WHEREAS, the Queensbury Town Board wishes to designate procedural rules for the
conduct of Town Board meetings and Town business by Town Board members for the year 2020,
NOW, THEREFORE, BE IT
RESOLVED, in accordance with the authority granted by New York State Town Law §63,
the Queensbury Town Board hereby designates Robert's Rules of Order as its official rules of
procedure for the year 2020, except that in the event of conflict between such Rules and the Town
Law or a Resolution of this Board, the provisions of the Town Law or Board Resolution shall
govern, and
BE IT FURTHER,
RESOLVED, that it is recognized and clarified that the Town Supervisor establishes the Town
Board meeting agendas and chairs these meetings, and
BE IT FURTHER,
RESOLVED, that disruptive or uncivil behavior by anyone in meeting attendance is
prohibited and that at his discretion the Town Supervisor may take such action as necessary to
maintain a level of decorum and professionalism, including but not limited to, declaring a temporary
recess of the meeting, and

RESOLVED, that the Town Supervisor may create and make appointments to sub-
committees of the Town Board in an effort to increase efficiency of government, and

1. Regular meetings shall occur on the 1 and 3 Mondays of each month at 7:00 o’clock
p.m. at the Queensbury Activities Center, 742 Bay Road, Queensbury, with the
exception that the Town Board’s regular meeting dates shall be changed as set forth

the discretion of the Town Supervisor.
2. The Town Board shall schedule other special meetings for any purpose established by
Town Board Resolution and/or in accordance with the New York State Town Law.
The Town shall notify the media of the special meeting accordingly as required by the
New York State Open Meetings Law.
3. If the Town Board decides to alter its regular meeting schedule, it will do so by Town
Board Resolution and will notify the public and media by appropriate public notice.

WHEREAS, the Queensbury Town Board sees a need to allow payment of certain bills
ahead of the regular Town Board audit in order to ensure the continuance of insurance coverages,
avoidance of late charges and timely delivery of certain shipments and mailings, and
WHEREAS, the Town Board wishes to authorize payment in advance of audit of claims
for public utility services, health, dental, workers’ compensation, disability and unemployment
insurance premiums, debt service payments, postage, freight and express charges, and
WHEREAS, Town Law §64(23) and §118 allow for such payments, and
WHEREAS all such claims shall be presented at the next regular meeting for audit, and
WHEREAS the claimant and officer incurring or approving such payments shall be jointly
and severally liable for any amount disallowed by the Town Board,
NOW THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the payment in advance
of audit of claims during 2020 for such premiums for policies that would otherwise lapse before
audit, incur late charges, postage, freight and express charges and all such claims shall be presented
at the next regular meeting for audit, and the claimant and officer incurring or approving such
payments shall be jointly and severally liable for any amount disallowed by the Town Board, and

RESOLVED, that this Resolution shall take effect immediately, and

York State Civil Service, at which point it is contemplated the compensation and duties of the two (2)
positions will be merged, and authorizes and directs that Ms. Watkins shall be paid a stipend in such
amount as will be set forth in the Town’s adopted 2020 part-time hourly wage and annual stipend
schedule for such position for 2020, in addition to Ms. Watkin’s annual salary for the Accountant

WHEREAS, New York State Executive Law §23 provides in part that in preparing a Town
Comprehensive Emergency Management Plan, the cooperation, advice and assistance shall be
sought from local government officials, regional and local planning agencies, police agencies, fire
departments and fire companies, local civil defense agencies, commercial and volunteer
ambulance services, health and social services officials, community action agencies, organizations
for the elderly and the handicapped, other interested groups and the general public, and
WHEREAS, the Town of Queensbury’s Fire Marshal received such advice and assistance
from local police, fire, public health agencies and other Departments within Warren County as
well as the State Emergency Management Office, Glens Falls Hospital and the American Red
Cross, and by Resolution No.: 361,2014, the Queensbury Town Board adopted its Comprehensive
Emergency Management Plan (Plan) for the Town of Queensbury, based upon such advice and
assistance as well as the State Emergency Management Sample Plan, and
WHEREAS, the Town Board must adopt such Plan on an annual basis and therefore wishes
to adopt such Plan for 2020 substantially in the form presented at this meeting,

