DRAINAGE PROJECTS UPDATE FROM VISION ENGINEERING APPLEHOUSE LANE Town Engineer, Ryan held discussions regarding the concerns of Applehouse Lane, Western Reserve, Lester Drive and Fuller Road. Two particular items of concerns one related to a problem that is reoccurring in the Town related to groundwater the secondary concern is related to runoff. Did field work related to watershed investigated studies also helped to delineate the watersheds contributing to the various areas in that region. Met with neighbors regarding specifics areas relating to problems they experienced this year and historically on occasion in the past identified four basic watersheds as one, two, three, and four. Watershed one is an area along the mountainside along West Mountain Road that contributes to a discharge point that is north of Western Reserve. Just north of Western Reserve there is small seasonal stream, which ends up at the foot of the mountain near Potter Road. Most of the runoff comes down the mountain and infiltrates the ground at that location. There is no discharge point or stream on a yearly basis thinks it is mostly a seasonal occurrence. To the south is Watershed Two it is the watershed that would contribute to where the current Western Reserve Development has been developed on that site. It is approximately a hundred and ten acres, what occurs on this is we get overland flow and runoff which combines in small drainage channels it ultimately discharges to the old Ashton Plant pond that is on site. Watershed Three is approximately a hundred and five acres similar fashion overland flow and combination of small drainage channels it ultimately discharges on Kelly Carte’s property near his driveway. This watershed basically combines flow seasonally in severe conditions does allow for a small stream, which flows into the Applehouse area. Referred to Page 2 regarding conditions that were observed historically regarding Applehouse Lane subsequent to this there is also additional drainage slightly to the north of Carte’s property, which is crossover area between the Western Reserve, Watershed Two and Watershed Three as we have identified those. Watershed Four this is Lester Drive Fuller Road Watershed what happens here is there is a large diameter a thirty six inch or forty two inch culvert beneath Fuller Road. This culvert discharges to the stream down to the south and into Clendon Brook. In terms of the existing infrastructure in place there is a culvert beneath Fuller Road we have identified that as a partial problem doesn’t think it creates any flooding in the Applehouse area, but the culvert is deteriorated and probably crushed down about fifty percent of its overall area. This particular culvert we have been working with the highway department believes they are planning on replacing that culvert as part of their maintenance for this year it makes sense to work from the lower part of SPECIAL TOWN BOARD MEETING 09-15-2008 MTG#41 2 the watershed and work our way back up. To the north on Lester Drive and Applehouse (referred to page 2) spoke regarding the small diameter twelve inch diameter culvert system, the Highway Department noted it is not known if there are any drainage easements there in place for any kind of maintenance or ownership of the Town to utilize that space we will be asking at some point to look at this. It is an outdated system there are no manholes where you can get in there and inspect it or do any kind of maintenance. As far as they know it has limited capacity for the types of volumes that might be coming from a hundred or two hundred acres. Identified that as somewhat problematic in limiting in terms of what we can do for any kind of remediation. Identified in the watersheds is the specific paths that the water takes in essence how this area is collected and discharging to Clendon Brook. Spoke regarding the issues between drainage on the Western Reserve property and Watershed Three, which includes Kelly Carte and Applehouse Lane. Supervisor Stec they are getting a revised site plan turned for the agenda for planning view. Mr. Ryan has been in the field and observed some of those changes we weren’t involved in the original approval it may be something at some point depending on how we want to proceed with some of the other aspects of this project it may need some coordination with some of the work we may do ultimately. Identified a couple of problems north of Kelly Carte’s property, which could impact or allow for crossover between the watersheds. Drainage channel on watershed two, which is the western part of the property it takes a ninety degree turn to the east. At some point in history based on photos did spill over and exceed the capacity of that channel that was installed as part of that development. The mitigated measure for this would be to raise the berm height and increase the capacity of the channel so that does not occur it