2003-08-25 SP SPECIAL TOWN BOARD MEETING 08-25-2003 MTG#37 557 SPECIAL TOWN BOARD MEETING AUGUST 25TH, 2003 7:00 P.M. MTG #37 RES#388-389 BOARD MEMBERS PRESENT SUPERVISOR DENNIS BROWER COUNCILMAN ROGER BOOR COUCILMAN THEODORE TURNER COUNCILMAN DAN STEC COUNCILMAN TIM BREWER TOWN OFFICIALS SUPERINTENDENT OF CEMETERIES, MIKE GENIER SUPERVISOR BROWER-Opened meeting. DISCUSSION MT. HERMAN CEMETERY FENCE REPLACEMENT - MIKE GENIER Superintendent of Cemeteries, Mr. Genier spoke to the board regarding replacement of fence at Mt. Herman noting he has this as a 2004 budget item there has also been some interest in replacing it earlier than next year. Councilman Brewer noted his concern that a couple of months ago it was bent over and broken and fallen down had someone call him asked if it could be fixed, Mr. Genier had crews straighten it up the best we could. Supervisor Brower- questioned what Mr. Genier is recommending for a fence? Mr. Genier-Noted a similar fence asked for prices for a three-foot and four foot thinking the four-foot fence would be better looking. This type of fence comes in residential grade, commercial grade, and industrial grade. We don't need the industrial grade at the same time the residential grade is a little on the light side. The fence installers in their opinion the commercial fence would be fine Spoke to Tri- County Fence, Adirondack Fence, and Askco Fence received prices The way the Mt. Herman Cemetery is the fencing is on two sides. When it was originally installed in ninety two along the Luzerne Road side where the end of the fence is there is an entryway into the Cemetery the original plan was to have the fence go all the way to the wood line. Askco quoted fifteen thousand two hundred for a fence. Adirondack quoted it comes out to about thirteen thousand three hundred and twenty nine. Tri-County their suppliers could not supply the four-foot fence so he quoted a five-foot fence at twenty two thousand one hundred. (Presented pictures to board) Councilman Boor-Questioned if the snowplow doing the damage? Mr. Genier-Explained that the fence is not anchored by concrete the poles are driven in and its residential grade which wouldn't stand up to a lot of lateral force. Councilman Brewer-Questioned if a guarantee comes with the fence? Mr. Genier- Yes. Councilman Boor-Is there a reason why it can't be closer to the stones and further from the road? Mr. Genier-No, sir. Some of the stone on the lawn side is fairly close there, on the front side believes it could be moved back a little bit. Councilman Boor-Noted this would be something to consider with the snowplow. Mr. Genier-Noted he has put in for a second budget item for the Quaker Cemetery, which Town Historian Marilyn Van Dyke would like to see it eventually closed in with a gate. Councilman Brewer-Thinks this is a smart thing to do the appearance of our Town and Cemeteries are important. Supervisor Brower- What are you recommending? Mr. Genier-Four foot fence. What we were planning to do is the three foot fence the good panels are identical to the ones at Sunnyside Cemetery so we're planning on using some of them to replace the damage ones over there. Councilman Boor-Asked ifMr. Genier could get a sample of the fence would like to see what they are purchasing? Mr. Genier- Yes. Councilman Brewer-Also would like to see a sample would also like to see put in the budget of how much it is going to be. Mr. Genier-To get a sample present it at a workshop. Councilman Boor-Recommended getting a couple of samples to see if there is a difference in quality between the two. Mr. Genier to find another manufacturer that would also give a quote on a four-foot fence. After further discussion it was the decision of the Town Board to meet again in a Workshop. ADDITIONAL CEMETERY VEHICLE FROM WATER DEPT - MIKE GENIER SPECIAL TOWN BOARD MEETING 08-25-2003 MTG#37 558 Superintendent of Cemeteries, Mr. Genier spoke to the board regarding his budget noting he put in for a second vehicle to get to the outside Cemeteries noting he has met with the Fleet Management Committee. Read letter to board members from Fleet Management Committee noting Committee recommends that vehicle that was scheduled for Auction from the Water Department be sold to the Cemetery for trade-in value. Spoke with Water Superintendent, Mr. Van Dusen regarding vehicle noting that Mr. Van Dusen suggested if the Town Board were to grant the vehicle in the budget for next year then he would let us take the truck the now and use it until such time he could get paid for it. Mr. Genier estimated at sixty five hundred dollars for trade-in value. The budget item asked for seventy five hundred to refurbish it. After further discussion it was the decision of the board to have Mr. Genier keep this in is budget. Mr. Van Dusen-Next year when it comes time in January the board will pass a resolution authorizing the expense to come to the Water Department and the increase in the size of the fleet. DISCUSSION FUND RAISING EMPLOYEE POLICY Supervisor Brower- Spoke to the board regarding the SolicitationslDistributions Policy among Town Employees. Read the policy to board members noting the need to have this clarified further, recommended changing the wording in the policy. After further discussion it was the recommendation of the board to have the Supervisor or one person be responsible for doing this. Supervisor Brower to draft language for board's review. RESOLUTION ENTERING EXECUTIVE SESSION RESOLUTION NO. 388, 2003 INTRODUCED BY: Mr. Roger Boor WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Theodore Turner RESOLVED, that the Town Board of the Town of Queensbury hereby adjourns from Regular Session and enters into Executive Session to discuss contract issues and personnel issues.