RESOLVED, that the Queensbury Town Board hereby adopts the Town of Queensbury
Comprehensive Emergency Management Plan (Plan) for 2020 substantially in the form presented
at this meeting, and

event of an emergency and authorizes and directs the Town’s Fire Marshal to file such Plan with

WHEREAS, the Agreement provides that specific expenditure of the funds provided under

amount of up to $35,000, to be used toward Town Recreation Department expenditures related to the

Hospital in accordance with the schedule of fees established by the Animal Hospital, and
WHEREAS, the Town of Queensbury wishes to again enter into a written agreement with the
Animal Hospital for the Animal Hospital’s boarding of animals and as necessary, euthanasia and
cremation services, and
WHEREAS, the Town of Queensbury will exhaust all avenues to place healthy animals with
foster families or forever homes, work directly with 501(C)(3) Rescue groups and SPCAs make every
effort to avoid euthanasia, and only select euthanasia as a last resort, and
WHEREAS, a proposed Agreement for the year 2020 has been presented at this meeting,

the Town, and
WHEREAS, the Town’s agreements with the Squads expired on December 31, 2019, and

Volunteer Fire Co., Inc., South Queensbury Volunteer Fire Co, Inc., and the West Glens Falls
Volunteer Fire Co., Inc., in accordance with agreements between each Fire Company and the Town,

WHEREAS, the Town’s Agreement with the West Glens Falls Volunteer Fire Co., Inc.,
expired on December 31, 2019, and
WHEREAS, in such Agreement the Town and Fire Company have agreed that the terms and
provisions of the existing Agreement may continue during the interim period pending execution of a
new Agreement which is anticipated to occur sometime during the first several weeks of 2020, and
WHEREAS, the Fire Company may face cash flow shortages before the new Agreement can
be executed and therefore the Town Board wishes to authorize advance payments under the current
Agreement, which if new Agreement is entered into will constitute advance payments on the 2020
Agreement to the Fire Company, such advances to be deducted from contract payments to be paid if
and after the 2020 agreement is ratified,

RESOLVED, that the Queensbury Town Board hereby authorizes the Town Supervisor to

approve payment of 1/12 of the respective 2019 Contract Amount for operations to the West Glens

awarded contracts by the County for such services, and
WHEREAS, the Town Board wishes to utilize the County’s contractual arrangements for
each of the Town’s two transfer stations with the services and prices to be set forth in the County’s
Bids and/or Agreements for such services with the following contractors:
1. Municipal Paper Recycling Services with Perkins Recycling Corp.; and
2. Electronics Recycling Services with eLot Electronics Recycling, Inc.;
with such terms and conditions to be set forth in an Intermunicipal Agreement with a term of

It was the fastest two years that I could think of being on this Board. It was a lot of work,
but it was pleasurable. I think we got a lot accomplished in the last two years. Looking
forward to the next two years. I think the Board has really worked well. I think we have
worked respectively and collaboratively. Things that I was looking for when I came on the
Board. I think that with the new member joining I think that it is going to be good for us
to get some different perspective. Looking forward to having another good two years and
accomplishing as much as we did in the last two years.

I want to wish everyone a Happy New Year. I want to thank everyone for coming.
SUPERVISOR STROUGH
I just want to say I see a lot of Department Heads here. I see the Queensbury Seniors here.
I see some members of the public. I see Ed Bartholomew here. He is the EDC Czar of the
region. So many of you are here because you want to give us a good send off for the next
two years. We appreciate you being here. Thank you we won’t let you down. This has
been a Town Board that works together well. We may not agree on everything, but we are
upfront about that. We are not backstabbing about that. We will talk things out. We will
make adjustments in accord with what is best for this community. That is what this Board
and the other two are not here, but I can speak for them as well. That is what this Board is
here to do. Their dedication isn’t to their politics. It isn’t to their own personal preferences.
It is to do what is best for the community. We have a well-run Town. Again that is because
many of the people who are present at this meeting today. Our Legal Firm. Our Highway
Department. Our Planning and Zoning. Our Assessment Officer, Teri Ross. She is noted
throughout New York State for her abilities in assessment. I know this because I gave her
an introductory speech at the New York State Association of Assessors of which, she was
President of in New York State. I probably forgot to mention some of you. I hope I got
everyone in I appreciate you being here. Thank you very very much. Anything else for