may be something that they propose and it may be something to consider would like to identify two approaches to the solutions and possible remedial work for this area. We have a lot of water on a mountainside we have a lot of spring snowmelt we have had historically some spring conditions with rainfall in combination with snowmelt. Applehouse Lane isn’t just flooding because of any kind of spillover like we identified in watershed two, but it is part of the severe conditions related to specifically watershed three. In order to provide that type of relief for groundwater or runoff we would want to cut this water off and collect it farther up closer to the to of the mountain that would allow us to get it out of this area at a faster pace. To do this we would need infrastructure in place from Fuller Road north that has the capacity to do that noted the existing system is not capable of providing that type of system until we decide how we want to proceed cannot identify any kind of sizing or cost related to that type of system. Each watershed could be treated differently and have its own unique situations remediated. We could encourage watershed two and Western Reserve to implement modifications such that no spillover or crossover between watersheds occurs. A broad solution is to extend the system that we already have in place and expand it and increase the capacity so that it could be extended up north of Kelly Carte’s property this would be contingent on approvals of owners and easements and willingness to do that. To collect the extra runoff at a higher location perhaps on Western Reserve property at that point so that the extra flow could be discharge into our new system. Supervisor Stec-Have not identified in this older subdivision where the current undersized infrastructure is. Town Engineer Ryan-Eighty percent of it is mapped because a lot of it is underground they do not have existing easements ultimately this system will need to be increased in capacity regardless if we do a broader solution or you can try to relieve specifically to the Applehouse area. Councilman Brewer-Questioned if there was a temporary way to ease the pain on Applehouse until we get a comprehensive plan done for the whole situation? Mr. Ryan this has been discussed with the Highway Department. In terms of doing a small extension of that existing system to provide temporary relief the Highway Department is slated to do that this fall so that there is a temporary solution until the Town decides to help all of the eight people living in this area. Town Counsel Hafner-The presumption is it is a Town problem to solve understands it is a Town problem to look into, but does it relate to our roads otherwise it is people’s private property they need to work things out between them. Supervisor Stec-We need to find out if this is ours. Highway Superintendent, Mr. Travis-We are set to go in a couple of weeks to do Fuller Road and Applehouse Lane. QUAKER ROAD SPECIAL TOWN BOARD MEETING 09-15-2008 MTG#41 3 th Town Engineer, Ryan met August 5 regarding this and are ready to move forward. It is under the presumption that we have agreements and easements executed with those owners. Town Counsel, Hafner-Do not yet have them. Town Engineer, Ryan-We have a completed design we have permits ready to move forward we’re given estimate of figures in August forwarded information to the Attorney and Surveyor at this point working out the legal aspects of the project. Town Counsel, Hafner-The next stage is to get agreement of the parties. We have draft agreements and easements going out tomorrow to each of the property owners Town Counsel to contact Attorney’s as soon as we get those back we have the agreements of the parties that are involved. Supervisor Stec-Tire Warehouse has an application in front of the Planning Board to do an expansion noted disruption of business to both Minogue’s and to Tire Warehouse both businesses have expressed concern about this in the past. Town Counsel, Hafner-The party that is most affected by this is Tire Warehouse it is right where their bays are noting the Supervisor spent a lot of time to stage it so it was the least interfering with the business. We need some temporary construction easements or licenses from Everts Avenue we are working on this. Due to the timing issue of this the question is does the Town Board want to start the bidding process and go out to bid knowing that the documents are subject to getting final easements from everyone before you sign the contract. Town Counsel to proceed with matter to get letters out tomorrow. Town Engineer, Ryan the gas line is out of the way there are no obstructions at this point except for a couple of small service lines they have alternative to access two bays at all times during construction. MICHAELS DRIVE Town Engineer, Mr. Ryan-Michaels Drive is divided into two phases. Phase I identified in drawings (presented