent of Highways be and is hereby authorized and embowered to lease through Earl Carswell and Avery Bullen, Machinery Rental Brokers , the 10 ton Roller to be used in defenee construction at the ceiling price for Rental of equipment of that kind as fixed by the Government Agency, said equipment to be returned in as good condition as of date of rental. Lessees furnish and pay for the transportation of `said equipment f { from place to place. It, is. further resolved that a 2%,' of the amount of rental be and is hereby fixed as commission to the said Earl Carswell and Avery Bullen for ss,�� n i�Sx arranging the rentals of said equipment t� tef�nue derived from said rental.
