RESOLUTION AUTHORIZING DATA SERVICE AGREEMENT
BETWEEN TOWN OF QUEENSBURY AND
CORNERSTONE TELEPHONE COMPANY
RESOLUTION NO. 346, 2008

WHEREAS, the Town of Queensbury previously entered into agreements with
Cornerstone Telephone Company for phone service, and
WHEREAS, the Town now wishes to enter into a Data Service Agreement with
Cornerstone Telephone Company, under the terms of New York State contract pricing,
which Agreement will provide for the reduction of data rates on the Town’s wide area
network services,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves and authorizes a
one (1) year Data Service Agreement with Cornerstone Telephone Company substantially in
the form presented at this meeting, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes that operational and
connection charges for new and changed services be charged to Central Communications,
and
BE IT FURTHER,

RESOLVED, that the Town Board further authorizes and directs the Town
Supervisor to execute the Agreement on behalf of the Town of Queensbury and the Town
Supervisor, Town Budget Officer and Town Computer Technology Coordinator to take
such other and further action necessary to effectuate the terms of this Resolution.

RESOLUTION APPROVING A GRANT FOR CASE #5515IN
CONNECTION WITH TOWN OF QUEENSBURY HOUSING
REHABILITATION PROGRAM
RESOLUTION NO.: 347, 2008

WHO MOVED ITS ADOPTION

WHEREAS, the Town of Queensbury has established a Housing Rehabilitation
Program which provides grants to cover 100% of the cost of rehabilitation up to a
maximum of $20,000, whichever is less, and
WHEREAS, the Town has received grant funds from the New York State
Affordable Housing Corporation Affordable Home Ownership Development (AHOD)
and the New York State Office of Community Renewal Community Development Block
Grant (CDBG) programs to cover eligible project costs, and
WHEREAS, the Town of Queensbury has also established a Housing
Rehabilitation Loan Program which provides a deferred loan to very low income eligible
property owners for the owners cost of rehabilitation, and
WHEREAS, a single family property Case File #5515has been determined to be
eligible for rehabilitation grant assistance and a loan through the Housing Rehabilitation
Loan Program and the owner of the property has requested such assistance and loan, and
WHEREAS, property rehabilitation specifications have been provided to three (3)
qualified contractors for bid, and

WHEREAS, the low bid cost to complete the work specified was Thirty-eight
thousand one hundred eighty-seven dollars and no cents ($38,187.00), and
WHEREAS, Case File #5515, via Resolution No.: 282,2008, has previously been
approved for a grant in the amount of Thirty-eight thousand one hundred eighty-seven
dollars and no cents ($38,187.00), and
,
WHEREASdue to the complicated nature of the rehabilitation work involved,
further work has been required to meet applicable State and local codes, and
,
WHEREAS the work required to complete this work is expected to be Four
thousand three hundred forty-eight dollars and no cents ($4,348.00), and
WHEREAS, there are remaining grant funds in the CDBG Program to cover the
majority of this cost, and
WHEREAS, the property owner will provide the equity needed to pay this total
expected to be Eighty-nine dollars and fifty cents ($89.50), and
WHEREAS, Shelter Planning & Development, Inc. has overseen the grant and
loan process and has verified that it has been followed in this case and recommends
approving these grants and loan, and
WHEREAS, a lien will be filed against the property for the benefit of the Town
for a period of five years from the completion of the rehabilitation, and
WHEREAS, the property owner will enter into a Loan Agreement with the Town
of Queensbury which will be filed with the Warren County Clerk’s Office with the
principal balance of the loan due in full upon the transfer of title of the property if
transferred before a five (5) year period,
NOW, THEREFORE, BE IT
RESOLVED,that the Town of Queensbury approves using remaining Four
thousand two hundred fifty-eight dollars and fifty cents ($4,258.50) CDBG funds for

DISCUSSION: FIRE PROTECTION STUDY- MMA CONSULTING- MARK
MORSE
COUNCILMAN BREWER- Introduced Mark Morse, President of the MMA Consulting
Group Inc. Their company did a fire study back in 1996.
MR. MORSE- We are a company that provides management consulting services to local
governments. Through the years we have done several hundred fire related studies.
Proposing another fire study to focus on department boundaries and response times,
option of fire districts, the relationship of the Town to the fire departments, and the types
of apparatus needed. This study will take approximately three to four months to complete
and they are looking at a cost in the thirty two thousand dollar range.
SUPERVISOR STEC- Asked Mr. Morse to get a draft contract to him as soon as possible
so that Town Counsel can look it over and prepare a resolution for the August 4, 2008
Regular Town Board Meeting.
OTHER DISCUSSIONS HELD:
SUPERVISOR STEC- Spoke regarding a letter he received from the Adirondack
Triathlon Club asking for two thousand dollars in occupancy tax funds. There will be a
resolution on this for Monday July, 21, 2008.
COUNCILMAN STROUGH- Spoke regarding Rush Pond; noted that the Town Board
needs to get together with Warren County Soil and Water, Boces and LaBerge to set an
agenda for how they want to proceed with this.
