RESOLUTION AUTHORIZING ADVERTISEMENT OF BIDS FOR TRANSPORTATION SERVICES
FOR QUEENSBUR Y SENIOR CITIZENS
RESOL UTION NO. 672, 1990, Introduced by Mrs. Betty Monahan who moved for its adoption,
seconded by Mrs. Marilyn Potenza:
WHEREAS, the Town Board of the Town of Queensbury is desirous of advertising for bids for
transportation services for the senior citizens in the Town of Queensbury, and
WHEREAS, a proposed advertisement and specifications have been drafted and presented to
the Town Board of the Town of Queensbury,
NOW, THEREFORE, BE IT
RESOLVED, that the Town Board of the Town of Queensbury hereby authorizes the advertisement
of bids for transportation services for senior citizens in the Town of Queensbury in accordance —"
with the advertisement and specifications presented at this meeting, and
BE IT FURTHER
RESOLVED, that the advertisement for bids sholl be advertised in the official newspaper of
the Town of Queensbury not later than December 3, 1990 and the bids sholl be opened on December
17th, 1990 with the some to be considered at the Town Board meeting on December 17th, 1990,
and
BE IT FURTHER
RESOLVED, that in the event that it desires to exercise the option, the Town Board of the
Town of Queensbury reserves the right to reject all bids.

DISCUSSION HELD-Re: Construction of the Generator Bldg., Change Orders
Thomas K. Flaherty-Change Order #1 - there has been a change in the total cost to $8,169.00,
due to the addition of a utility trench and cover involved in the underground diesel tank and
additional expense due to delay in construction.
RESOLUTION AUTHORIZING CHANGE ORDER NUMBER #1 CONSTRUCTION OF THE GENERATOR
BUILDING
RESOLUTION NO. 673, 1990, Introduced by Mrs. Marilyn Potenza who moved for its adoption,
seconded by Mrs. Betty Monahan:
RESOL VED, the the Town Board of the Town of Queensbury hereby accepts Change Order
#1, Wallace Johnson Company, related to the construction of the Generator Building at the
Water Treatment Plant and be it further
RESOLVED, thot such amount to be token from the Capitol Projects Account of the Water
Plant and be it further
RESOLVED, that the Supervisor is hereby authorized to sign such, provided that it is in the
form approved by the Town Attorney.

DISCUSSION HELD-Change Order #2 Construction of the Generator BuildingThomos K. Floherty-Chang
Order #2, discrepancy between the Rist Frost Plans and the Kestner Plans in the elevation,
when footings were poured it required us to bring in 135 cubic yards of grovel for the inside
of the building and 75 cubic yards of gravel for the outside of the building plus Rist Frost added
reinforcement in addition we asked for 2" PVC sink drain bnd water service with wall sleeves
and 4" PVC drain at the slab on grade also the slab in the maintenance section of the building
be graded to o floor drain so we will hove some way of draining the building...the proposal
is for $6330.00 in speaking with Rist Frost this amount was based on certain methods of placing
grovel and compacting it, the grovel is coming in the morning, the equipment does not look
like they will be using the method they said they were going to be using so I would recommend
that we hold this up until it is determined what actually is going to be done....in the mean
time they will have to continue work, or breach the contract...noted that two romps have been
deleted, we will pour them later...
DISCUSSION HELD-Dialers-Central Queensbury Quaker Rood Sewer Dist.-noted that the dialers
were in the contract and have been installed (6)...Thomas Flaherty recommends that now
that they are installed that they be hooked up, New York Telephone has noted that the initial
hookup change will be $951.00 for of/ six with a monthly charge of$18.99 ea. totaling approximately
$1300.00 per year...Supervisor Borgos-suggested that this be gone ahead with, if in the future
we find it is not necessary it can be stopped...

RESOLUTION TO AUTHORIZE HOOKUP AND AGREEMENT WITH NEW YORK TELEPHONE
COMPANY FOR DIALERS
RESOLUTION NO. 674, Introduced by Mrs. Marilyn Potenzo who moved for its adoption, seconded
by Mrs. Betty Monohon
RESOL VED, that the Town Board of the Town of Queensbury as the governing Board for the
Central Queensbury Quaker Road Sewer Dist. hereby authorizes the installation and hookup
of the dioling systems that have been installed pursuant to Contract #7 and hereby further
authorizes agreements as may be necessary with the New York Telephone Company concerning
use of the some and payment of any fees with the agreement if necessary to be signed by the
Town Supervisor in a form to be approved the Town Attorney and be it further
RESOL VED, that any payments due in connection with said services to be performed by the
Telephone Company sholl be paid for from the H40 Capital Construction Account for the initial
installation and the S4 Account for the monthly charges.