to board at meeting) this phase will be taken care of by the Highway Department they are semi contingent on the ability to obtain legal easements for this work. Have identified the affected owners do have verbal commitments from our discussions with these owners they are ready to move forward with the easements. Town Counsel, Hafner-Questioned if they have contacts for each of them? Town Engineer, Ryan-All names, addresses are there identified on the map. Councilman Brewer-Once easements are done, offered to hand deliver them. Town Counsel, Hafner-We are waiting for the Meets and Bounds from Van Dusen and Steves. Councilman Brewer-Michaels Drive itself would be Phase II that will go out to bid. Town Engineer, Ryan-Correct. Town Counsel Hafner, Will have the easement done with the form in the next couple of days. Town Engineer, Ryan-Phase I is ready to move forward Mike Travis has the documents we have a wetland permit we have it prepared and submit that. The purpose of the easement is for drainage purposes installations maintenance repair. Town Engineer, Ryan-Phase II. Drawings ready need to prepare bid documents finalize them. Reduced the numbers of easements anticipated along Michaels Drive. We are doing a little more in the existing right-a-way the reason for this is the number of utility crossings. Councilman Brewer-Questioned if this would go out to bid this year? Town th Engineer Ryan-Hopes to have a bid date of October 8. The bid would need to be th authorized by the Town Board on October 6, plan on a bid opening the end of October. HILLMAN SEPTIC ISSUES Town Engineer, Ryan-Anticipated a late September meeting with Hillman with the septic issues related to community watershed sewage system. Councilman Montesi-We had a couple of things at the last meeting, which was to survey the outfalls and drainage courses, identify the owners that is a forest preserve at the end of Cleverdale they have limitations on discharging to it, will research this and do a watershed analysis of this whole watershed. Councilman Metivier-Spoke regarding the infrastructure improvements on Hillman asked if they could still go ahead with this. Town Engineer, Ryan-Thinks this is still part of the overall scheme of things with water we aren’t going to be able to bring back up hill ultimately that improvement should occur. Asked if they want to implement this design and get started? Councilman Metivier-Would like to see this. BEDFORD CLOSE SPECIAL TOWN BOARD MEETING 09-15-2008 MTG#41 4 Town Engineer, Ryan-Did a lot of work this spring in this area spoke regarding Phase II long term study asked the board if they wanted to move forward at some point. Supervisor Stec-The feedback he has received is that they are very happy. SEWER INFILTRATION STUDY – MIKE SHAW Wastewater Director, Mr. Shaw-Spoke to the board regarding I & I going to try a different approach using flow meters and gathering data and moving the flow meters to see if they can identify an area that has a large bulk coming from it, then spend our resources and monies in that area. This may go on for quite some time we are hoping over this fall next spring we get something that we could move forward. It could take a couple of years to get information. Looked at this before we had a camera looked at his hired companies in the past looking for leaks we have never found a leak in one of our pipes in some of the manholes, we have we repaired the manholes. Spoke to the board regarding the plan to use Jarrett-Martin Engineering to help with some of the flows and data logging. Will move the meters to different areas in the spring for a two month period, the meters will log data they will download the data log and compile the information if they get enough information they will move the meters around. They have a set plan to move them in different areas, different neighborhoods. The board will see a capital project fund that has to be setup this is just to study a portion of this. CERRONE PROPERTY REZONING REQUEST MR. CERRONE – ATTORNEY JOHN LAPPER PRESENT Attorney Lapper presented plan to board regarding twenty nine acres off of Sweet Road noting there is sewer and water available looking to make affordable housing to meet the market need. Proposed twenty thousand or greater square foot lots on the outside, which matches the neighborhood half acre lots would be doing ten thousand square feet on the inner circle the inside of the road, which would be Homeowners Association. Single homes like Surrey Fields you would own your own piece of property, also there would be ranches. Councilman Strough-Asked if a density calculation has been done. Senior Planner, Mr. Baker-No, believes there are some DEC wetlands on the property. Councilman Montesi-Asked if they would be putting a walkway around the property. Mr. Cerrone-A buffer a nature trail just for this community not for the Town. There would be twenty two half acres lots.