SUPERVISOR BORGOS-Noted that he hod received requests from Beldon and Wunderlich for
payment regarding retoinage, I will get to them as quickly as possible...
DISCUSSION HELD-RE:Restoration work, Wunderlich Contract...it was agreed to hire Girard
for the restoration work ... a resolution will be forthcoming from the Town Attoney...
DISCUSSION HELD-Councilmon Montesi-Reviewed the Sewer Line
from WBZA, noting that the pipe was broken, they repair it in order to hook up, it was an additional
cost to them, we have told them to pay their contractor we will pay for the repair from the
retoinage...
DISCUSSION HELD-Agreement with Kingsbury...Councilman Monahan - requested that page
3 of the Contract Number 7 (b) be changed to 30 days...now it should read as follows 7.(b) Water
charges shall be due within thirty (30) days after the first day of the month which a bill therefore
is rendered. Payments received after thirty (30) days will be subject to a late charge of ten
(10%)percent of the payment due.
RESOLUTION APPROVING QUEENSBURY CONSOLIDATED WATER DISTRICT AGREEMENT
WITH TOWN OF KINGSBURY
RESOLUTION NO. 675, 1990, Introduced by Mrs. Marilyn Potenzo who moved for its adoption,
seconded by Mr. Ronald Montesi:
WHEREAS, the Town Board of the Town of Queensbury on behalf of the Queensbury Consolidated
Water District, may in accordance with the Town Low of the State of New York, contract
with other municipalities and water districts to supply water to such municipalities and/or
district, and
WHEREAS, the Town Board of Queensbury and the Town Board of the Town of Kingsbury have
previously contracted for the purchase and sale of water and the Town Boards are desirous
of rescinding and terminating the said Agreement and entering into a new Agreement relative
to the purchase and sole of water, and
WHEREAS, a proposed Agreement has been presented at this meeting,
NOW, THEREFORE, BE IT
RESOL VED, that the Town Board of the Town of Queensbury on behalf of the Queensbury
Consolidated Water District, hereby approves of the Agreement presented at this meeting
and, hereby further authorizes and directs the Town Supervisor to execute the some on behalf
of the Town Board of the Town of Queensbury, and.take such other further steps as may be
necessary to implement the Agreement between the parties and collect revenues due on behalf
of the Queensbury Consolidated Water District.

Attorney, Page 1 first Whereas, #1. the word purchase error in typing... Page 3 Paragraph

DISCUSSION HELD-Councilman Montesi-Reviewed the dumping on PineView Cemetery Property...Mr.
Boychuck has agreed to speak to his contractor Mr. Granger, the debris will be graded off,
Put top soil in and the debris moved away from the stream...Councilman Monahan-requested
• to know what debris hod been dropped off...the Board agreed to 6" of top soil to be seeded
in the spring... ask that the a letter be prepared noting what was placed in there and indemnifying
the Town...
DISCUSSION HELD-Consolidated Landfill Article in the Post Star-Supervisor Borgos, noted
that he did not soy any fashion or anyway say that this would be an economic boom to the
community...we are preparing a response to thq news article...
DISCUSSION HELD-Supervisor Borgos-1 did attend a meeting of the Association of Large Towns
in Albany, related to the Governor's Economic Program for next year. ...spoke to the Board
about the benefits of becoming a Suburban Town...we will check the law and see the positive
and negatives of becoming a Suburban Town...
DISCUSSION HELD-Re: purchase of Court Facility...we are looking at purchasing this building
before the end of the year.
DISCUSSION HELD-Town Attorney Dusek-Reviewed the Boy Rood Water Dist. Ext. we ore
now at a point in trying to reach an agreement with the developers...proposals..1. reduced
formula on equity value on lines in plant...2. lump sum figure (water soving devices)reduced
10% 3. payment schedule, Two phase development, first phase 44% of water used in that phase,
56% used in later phase... 44% be paid in the amount that we owe now under the following
basis, $10,000 down and$1,000 every time o building permit it issued throughout the first
phase Phase two full balance paid before the phase is built...Board requested thot $1,000.00
figure in first phase be raised to $2,000 per lot paid at time building permit is issued...if this
is agreed upon then the proper resolutions and then we will apply to DEC for a Water Extension
Permit...then the Dist. is created...they need water now, we could enter into on agreement
under contract outside of o dist. and make them pay that charge...that way they have water
for their purposes...this agreement would not be signed until they sign the other agreement
and give us the $10,000 check.
DISCUSSION HELD-Town Attorney Dusek-Technical Assistant Fee Bills-Presented Board with
list of outstanding bills...it was agreed to hove first letter from the Planning Dept. stating
the amount due...then o follow up second notice if not paid(Planning Dept.) ...then to Town
Attorney, (under $100.00 does not go to Small Claims) but will have a follow up letter and
phone colt on all outstanding bills...$100.00 and over will be brought to small claims...
DISCUSSION HELD-Edgewoter Ploce-it was agreed to sell the individual the piece of land
that the garage sets on ...$444.00 plus filing fees.
RESOLUTION CALLING FOR EXECUTIVE SESSION
RESOLUTION NO. 676, 1990, Introduced by Mrs. Marilyn Potenzo who moved for its adoption,
seconded by Mr. Ronald Montesi:
RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive
Session to discuss, personnel and litigation.
